Kyrgyzstan residence permit in 2026 for foreigners
Anyone staying more than 60 days must obtain a residence permit: up to 15 working days and about $55 in fees for CIS citizens. Grounds, costs, steps and the path to citizenship.
The short answer: every foreigner who lives in Kyrgyzstan for more than 60 days for private purposes must obtain a residence permit. A temporary permit is issued for a year with annual renewal, up to five years in total; processing takes up to 15 working days, and the state fee is about $55 for citizens of CIS and Eurasian Economic Union countries and about $145 for others. Who needs a residence permit in Kyrgyzstan and when
Citizens of Russia, Kazakhstan, Belarus, Armenia and most CIS countries enter Kyrgyzstan visa-free. But since September 2024 a rule applies: anyone living in the country for more than 60 days for private purposes unrelated to work, study or business can extend their stay only on the basis of a residence permit. Simply registering at an address, as before, no longer works.
Registration applies separately: a foreigner staying more than 30 days registers at their address within 5 days. After the permit is issued, registration is made on the new document.

Ethnic Kyrgyz receive a compatriot card instead of a residence permit: it is valid for 10 years and gives the right to live and work in the country on the same terms as citizens. Buying a flat does not give residence.

Total state fees for the first year are about $55 for a CIS or EAEU citizen and about $145 for a citizen of another country. This excludes a notarised passport translation, certificates, housing and travel. In 2025 the government discussed raising fees for foreigners, so the rate is checked at the public service centre before payment. A fee from $50, but you must apply before day 60 in the country
The law does not stop you applying for Kyrgyz residence on your own. But mistakes cost more than the fees: an application filed after day 60 of the stay, a passport translation without notarisation, a ground on which a lawful income cannot be proved, and a late renewal after which visa-free entry is refused since 2026. How to apply: step by step
- Entry. Citizens of most CIS and EAEU countries need no visa; others check the visa regime in advance.
- Documents. A passport with a notarised translation, photos, proof of the ground and housing, and for private purposes a lawful source of income.
- Apply before day 60. The application is filed at a public service centre while the lawful stay is still valid.
- Decision. Up to 15 working days, then registration at your address.
- Renewal. Annually, before the current permit expires.
The bureaucracy is friendly but strict about deadlines: since 2026 an overstayed residence permit leads to refusal of visa-free entry, so the renewal date is watched as closely as a flight date.
What residence gives and the path to citizenship
- Work. EAEU citizens work under an employment contract without a work permit, with or without a residence permit.
