Which second passport fits: five questions

The right passport is usually found in five questions, and money is not the first of them. An honest answer to each one cuts the list above in half.

  1. Where were you, your parents and grandparents born? Birth in the Kyrgyz SSR opens Kyrgyz citizenship after a year in the country. Romanian, Greek, Italian or Armenian ancestors or Jewish roots open a route by descent: Romania, Greece, Italy, Armenia, Israel.
  2. Are you ready to move for 2-5 years? Then look at Argentina, Uruguay and Paraguay; in Europe Germany is faster than most with its five years.
  3. Do you need to keep your current passport? Kazakhstan does not allow dual citizenship, the Netherlands usually require renunciation, Serbia does so for naturalization. The full picture is in our overview of dual citizenship in 2026.
  4. How much will you invest, and do you need the money back? An apartment in Turkey can be sold after 3 years, a contribution in Vanuatu is not refundable. All active programs with family totals are compared in where to buy citizenship legally.
  5. Are you planning a child? Giving birth in Argentina, Brazil or Uruguay gives the child a passport straight away and shortens the route for the parents.

Where is it easiest to get a second citizenship?
It is easiest for people with ancestry or a Soviet past. Those born in the Kyrgyz SSR need a residence permit, one year in Kyrgyzstan and about $120 in government charges, while descendants of Romanians, Greeks and Italians get an EU passport without relocating. Without ancestry the fastest route is naturalization in Argentina: 2 years in the country and a federal court decision. For money, Vanuatu is the fastest: 1 to 3 months and a contribution from $130,000.
Second citizenship for Russians in 2026: what actually works?
Naturalization works in Argentina, Uruguay, Paraguay, Germany and Kyrgyzstan, ancestry routes work for Romania, Greece, Israel and Armenia, and so do the investment programs of Turkey, Vanuatu and São Tomé and Príncipe. Nauru accepts Russian citizens only on special conditions, Sierra Leone decides case by case. The five Caribbean programs are closed to Russian citizens, and Malta's has been abolished for everyone. With a second citizenship we check before filing whether a program counts all your passports: Saint Kitts and Nevis and Grenada refuse even then. Argentina announced an investment program but has not opened applications.
How much does a second citizenship cost?
Naturalization costs hundreds of dollars in government fees: about $120 in Kyrgyzstan, $200 in Argentina, $300 in Uruguay, $800 in Serbia. The real price there is years of living in the country. Investment programs start at a $90,000 contribution in São Tomé and Príncipe, $135,000 in Vanuatu and $408,000 in Turkey, and EB-5 in the US at $800,000 of investment. Can a Russian citizen hold dual citizenship?
Yes. Under article 10 of Federal Law No. 138-FZ, a foreign passport does not end Russian citizenship, but Russia treats its holder only as a Russian citizen, wherever they live. A new citizenship or residence permit must be reported to the Ministry of Internal Affairs within 60 days. Failing to report at all is a criminal offence under article 330.2 of the Russian Criminal Code: a fine of up to $2,400 or compulsory work.
How to get a second citizenship without moving?
Two routes work without relocation: ancestry and investment. Romania, Greece, Italy and Ireland through a grandparent grant a passport to descendants of their citizens without residence. By investment, Turkey, Vanuatu, Nauru, São Tomé and Príncipe and Sierra Leone grant a passport without relocation. There is no naturalization without living in the country: a passport in a month without moving is a sign of fraud, not a shortcut.
Do you have to give up Russian citizenship?
It depends on the second country. Kazakhstan does not allow dual citizenship, the Netherlands and Bosnia and Herzegovina usually require renunciation, Serbia does so for naturalization, Monaco always does. Argentina, Uruguay, Turkey, Germany, Armenia and Kyrgyzstan let you keep the Russian passport.
How long does it take to get a second citizenship?
From 1-3 months under the Vanuatu program to 10 years of residence in Switzerland and Monaco. Naturalization takes from 2 years in Argentina, 5 in Germany and 6 in Serbia. By ancestry, Greece officially estimates about 18 months, while the Romanian queue stretches for years.
Is it legal to buy citizenship?
Investment programs are lawful government programs with checks on the applicant and the source of funds. Schemes with forged documents, invented ancestors and a passport in a month without relocation are illegal: such passports get revoked, and the buyers end up in criminal cases.
