Morocco citizenship: requirements and how to get it
Five years in the country, Arabic and a government decree - money cannot shorten this road. Morocco does not sell passports or grant residence for investment. Here is how naturalisation, marriage and descent work, what taxes apply and what a passport with 71 visa-free destinations really gives you.

The short answer: Moroccan citizenship cannot be bought, and naturalisation takes at least five years of living in the country plus a review of 18 months to 4 years. Below are all the lawful routes, timelines, documents, taxes and an honest view of who it makes sense for.
How to get Moroccan citizenship in 2026
Morocco does not sell passports and does not grant residence for buying property. Every route to citizenship sits in a single document: the Nationality Code enacted by royal decree (dahir) No. 1-58-250 of 6 September 1958. Its last major revision is Law 62-06 of 23 March 2007, published in the Official Bulletin (Bulletin officiel) No. 5514.
For a foreigner with no Moroccan roots there is really one route: five years of lawful life in the country, the language, income and a clean record. Everything else - descent, marriage, exceptional merit - is open to a narrow circle.

Is there Morocco citizenship by investment
No, and there is no residence by investment either. The Nationality Code says nothing about investment, and investors' stay is governed by the general immigration Law 02-03 on the same terms as any other foreigner. So investing does not in itself confer the right to live or work in Morocco.
Morocco courts capital in a different way. The Investment Charter, framework Law 03-22 enacted by royal decree of 9 December 2022, offers projects grants of up to 30% of the investment, but no status. An investor still applies for an ordinary foreigner's registration card and then, like everyone else, waits five years before becoming eligible to naturalise.
The only provision that bypasses residence, language and income is article 12: citizenship may go to a foreigner who rendered exceptional services to Morocco or whose naturalisation is of exceptional interest to the country. The King decides by royal decree (dahir). You cannot apply for this as if it were a program: the law sets no criteria, amounts or document list.
Well-known foreigners have received citizenship this way. Algerian singer Cheb Khaled received citizenship in 2013, and in 2019 a group of public figures did, including French businessman Patrick Guerrand-Hermès, German boxer of Moroccan descent Mohamed Zine and Russian-Austrian mixed martial artist Mairbek Taisumov. The legal basis was not officially specified.
So any offer to buy a Moroccan passport for a fixed sum is either a mix-up with neighbouring countries or a scheme in which the money disappears. Morocco citizenship requirements: what article 11 demands
Five years - that is how long you must live in Morocco lawfully and habitually before applying for citizenship. France and Türkiye ask the same, Switzerland twice as much. The catch lies elsewhere: you must also keep living in the country for as long as the case is under review.

Applications go to a dedicated commission whose make-up is set by the administration. Citizenship is granted by a government decree adopted in the Cabinet Council (Conseil de cabinet), and in the exceptional article 12 cases by royal decree. Decisions are published in the Official Bulletin.
Under article 26 the justice minister may reject an application even when every condition is met: naturalisation is not a right earned by length of stay but a decision of the state.
Arabic or Amazigh: what changed in 2023
The 2007 text required Arabic only. In January 2023 both chambers of Parliament unanimously approved an amendment to article 11: the House of Representatives on 23 January and the House of Councillors on 31 January. Arabic or Amazigh is now enough. Justice Minister Abdellatif Ouahbi cited the 2011 Constitution, which made Amazigh the second official language.
The law names no language level and does not describe the test: it simply asks for sufficient knowledge, with none of the A2 or B1 grades familiar from Europe. French, the language of business and administration, does not count for citizenship. For Russian speakers this is probably the most time-consuming condition, so start learning in your first year in the country.
How long naturalisation takes and what it costs
The Code gives the ministry no deadline to answer a naturalisation application. In practice the review takes 18 months to 4 years. Add the mandatory five years of residence, and the road from moving to holding a passport takes 6.5 to 9 years.

There is no official flat fee for naturalisation. The main costs are sworn translations into Arabic, legalisation and support, whose cost Murblz specialists quote after reviewing the documents. Apostilles and certificates from your home country are paid separately.
Example calculation. A family moves to Casablanca in 2026 on an employment contract. It becomes eligible to apply no earlier than 2031, and with the review a passport realistically arrives in 2032-2035. Throughout, the family pays tax on its worldwide income in Morocco. There is no fee, but the road to a Moroccan passport takes 6.5-9 years with no room for error
The law does not stop you from applying for Moroccan citizenship on your own. But mistakes cost more than any fees: breaks in residence that stop the five years from adding up, documents without sworn Arabic translation and legalisation, leaving the country during a review that can last up to four years. Morocco citizenship by marriage: wives only
Marrying a Moroccan man opens a faster road to a passport; marrying a Moroccan woman does not. Article 10 of the Code is written only for the foreign wife of a Moroccan citizen, and in the 19 years since the 2007 reform this asymmetry has never been fixed.
On paper the terms are simple: the couple lives in Morocco habitually and lawfully for at least five years, after which the wife, while the marriage lasts, files a declaration with the Minister of Justice. A divorce after filing does not affect it.
The minister has one year to respond. The law treats silence during that year as an objection, in other words a refusal. If citizenship is approved, it takes effect from the filing date.
The foreign husband of a Moroccan woman
There is no special route for husbands: they naturalise on the general terms, with the same five years, language and income. A bill on equal rights for husbands was debated in Parliament in 2017 but never became law, so the article 10 mechanism does not extend to husbands.
There is a harder obstacle, too. Article 39 of Morocco's Family Code (Moudawana) lists the marriage of a Muslim woman to a non-Muslim man among the temporary impediments to marriage: the bar stands until the groom converts to Islam. For a man who wants to marry a Muslim Moroccan woman, this means converting to Islam before the wedding; without it, the marriage is impossible under Moroccan law.
Children of mixed marriages
Under article 6 the child of a Moroccan father or a Moroccan mother is a Moroccan citizen from birth, wherever born. A child of a Moroccan mother and a foreign father may declare between the ages of 18 and 20 that they keep only one parent's nationality, and before adulthood the mother may file that declaration.
A parent's naturalisation decree may extend citizenship to their unmarried minor children. Children who were 16 or older at that point may renounce Moroccan citizenship between 18 and 20 (article 18).
Moroccan citizenship by descent and by birth
Moroccan citizenship passes by blood, and the text of the law sets no limit on the number of generations. Article 6 makes any child of a Moroccan father or Moroccan mother a Moroccan. If the parent never lost citizenship by decree, the child is Moroccan even after growing up abroad without Moroccan papers.
Transmission through the mother arrived only in 2007, but the law applied it retroactively: the transitional clause of article 6 covers everyone born before the law was published. Children of Moroccan women and foreign fathers may already be citizens and only need to prove it.
There is one strict condition: parentage must be established before the child reaches adulthood and under the personal status rules of the parent through whom citizenship passes (article 8). In practice it all comes down to paperwork: birth and marriage certificates along the family line and the parent's certificate of nationality (certificat de nationalité).

Being born in Morocco to tourists or foreign workers does not confer citizenship, unlike in Brazil or Uruguay.
Descendants of Moroccan Jews
A petition seeking citizenship for the children and grandchildren of Moroccan Jews, filed in October 2024 on the eparticipation.ma portal, gathered 16 votes and led to no law. Morocco has no special program for descendants like those Spain and Portugal opened for Sephardic descendants in 2015: only the general rules of articles 6 and 15 apply.
How to get a residence permit in Morocco: the first step to a passport
The five-year clock toward citizenship starts with lawful residence, not with an entry stamp. Russian and Kazakh citizens enter visa-free for up to 90 days, but tourist months never turn into qualifying time: to live in the country you need a foreigner's card.
The rules come from Law 02-03 on the entry and stay of foreigners (royal decree No. 1-03-196 of 11 November 2003). Cards are issued by the General Directorate for National Security (DGSN, Direction générale de la sûreté nationale), which is the national police.

The clearest route for a professional is salaried work. The employer runs a labour market test with the National Agency for the Promotion of Employment and Skills (ANAPEC, Agence nationale de promotion de l'emploi et des compétences), then the Labour Ministry's Employment Directorate endorses the foreign employee's contract. The first authorisation covers the contract term but no more than one year. In practice the whole process up to the work visa takes 6-12 weeks.
An irregular stay, the French foreign ministry warns, brings a fine and expulsion with an entry ban, and for naturalisation such a gap hurts more than the fine: only lawful residence counts.
Morocco offers no separate residence permit for investors: investing does not automatically confer the right to live in the country. Dual citizenship in Morocco and your Russian passport
Morocco does not make you choose. The Code does not require a naturalised foreigner to give up a previous nationality. Moroccans themselves who take a second passport remain Moroccan until the government authorises them by decree to leave Moroccan nationality (article 19).
Russia also allows dual citizenship, with a duty attached: within 60 days of receiving a Moroccan passport you must notify the Russian Interior Ministry. Failing to do so is punishable under article 330.2 of the Russian Criminal Code by a fine of up to 200,000 roubles or up to 400 hours of community service. Families with teenagers should know about military duty. In 2019 Morocco reinstated compulsory service under Law 44-18: it lasts 12 months and covers citizens aged 19-25. If teenage children acquire citizenship with their parents, Murblz specialists will look into conscription in advance.
Morocco passport: visa-free countries in 2026
A Moroccan passport opens 71 destinations without a visa, with a visa on arrival or with an electronic travel authorisation. That is 43 destinations fewer than a Russian passport. For a Russian citizen, a Moroccan passport adds almost nothing to freedom of travel.

The trend is flat too: 71 destinations in 2024, 73 in 2025 and 71 again in 2026. Visa-free access with a Moroccan passport covers Brazil, Türkiye, Malaysia, Thailand, the Philippines, Kazakhstan, Azerbaijan, Colombia, Ecuador and Tunisia. Jordan, Lebanon, the Maldives, Indonesia, Nepal and Mauritius give a visa on arrival, and South Korea and Sri Lanka require an electronic authorisation.
Every major destination stays closed without a visa: the Schengen area, the United States, Canada, Japan, China and Russia. The United Kingdom, the UAE, Qatar, Singapore, Georgia and Armenia require a visa applied for online, so they are not counted among the 71.
Compare the lists directly and a Moroccan passport gives a Russian 11 new destinations: Côte d'Ivoire, Benin, Gabon, The Gambia, Guinea, Mali, Niger, Togo, the Republic of the Congo, Ghana and Syria. Taxes in Morocco for residents in 2026
A Moroccan tax resident pays tax on worldwide income, not just local earnings. You become resident if your permanent home or centre of economic interests is in Morocco, or if you spend more than 183 days there in any 365-day period. Meeting any one of the three criteria is enough.
The main tax is personal income tax (IR, impôt sur le revenu). From 1 January 2025 Aziz Akhannouch's government raised the tax-free threshold from 30,000 to 40,000 dirhams a year and cut the top rate from 38% to 37%. The scale in force in 2026 under the Moroccan General Tax Code (Code général des impôts):

The top rate applies from an income of about $19,000 a year, so a European salary falls almost entirely into the 37% band.

What changed in 2023-2026
Apart from the language amendment, Morocco's citizenship rules have not changed since 2007, and that is mostly good news: unlike Argentina, where decree 366/2025 reshaped naturalisation in 2025, the five-year requirement here has stood for almost two decades. Recent changes concern language, taxes and rumours.

Moroccan law still has no golden visa or citizenship by investment program in 2026. If a sales pitch refers to a new Moroccan investment program, ask for the number of the law or decree: a real program has one.
Documents for Moroccan citizenship
The naturalisation file is assembled in Arabic: every foreign document needs an apostille or legalisation and a sworn translation. There is no online filing for ordinary naturalisation in 2026.
- a handwritten application to the Minister of Justice;
- a full birth certificate, apostilled and translated;
- all foreigner's cards for the five years, proving uninterrupted lawful residence;
- a Moroccan criminal record extract (bulletin n° 3) and a criminal record certificate from your country of citizenship;
- a certificate of residence from the local administration (caïdat);
- proof of income: employment contract, payslips, statements from the National Social Security Fund (CNSS, Caisse nationale de sécurité sociale), tax documents or pension statements;
- a medical certificate if requested;
- marriage and children's birth certificates.

Pitfalls: what can go wrong
Morocco grants citizenship slowly and at its discretion. What to know before moving:
- Refusal without a breach. The justice minister may reject an application even when every condition is met (article 26). A refusal can be challenged in the administrative court within 60 days under Law 41-90.
- No response deadline. The law sets no deadline for naturalisation, while for a wife's marriage declaration a year of silence means refusal.
- Stay until the end. Article 11 requires you to remain in Morocco while the case is reviewed. Moving to another country during those years puts the case at risk.
- Language. French is not enough; you need Arabic or Amazigh.
- Marriage. Foreign men get no fast track, and a non-Muslim man must convert to marry a Muslim woman.
- Land. Foreigners buy agricultural land subject to restrictions under a 1975 decree, so citizenship can make practical sense for farming and development projects.
Who Moroccan citizenship suits, and when to pick another country
Moroccan citizenship makes sense as the outcome of a life in the country, not as the reason to move. It suits those already building a business or career there, foreign women married to Moroccan men, people with a Moroccan parent, and projects where citizen status removes restrictions, such as agricultural land.
It does not suit anyone who needs a second passport for travel: it is weaker than the Russian, Kazakh and Belarusian passports. It does not suit anyone hoping to finish in two or three years or unwilling to learn Arabic. And it does not suit men counting on a fast track through marriage.
