How to send money to Montenegro in 2026: euros under euro payments area rules in 1 business day

Euros in Montenegro outside the EU: what changed in October 2025
Since 6 October 2025 a euro transfer to Montenegro works the same way as between EU countries: under common rules, in 1 business day and at the price of a domestic European payment.
Montenegro has used the euro since 2002, but for a long time stayed outside the common European payment system, and euros from Germany or Italy travelled as international transfers through correspondent banks, with fees along the way. The country applied to join on 21 November 2024, the European Payments Council approved the application on 13 June 2025, and from October 2025 every bank in the country was connected.
For a sender in Europe this means three things: the transfer is made as an ordinary European payment, the money arrives in full, and the bank accepts the recipient's 22-character account number without a bank code.

Inside the country instant payments of up to $1,200 (€1,000) have worked since May 2025: rent, utilities and purchases between people are paid in minutes.
A transfer to Montenegro without a residence permit: where to credit the money
An account at a Montenegrin bank is opened with a passport during a personal visit to a branch; no residence permit is needed. Besides the passport, the bank asks for:
- a home address abroad or in Montenegro;
- a tax number from the country of residence;
- a document on the source of income: an employment letter, a statement or a tax return;
- the purpose of the account: rent, buying a home, children's schooling, opening a company;
- a phone number and email for online banking.
Local banks open an account for a foreigner faster, while banks from European banking groups check the source of money more closely, but their cards are handier for travel around Europe. Account maintenance costs a few euros a month, and deposits at a Montenegrin bank are insured up to $56,000 (€50,000) per depositor.

Money for an apartment in Montenegro: 3-6% tax and a residence permit
A buyer of a resale apartment in Montenegro pays a transfer tax of 3% to 6% of the home's tax valuation, and since January 2026 buying a home valued from $170,000 (€150,000) gives the right to a residence permit.

Rates of Montenegro's tax administration checked on 8 October 2026. A new build bought from a developer carries no transfer tax: the price already includes 21% value added tax.
The tax is calculated from the tax valuation, not from the contract price. If the valuation comes out below the contract price, the residence permit threshold is checked against the valuation, so find it out before the deal. A residence permit decision takes up to 40 days.
Money for an apartment goes through 4 steps:
- A notary certifies the sale contract, which states the price and the seller's account.
- The buyer transfers the money to the seller with the contract number and date in the payment purpose.
- The tax administration sends the tax decision, and the tax is paid within 15 days.
- The cadastre enters the buyer in the register, and a cadastral extract confirms ownership.

Can you send money to Montenegro from outside Europe?

After 183 days in Montenegro in a year a person becomes a tax resident and pays income tax of 0% to 15% on worldwide income, filing the return for the previous year by 30 April.
