Montenegro at a glance

Montenegro is a small Balkan country on the Adriatic with about 620,000 residents. The capital is Podgorica, the main resorts are Budva, Kotor, Tivat, Bar and Herceg Novi, and the north has mountains and the ski town of Kolašin. The official currency is the euro, although the country is not yet in the European Union. Montenegro has been in NATO since 2017 and a European Union candidate since 2010, and it is among the most advanced in accession talks.

The economy rests on tourism, real estate, energy and services. Montenegrin is close to Serbian, many people understand Russian, and a large Russian-speaking community lives on the coast.

Who the move suits

  • people who want to live by the sea in Europe with the euro and moderate costs;
  • entrepreneurs who benefit from their own company with corporate tax from 9%;
  • remote workers with foreign income;
  • buyers of flats and houses on the coast;
  • families who value a familiar language environment.

It is harder for those counting on a quick passport: the citizenship by investment programme has closed, and naturalisation requires 10 years of residence.

Entry rules and visas

Until 31 October 2026 Russian citizens can stay in Montenegro visa-free for up to 30 days. From 1 November 2026 the country introduces visas for Russian and Belarusian citizens, aligning its visa regime with the European Union: entry is possible on a short-stay visa for 90 days in any 180, a long-stay visa or a valid residence card. Holders of a temporary or permanent residence card need no visa, so people living in the country must avoid any gap in their status.

Residence options

  • Property - a residence permit for owners of housing with a tax value from 150,000 euros, about $168,200, under amendments of 31 December 2025;
  • own company or sole trader - renewal requires paying at least 5,000 euros a year in taxes and contributions, about $5,610;
  • employment - under a contract with a local employer;
  • remote work - digital nomad status for those working for foreign clients;
  • family - reunification with a spouse or parent who holds status.

A residence decision is made within 40 days of a complete file. Leaving the country for more than 30 days can break the chain of renewals, and permanent residence comes after 5 years of continuous living. Citizenship by investment closed on 31 December 2022, and naturalisation requires 10 years of residence and a language exam. We choose the basis and handle the application so your status is in place before 1 November.

Taxes

Income tax on salary is 0 to 15%, with the first 700 euros a month untaxed. Corporate tax is 9% on profit up to 100,000 euros a year and up to 15% above, dividends are taxed at 15% and VAT is 21%. You become a tax resident after 183 days a year, or by having a residence or centre of vital interests in the country. Buying a home carries a 3-6% transfer tax. More in taxes in Montenegro.

Groceries and cafés are cheaper than in the European Union. On the coast in Budva, Tivat and Kotor rent is higher, and in summer flats are let daily to tourists, so a yearly lease is easier to find in autumn. Bills rise in summer for air conditioning and in winter for heating.

Where to live

  • Podgorica - the capital with government offices, banks and schools, cheaper than the coast but with hot summers.
  • Budva - the main resort, lively in summer and quiet in winter.
  • Tivat - the marina, airport, new developments and the most expensive flats.
  • Kotor and Herceg Novi - the Bay of Kotor, old towns and a calm pace.
  • Bar - the port and railway to Podgorica, cheaper than its neighbours.

Property for foreigners

Foreigners buy flats and houses outright on the same terms as locals, a notary certifies the deal and ownership is registered in the cadastre. Agricultural land and forests are not sold to foreigners directly and are bought through a Montenegrin company. Demand centres on the coast: Budva, Kotor, Tivat and Herceg Novi. For residence what matters is not the contract price but the tax value in the tax office decision. We find the property, check the documents and link the purchase to residence.

Companies and banks

A limited liability company is registered in a few days with a nominal minimum capital. Banks open accounts for residence permit holders and local companies, checks on Russian citizens are stricter, and proof of source of funds is requested. We register the company and help with a business account and a personal account.

Pros and cons of moving

Pros: sea and mountains within an hour of each other, low taxes, residence through a small company or a home, a Russian-speaking community on the coast and proximity to the European Union. Cons: visas for Russian citizens from 1 November 2026, an absence of more than 30 days can break the chain of renewals, citizenship only after 10 years, seasonal rentals on the coast and a small job market.

Moving to other countries

We have the same moving guides for other countries: Serbia, Georgia, Armenia, Turkey, Spain, Portugal, Germany. All destinations are compared by budget and main route to residence in our overview where to move from Russia in 2026.
