What you can get in Kyrgyzstan

Moving to Kyrgyzstan: entry, first 30 days, 3-month budget

Anyone staying in Kyrgyzstan longer than 60 days for private purposes gets a temporary residence permit: issued for a year and renewable for up to five years, processed within 15 working days, with a fee of about $55 for CIS and EAEU citizens. EAEU citizens work as employees without a work permit, and Russian is an official language.

  1. Before the trip. Passport, marriage and children's birth certificates; for former USSR citizens, documents on citizenship as of 1991.
  2. Days 1-30. Renting a home under a written lease, a bank account on your passport, a job or registering your own business.
  3. Days 30-90. Applying for the temporary residence permit before the 60 days run out, then registering your address.
Item for 3 monthsPer person
One-bedroom flat in central Bishkek, 3 months plus deposit~$2,040-2,440
Living costs without rent~$1,080-1,500
Residence permit fee~$55
Totalfrom $3,200

Outside the centre a one-bedroom flat costs about $370-420 a month, and rent is often paid in dollars. In winter Bishkek has smog from coal heating, so choose a flat with good windows in advance. We calculate a family budget in the chat.

Kyrgyzstan at a glance

Kyrgyzstan, officially the Kyrgyz Republic, is a mountainous country in Central Asia with a population of about 7.3 million. More than 90% of its territory is covered by the Tian Shan and Pamir-Alay ranges, and in the north-east lies Issyk-Kul, one of the largest alpine lakes in the world. The capital is Bishkek and the second-largest city is Osh in the south. The currency is the som, about 87 som to the dollar at the National Bank rate.

The state language is Kyrgyz and Russian is an official language; in Bishkek almost anything, from renting a flat to going to court, can be done in Russian. The country is a member of the Eurasian Economic Union, so citizens of the other member states work here without a work permit.

History and government

Under the USSR the republic was called the Kirghiz SSR; it declared independence on 31 August 1991. Since independence, power has changed hands three times after mass protests: in 2005, 2010 and 2020. After the 2021 constitutional reform Kyrgyzstan became a presidential republic: the president heads the executive, and laws are passed by parliament, the Jogorku Kenesh.

The country has been part of the Eurasian Economic Union since 2015. The economy depends on gold mining, remittances from migrant workers, trade and transit. Information technology and creative industries have grown quickly in recent years thanks to special low-tax regimes.

How to move in 2026

Anyone staying more than 60 days for private purposes must obtain a temporary residence permit: it is issued for one year with annual renewals, up to five years in total, and processing takes up to 15 working days. The state fee for citizens of CIS and EAEU countries is about $55, and about $110 for other nationalities. After receiving the permit you must register at your place of residence.

EAEU citizens can take jobs without a work permit; for other foreigners the employer applies for one. Ethnic Kyrgyz receive a ten-year Meken-Card, which lets them live and work in the country without a residence permit.

Citizenship requires five years of residence, but only one year for former citizens of the USSR. You need a residence permit, registration and a year of living in Kyrgyzstan with absences of no more than three months a year, then the application and up to six months for a decision. Details are on the Kyrgyz citizenship page.

Rules for specific nationalities

Citizens of Russia enter Kyrgyzstan without a visa. As citizens of a fellow Eurasian Economic Union member they work as employees without a work permit and pay the reduced residence permit fee of about $55. Besides Kyrgyzstan the union includes Russia, Kazakhstan, Belarus and Armenia, and citizens of all its members have the same rights at work.

Taxes

Kyrgyzstan's taxes are among the lowest in the region. Personal income tax is 10%, corporate income tax is 10% and VAT is 12%. You become a tax resident after spending 183 days or more in the country in any 12 consecutive months.

Most sole proprietors pay a single tax of 0.5 to 6% of revenue, and a software developer paid by bank transfer pays 2%. Companies in the High Technology Park pay 1% of revenue instead of the main taxes, and their employees' income tax is 5%. Foreigners pay property tax on the full floor area of a home, without the deduction available to citizens. Details are on the Kyrgyzstan taxes page.

Property

A foreigner can buy an apartment or commercial premises, but land cannot be transferred into foreign ownership. So buying a private house with a plot needs separate planning: a foreigner can hold the land under the house only for temporary use or on lease, and the deal structure should be checked with a lawyer before purchase.

Property prices in Bishkek are quoted in dollars. The new-build market is large, but some developers are unreliable. Before buying, check the building permit, the rights to the land under the building and the absence of liens. Our investment property team handles search, due diligence and the transaction.

Cost of living

Bishkek is one of the most affordable capitals of the former USSR. A one-bedroom apartment in the centre costs about $510-610 a month and outside the centre about $370-420. Utilities for an 85-square-metre flat run to $51, home internet about $12 and a public transport pass about $12. A single person needs $360-500 a month excluding rent.

Rent is paid monthly and often in dollars, and the lease should be in writing. Local food, taxis and services are cheap, while imported electronics and cars cost the same as in neighbouring countries.

Where to live

Most newcomers live in Bishkek. The Golden Square in the centre, between Chui and Manas avenues, has cafés, parks and offices and the highest rents. The southern districts are closer to the mountains with cleaner air, while neighbourhoods such as Kok-Jar and Tunguch offer cheaper rents. On Issyk-Kul people spend summers in Cholpon-Ata, and Karakol at the eastern end of the lake is a base for skiing. Osh in the south is cheaper than Bishkek and close to the Fergana Valley.

Practicalities

A foreigner can open a local bank account with a passport, and national payment cards and QR payments in banking apps work almost everywhere. In winter Bishkek suffers from smog caused by coal heating, so a flat with good windows and an air purifier is not a luxury. The country is seismically active, so ask about the design earthquake resistance when choosing a new build.

Manas airport has direct flights to Moscow, Istanbul, Dubai and other cities, and Almaty is a four-to-five-hour drive. In winter ski resorts are an hour from the capital; in summer there are mountain lakes and gorges.

Who Kyrgyzstan suits

Kyrgyzstan suits citizens of EAEU countries and Russian speakers who want a familiar Russian-speaking environment, low taxes and a quick residence permit, entrepreneurs and developers, and people born in the USSR who want a second citizenship within a year. It suits less well those who need visa-free access to Europe: a Kyrgyz passport gives visa-free entry to 59 countries. We prepare the documents for residence, a company and a bank account and handle the process; our consultant calculates the cost of support in the chat.

FAQ about Kyrgyzstan

Can you move to Kyrgyzstan in 2026?
Yes: for stays over 60 days a temporary residence permit is issued within 15 working days.
How much does moving to Kyrgyzstan cost?
For one person for the first 3 months in Bishkek, from $3,200 including rent, deposit, living costs and the residence fee.
Do you need a work permit in Kyrgyzstan?
It depends on your passport: citizens of Eurasian Economic Union countries work as employees without a work permit, and for other foreigners the employer applies for one.

After 5 years in the country, and for former USSR citizens after a year with a residence permit and registration.
Do you need a visa for Kyrgyzstan?
It depends on your passport: citizens of Russia, for example, enter visa-free. Anyone staying more than 60 days for private purposes must obtain a temporary residence permit.
How much does it cost to live in Bishkek?
A one-bedroom apartment in the centre costs about $510-610 a month and outside the centre about $370-420. A single person needs $360-500 a month excluding rent.
Can a foreigner buy an apartment in Kyrgyzstan?
Yes, apartments and commercial premises can be bought. Land cannot be owned by foreigners, so a purchase of a house with land under it needs a separate structure.
What taxes apply in Kyrgyzstan?
Personal income tax is 10%, corporate income tax is 10% and VAT is 12%. Most sole proprietors pay a single tax of 0.5 to 6% of revenue.
How do I know if I qualify for Kyrgyz citizenship?
One ground is enough: birth in Soviet Kyrgyzstan or Kyrgyzstan, a Soviet citizen's passport in the past, or a father or mother with Kyrgyz citizenship who lives in the country. Then you need one year in Kyrgyzstan instead of five. Ethnic Kyrgyz are admitted with no residence period, spouses of citizens and stateless people or refugees recognised in Kyrgyzstan need three years, and most others five. The five-question check at the top of this page shows your ground, the route to the decree and the fees in your situation.
How to get Kyrgyz citizenship?
Most foreigners naturalise after five years of continuous residence on a permit, with a Kyrgyz or Russian language certificate, a police clearance and proof of income. The period drops to three years for spouses of citizens, investors in priority sectors, in-demand professionals and refugees, and to one year for former Soviet Union citizens, people born in Soviet Kyrgyzstan and children of citizens. You apply in person at a TsON public service centre, and the president decides by decree.
What are the Kyrgyzstan citizenship requirements?
Under Article 13 of Law No. 70: age 18 or over, five years of continuous residence with no more than three months a year abroad, knowledge of the state or official language, a pledge to respect the constitution, a source of income and no criminal record. On the simplified route under Article 14 the period is one year, and only the constitution pledge and the income requirement apply, so there is no language test.
Does Kyrgyzstan allow dual citizenship?
Yes. Law No. 70 allows Kyrgyz citizens to hold another citizenship, and new citizens are admitted without renouncing their old one. The exception is citizens of the neighbouring states, Kazakhstan, China, Tajikistan and Uzbekistan, who must renounce. Inside Kyrgyzstan a dual national is treated only as a Kyrgyz citizen and cannot hold senior public office. Check whether your own country allows dual citizenship too.
Can I get Kyrgyz citizenship if I was born in the USSR?
Yes, on the simplified route: Article 14 cuts the residence requirement to one year for anyone born in Soviet Kyrgyzstan or who held Soviet citizenship, and either condition is enough. You still need a residence permit, a real year in Kyrgyzstan, an in-person application and a presidential decree within six months. Citizens of the states party to the 1999 agreement who had a link to Soviet Kyrgyzstan before 21 December 1991 can also use it, with registration within three months, and Murblz checks whether it covers your passport.
Does Kyrgyzstan offer citizenship by investment?
Investment shortens the route: an investor in priority sectors applies for citizenship after three years of residence instead of five, and Kyrgyzstan has no programme that sells citizenship. The president grants citizenship without residence for a special contribution to sport, the economy or culture on a state body's nomination, and that place is not for sale.
