How much a flat in Montenegro costs in 2026

According to Montenegro's statistical office, in the second quarter of 2026 a square metre in a new build averaged 2,557 euros, about $2,900, 16.2% more than a year earlier and twice as much as five years ago.

Residence from $170,000, and tax on the valuation, not the contract

In Montenegro buyers slip up where they count on residence: the tax value comes in below the threshold, an off-plan contract with a developer gives no ownership, and tax is based on the tax administration's valuation rather than the contract price.   • Threshold - a home with a tax value from €150,000, about $170,000.
  • Document - a cadastre extract naming you as owner; a contract with a developer at the foundation stage does not qualify, and nor does a plot without a house.
  • Term - residence for a year with renewal, permanent residence after 5 years of continuous living.
  • Risk - if you spend more than 30 consecutive days outside the country, residence based on property may end.
