The Serbian passport opens 135 of 227 destinations without a prior visa: 97 fully visa-free, 30 with a visa on arrival and 8 with an electronic travel authorisation. That is 21 more than the Russian passport and a rare combination: one document opens the Schengen area, China, Russia and Belarus.

Serbia is not in the European Union, so a Serbian passport does not let you live and work in Europe - only travel for up to 90 days. But it opens Europe without visa forms and consulates, and Serbia itself remains a country Russian citizens enter without a visa and where a residence permit is easy to get.

Where you can go visa-free with a Serbian passport

Entry regimes differ in how much preparation the trip needs. Visa-free means the passport is enough and the permitted stay is set at the border. A visa on arrival means a fee and a stamp at the airport or checkpoint. An electronic travel authorisation is a short online form and fee before departure. An e-visa is also online but involves a check and a consular decision. A regular visa means a form, documents, often a personal visit to the consulate and waiting for a decision.

The strength of the Serbian passport is Europe and Asia at once: the Schengen area, the Balkans, Turkey, Russia, Belarus, the Caucasus and Central Asia, China, Japan, Singapore and the UAE are visa-free. In Latin America, Brazil, Argentina, Chile, Colombia, Peru and Uruguay are visa-free, but Mexico and Paraguay require a visa. The weak spots are English-speaking countries and parts of Africa and the Middle East: Morocco, South Africa and Saudi Arabia require a visa in advance.

The table shows the main destinations for travel, living and business, not all 227 countries and territories. An electronic travel authorisation is issued online within minutes or days; an e-visa is also applied for online, but it is a separate consular decision. Schengen, the UK, the USA and Canada

Schengen. Since December 2009 Serbian citizens have travelled to the Schengen area without a visa: up to 90 days in any 180, with no right to work. Visa-free travel applies only to biometric passports issued by Serbia's Interior Ministry; passports issued by a separate coordination directorate to residents of Kosovo are not covered. Since October 2025 visa-free travellers have their fingerprints and photo taken at the Schengen border, and the next step will be the electronic travel authorisation the EU is preparing for all visa-exempt countries.

EU visa-free travel can be lost. Since 30 December 2025 an updated suspension mechanism has applied: its grounds include selling citizenship for investment and diverging from EU visa policy. Serbia keeps visa-free entry for Russian citizens, and the European Commission, in an informal document, called the granting of Serbian passports to Russians a potential risk, so this point is worth weighing when choosing a second passport.

UK, USA, Canada and Australia. Serbian citizens need a visa for all four: a UK visitor visa, a US tourist or business visa, and Canadian and Australian visitor visas. Serbia has no US investor visa treaty.

Asia and the Middle East. Visa-free: China under a 2017 agreement, Japan, Singapore, Hong Kong and the UAE; South Korea and Israel with an electronic travel authorisation. Thailand and Indonesia issue visas on arrival, India, Malaysia and Vietnam e-visas.

What else a Serbian passport gives

Living and working in Serbia. A citizen lives and works in the country without a residence permit, opens accounts and companies and buys property on general terms. Serbia has been an EU candidate since 2012, but there is no accession date, so a Serbian passport gives no right to live in EU countries.

Russia and Belarus. Serbian citizens enter Russia without a visa for up to 30 days per trip, and Belarus visa-free as well. For a Russian citizen with a second passport this does not matter: they enter Russia on the Russian passport.

Dual citizenship. This is the main trap for Russian citizens. Under regular naturalization Serbia's citizenship law requires giving up the previous citizenship, and leaving Russian citizenship is a long separate procedure. Descendants of Serbs, emigrants from Serbia and spouses of Serbian citizens do not have to renounce.

Taxes. A passport does not make you a Serbian tax resident. A person becomes resident by living in the country for 183 days or more within 12 months or having the centre of vital interests there. Rates are low: income tax on salary is 10% and corporate profit tax 15%.

How to get a Serbian passport

A Serbian passport is not for sale: there is no citizenship by investment, and the 2023 attempt to ease naturalization was withdrawn after a European Commission warning. The regular route for a foreigner is 3 years on a residence permit to permanent residence and another 3 years with permanent residence and a registered address, so from 6 years, plus renouncing the previous citizenship. The citizenship fee is about $250 per family and the passport about $45.

Faster and without giving up the Russian passport go descendants of Serbs and emigrants, ethnic Serbs abroad and spouses of Serbian citizens after 3 years of marriage with permanent residence. Separately, the government may grant citizenship under Article 19 in the interest of the Republic of Serbia, but this is a decision, not an applicant's right. The fee is about $250, six years without a passport cost more

The law does not forbid applying for Serbian citizenship on your own. But mistakes cost more than the fee: a gap in the permanent residence period, registration at the wrong address, the wrong legal ground and renouncing Russian citizenship where the law does not require it.
