Paraguay at a glance
Paraguay is a landlocked country in the heart of South America between Brazil, Argentina and Bolivia, with a population of about 6.5 million. The capital is Asunción on the Paraguay River, the second city Ciudad del Este lies on the Brazilian border, and Encarnación is in the south. Two of the world's largest hydroelectric plants on the Paraná give the country cheap electricity, and the economy rests on soy, beef, trade and construction.
Paraguay attracts with one of the region's most accessible residence paths, low taxes - no more than 10% on income and profit - and taxation of local income only. The official languages are Spanish and Guaraní, and the currency is the guaraní.
History and government
Paraguay became independent from Spain in 1811. The 1864-1870 war against Brazil, Argentina and Uruguay cost the country most of its population, and in 1932-1935 Paraguay fought Bolivia over the Chaco region. General Stroessner ruled from 1954 to 1989, and after his overthrow Paraguay moved to democracy. Today it is a presidential republic and a member of the South American trade bloc Mercosur.

Taxes

Property
Foreigners buy apartments, houses and land on the same terms as citizens, with restrictions on rural land near the borders. A notary executes the deal and registers it in the public registry. Before buying, check the title, tax and utility debts, and for new builds the developer's permits and completion dates. Investing from $200,000 in income property can serve as a basis for permanent residence.
