Giving birth in Panama and citizenship by birth
Panama is generous to newborns and strict with adults: the baby is a citizen from day one, while the parents' route to a passport through the child takes at least 12 years. Residency through the child opens only after the fifth birthday, and citizenship no sooner than 5 years after permanent residence, with a renunciation of your old passport.

Panama makes a citizen of everyone born on its soil: the constitution does not ask about the parents' passports or visas, and the baby gets a lifelong ID number as soon as the birth is registered. The parents get almost nothing up front. Residency through the child is available only after the fifth birthday, and citizenship no sooner than five years after permanent residence, with an exam and a written renunciation of the previous nationality.
Does Panama grant citizenship to a child born there?
Yes, with no conditions at all. Article 9(1) of Panama's constitution declares Panamanian by birth everyone born on national territory. This is jus soli, the right of the soil: citizenship follows the place of birth, not the parents' passports. A tourist on a 90-day stamp and a local resident get the same result for their child.
This citizenship cannot be lost. Article 13 of the constitution states that Panamanian nationality by birth is never forfeited. Even a written renunciation only suspends ciudadanía, the political rights such as the right to vote.
The paperwork is short as well. The law obliges parents to declare the birth, and a private hospital can do it for them. At Hospiten Paitilla, for example, the medical records department files the birth online in the system of the Tribunal Electoral, the Electoral Tribunal - the body that in Panama runs not only elections but also the civil registry and national ID cards. The parents receive a birth certification showing the child's cédula number, the national ID number the child keeps for life.
| Who | What they get | When | Legal basis |
|---|---|---|---|
| The child | nacionalidad panameña por nacimiento - Panamanian nationality by birth | at the moment of birth | Article 9(1) of the constitution |
| The child | cédula number, birth certificate, then a passport | after the birth is registered | Law 31 of 2006 on the civil registry |
| The parents | a 2-year provisional permit as foreigners with a Panamanian child, then permanent residence | once the child turns 5 | Decree-Law 3 of 2008, immigration service requirements |
| The parents | citizenship by naturalization | no sooner than 5 years after the permanent residence decision | Article 10 of the constitution, Article 126 of Decree-Law 3 |
We will estimate online the budget for your family: the birth and the child's documents.
Do parents get residency in Panama after the baby is born?
Five years: that is how long parents wait before a Panamanian child becomes grounds for their residency. It is the single most important thing to know before booking flights. Panama's National Immigration Service (Servicio Nacional de Migración, SNM) states it plainly in its requirements for the permit for extranjeros con hijos panameños, foreigners with Panamanian children: you can apply only if your Panamanian child is at least five years old. Until then, the birth gives the parents no status.
Once the child turns five, the route runs like this. The parent first receives a provisional permit for 2 years. Then they apply for permanent residence with the same file, minus the criminal record certificate and the fees. The legal basis is Decree-Law 3 of 22 February 2008, Panama's main immigration law, together with Executive Decrees 320 of 2008 and 583 of 2012.
First-stage fees are two certified checks: 250 balboas to the National Treasury and 800 balboas to the immigration service, 1,050 dollars per applicant in total. The balboa (B/.) is Panama's national currency, pegged one to one to the US dollar; the dollars themselves are what circulates. The file includes criminal record and health certificates, the child's birth certificate from the Registro Civil (civil registry), a notarized statement from the other parent confirming that the applicant meets their parental duties, and proof of your address in Panama: a lease, a title deed or a utility bill.
What parents can do during the first five years
There are three options. The first is to live at home and visit as tourists. The second is to obtain permanent residence on another basis. The best known is Inversionista Calificado, the Qualified Investor route. Under Executive Decree 17 of 8 September 2026, permanent residence is granted for new real estate bought from the developer from 300,000 dollars or resale property from 500,000, securities bought through a licensed broker from 500,000 dollars, or a fixed-term deposit: from 750,000 dollars at a private bank or from 500,000 at the state-owned Banco Nacional de Panamá (National Bank of Panama) and Caja de Ahorros (the state savings bank). The investment must be held for at least 5 years. Details are on our page Panama residency by investment. The third is residency through employment or the Países Amigos (Friendly Nations) program. It is open only to citizens of a closed list of about 50 countries; Ecuador was added by Executive Decree 16 of 31 August 2026. Check whether your country is on the list before you apply.
Working remotely from Panama on a digital nomad visa lets you live in the country, but the time does not count towards citizenship: the law starts that clock only at the permanent residence decision.
Sample calculation using the legal minimums, for a family of two foreign parents relying only on the child: 5 years until you can apply, 2 years on the provisional permit, then 5 years from the permanent residence decision. That is about 12 years from the birth to the right to apply for citizenship, with processing time on top. With investor permanent residence the clock also starts at the residence decision - no sooner than 5 years - and the child's birth does not shorten it.
How can parents get Panamanian citizenship?
Five years of continuous residence, an exam and a written renunciation of your previous nationality: that is the price of a Panamanian passport for an adult foreigner. Article 10(1) of the constitution requires five consecutive years in the country, a declared wish to naturalize, an express renunciation of your nationality of origin, and proof of Spanish plus basic knowledge of Panama's geography, history and political organization.
The key detail sits in Article 126 of Decree-Law 3: the five years are counted from the date of the permanent residence decision. Time as a tourist, on a provisional permit or on a nomad visa does not count. The immigration service also prepares a report on every entry and exit of the applicant to check that the residence was continuous (Article 122).
The reduced 3-year term under Article 10(2) applies to people with a Panamanian spouse, or with children born in Panama to a Panamanian father or mother. For this route the immigration service asks for the birth certificate of the Panamanian parent. If both parents are foreigners, plan on 5 years. Another concession, under Article 10(3), covers nationals by birth of Spain and Latin American countries on a reciprocity basis; it does not help Russians or Ukrainians.
How naturalization works
The application is addressed to the President and filed through a Panamanian lawyer (Murblz specialists provide this support together with partners licensed in Panama); the naturalization department of the immigration service takes the documents. The file contains criminal record certificates from your country of residence for the last five years or your country of origin plus a Panamanian one, your permanent residence card, proof of income, a medical certificate and an interview. Income is proven with two documents from a list: tax returns for two years, a bank letter, an employment letter, a pension or investments. You also need a paz y salvo, a certificate from the Panamanian tax office showing you owe no taxes.
Next, the Electoral Tribunal examines you in Spanish, history, geography and the organization of the state (Article 123). Failing to show up for the exam means rejection. If the decision is positive, the President signs the carta de naturaleza, the naturalization certificate. Before it is handed over you pay 600 balboas, that is 600 dollars, to the Treasury (Article 127).
Then comes an oath before the provincial governor, in which the new citizen renounces civil and political ties to their country of birth (Article 128), and registration with the civil registry, without which the certificate has no legal effect (Article 129). A refusal cannot be appealed (Article 125), but in that case the renunciation of your previous nationality is treated as never made (Article 130).

Panama, Costa Rica, Colombia or Mexico: where do parents get a passport faster?
Panama's neighbors are noticeably kinder to parents. In Costa Rica, Mexico, Uruguay and Brazil the child is also a citizen from birth, but the parents get status through the family tie at once, with no five-year wait. Colombia is stricter: a child of tourists does not become Colombian at all.
| Country | Child's citizenship | Status for parents | Parents: minimum time to citizenship | Passport: visa-free destinations |
|---|---|---|---|---|
| Panama | from birth | residency through the child only after age 5, first 2 years provisional | 5 years from the permanent residence decision, renunciation of previous nationality | 147 |
| Costa Rica | from birth | permanent residence through the family tie at once | 7 years, 5 for Spaniards and Latin Americans | 148 |
| Colombia | only if one parent was domiciled in the country at the time of birth (Article 96 of the constitution) | a birth to tourists gives no status | general rules | 130 |
| Mexico | from birth | permanent residence on family unity grounds | 2 years (Article 20 of the Nationality Law) | 156 |
| Uruguay | from birth | permanent residence by family tie, Law 19.254 | 3 years of living in the country | 156 |
| Brazil | from birth | residence by family reunification | from 1 year of residence | 170 |
If you count on the child alone, Panama is the slowest route for parents in this table. Its strengths lie elsewhere: the dollar as currency, territorial taxation and a level of medical care the Russian Foreign Ministry describes as fairly high. For a detailed comparison of six countries, see our review giving birth abroad for a child's citizenship.
How much does it cost to give birth in Panama?
700 dollars: that is the hospital part of a natural birth in a private room at Hospital Nacional in Panama City, according to its 2026 price list. It is a floor, not the final bill: packages do not apply if there are complications, and doctors' fees are charged separately.
At a private hospital you can choose your own doctor. Hospiten Paitilla states plainly that the fees of the obstetrician, anesthesiologist, pediatrician and neonatologist are paid by the patient on top of the package. If a planned natural birth ends in a C-section, you pay the C-section rate. This hospital's package also does not apply to patients with private insurance. Ask for the doctors' quote early, together with the hospital's.
Panama also has public hospitals run by the Ministry of Health (MINSA) and the Social Security Fund (CSS, Caja de Seguro Social). Check the terms for non-resident foreigners with the specific hospital in advance, and base your trip budget on a private hospital.
| Cost item | How much | What to know |
|---|---|---|
| Natural birth, hospital package | 700 dollars at Hospital Nacional, 1,100 dollars at Hospiten Paitilla (private room, 2026 price lists) | doctors' fees excluded at Hospiten Paitilla; check what the Hospital Nacional package covers |
| C-section, hospital package | 1,225 dollars at Hospital Nacional, 2,000 dollars at Hospiten Paitilla | if a natural birth turns into a C-section, the C-section rate applies |
| Extra day in a private room | 180 dollars at Hospiten Paitilla | budget for it in case the doctor asks you to stay |
| Obstetrician, anesthesiologist, pediatrician fees | per the doctors' quote | request before you travel |
| Complications, multiple births | outside the package | keep a reserve |
| Birth certificate | 3 balboas in fiscal stamps, that is 3 dollars | issued by the civil registry |
| Cédula juvenil, the child's ID card | free the first time | Law 68 of 2015 |
| Child's passport | 100 balboas, that is 100 dollars | both parents present |
| Parent residency through the child, once the child is 5 | 1,050 dollars in fees per applicant | plus support, translations and apostilles |
| Naturalization certificate | 600 dollars to the Treasury | plus support and certificates |
Sample calculation for the medical side only: a natural birth package of 700-1,100 dollars, doctors' fees per their quote, and a C-section reserve - the gap between packages is 525-900 dollars. Budget separately for several months of housing, flights and insurance.
Birth from $700, family fees from $1,050 per parent
Mistakes cost more than the fees: a birth certificate with wrong parent details, a child's passport without the other parent's consent, missed deadlines for the parents' residence, home-country documents without an apostille and Spanish translation. We plan the trip and the birth budget, prepare documents for the birth registration and the child's passport, and then handle the parents' residence and naturalization. We guarantee professional work and a transparent process, and we prepare the file for a result on the first application.
Support depends on family size and the parents' route - a manager calculates it in the chat.
How to get Panamanian citizenship for a baby: step by step
The child's whole path from the maternity ward to a passport runs through two agencies: the Electoral Tribunal and the Passport Authority. The parents need only their passports and, if married, an apostilled marriage certificate translated into Spanish.
| Stage | What happens | Where and how much |
|---|---|---|
| Preparation | choose the hospital and doctor, get both quotes; apostille and Spanish translation of the marriage certificate | before you fly |
| Entry | citizens of Russia and Ukraine enter visa-free for up to 90 days in any 180; according to the Russian Foreign Ministry a return ticket is mandatory | border control |
| Birth registration | the birth is filed in the Electoral Tribunal's system, often by the hospital itself; parents receive a certification with the cédula number | included in the Hospiten Paitilla package |
| Birth certificate | certificado de nacimiento from the civil registry | 3 dollars |
| ID card | cédula juvenil at an Electoral Tribunal office; a parent brings the child | free the first time |
| Passport | Autoridad de Pasaportes de Panamá (APAP), the Passport Authority; both parents attend, or the absent one gives notarized consent | 100 dollars |
| Documents of the parents' country | apostille on the Panamanian birth certificate, translation, visit to your consulate | per your country's rules |
| Leaving Panama | if the Panamanian child travels with only one parent, the other parent's notarized permission is needed; the process starts online | immigration service |
Airlines restrict flying in late pregnancy and each has its own rules. Check them before buying tickets and carry a doctor's letter.
What documents you need: the full list
For the parents before the trip: passports and, if married, an apostilled marriage certificate translated into Spanish.
For the child after the birth:
- registration of the birth in the Electoral Tribunal system, often at the clinic, with a slip showing the identity number;
- a birth certificate from the civil registry, 3 dollars;
- a child identity card, free the first time;
- a passport from the Passport Authority, 100 dollars, with both parents present or the absent parent's notarised consent;
- an apostille on the Panamanian birth certificate and a translation for your home country's documents;
- notarised permission from the other parent if the child travels with only one of you.
For the parents' residence through the child (once the child turns five): police and health certificates, the child's birth certificate, a notarised declaration from the other parent and proof of an address in Panama. Fees are 250 and 800 balboas, 1,050 dollars per applicant.
What does a Panamanian passport give you?
147 destinations without a visa or with a visa on arrival. That is more than Ukraine's passport (142) and far more than Russia's (114).
Visa-free access covers the Schengen area for 90 days in any 180, almost all of Latin America, Japan, Singapore, Malaysia, Thailand, the Philippines, Vietnam and Turkey. The UK requires an electronic travel authorisation (ETA), South Korea a K-ETA (Korean electronic travel authorization). Visas are still needed for the United States, Canada, Australia and China. How Panama compares with other countries is covered in our passport ranking 2026.
The passport does not change your taxes. Panama taxes income on a territorial basis: tax is due on Panamanian-source income, while foreign income, under the Panamanian Tax Code, is not taxed, and the rule is the same for citizens and residents. Individual rates: 0% up to 11,000 dollars a year, 15% on income from 11,000 to 50,000 and 25% above 50,000. More on our page taxes in Panama.
Panama has no army: Article 310 of the constitution says the republic shall not have one, and there is no compulsory military service. The constitution only obliges citizens to take up arms to defend national independence if that ever becomes necessary.
Does Panama allow dual citizenship?
For the child, in practice yes; for the parents, no. The child acquires Panamanian nationality by place of birth and the parents' nationality under their own laws, and both apply from day one. The child cannot lose Panamanian nationality by birth: Article 13 of the constitution rules that out explicitly.
Parents who naturalize renounce their previous nationality in writing, in the application and again at the oath. The immigration service's document list does not require a certificate of loss of the old citizenship, but the renunciation has legal force in Panama. Under the same Article 13, a naturalized Panamanian who later voluntarily acquires another nationality loses the Panamanian one.
Russia does not ban a second citizenship, but Federal Law 138-FZ on citizenship requires you to report it within 60 days; parents file for a minor, and a consulate accepts the notice. Check the rules of other countries separately. A detailed analysis is in our article dual citizenship in 2026.
Pitfalls: who should not plan a birth in Panama?
Panama is a good choice for the child's document and a poor one for a fast passport for the parents. Here is what the ads rarely mention.
- Five years without status. Until the child turns five, the parents need another legal status, or they cannot live in the country.
- Tourist rules: 90 days in any 180. Enough for the birth, not enough to live there between visits.
- Continuous residence. The immigration service checks every entry and exit to confirm you really lived in Panama for the five years after permanent residence.
- No second chance. A refusal of naturalization cannot be appealed.
- Travel with one parent. A Panamanian child needs the other parent's notarized permission to leave, even if the family is foreign.
- The hospital package is not insurance. Complications, multiple births and a switch to a C-section are paid separately.
- An investor passport is not citizenship. Law 493 of 28 October 2025 allows a pasaporte especial, a special passport, for investors with permanent residence. It is valid only while the residence is, and it does not replace the passport of your country of origin.
- A new constitution. Birthright citizenship is written into the constitution. President José Raúl Mulino is pushing for a constituent assembly in 2027, and the government's roadmap sets 2029 for a new constitution to take effect. No public proposal to scrap birthright citizenship exists.
Not a fit for those who want to fly in, give birth and leave with passports for the whole family, or who are not ready to live in Panama for years. A good fit for families already planning permanent residence in Panama through an investment or employment route: the child gets a second passport with Schengen access, and the parents follow their own path to citizenship. And for those who mainly need a document for the child, not for themselves.
Let us check whether you qualify
Describe your situation in the chat and we will tell you right away whether you meet the requirements.
Where is the legal line?
Panama checks not only documents but also whether statements are true. At the border, state the purpose of your trip honestly, give your real address and submit only genuine documents. A fake address, an invented job or sham residence to build up time lead to refused entry, cancelled status and criminal cases.
This is not abstract. The naturalization application comes with a sworn statement that refers to Article 385 of Panama's Criminal Code on false testimony, which carries two to four years in prison. And a refusal of naturalization cannot be appealed.
What taxes you pay in Panama
Panama taxes only income from Panamanian sources, on a 0-25% scale, and a resident's foreign income is not taxed. So a family living in Panama with income from abroad pays less than in most countries of the region. Rates, residency rules and business taxes are on our Panama taxes page.
