What the score measures

A passport is worth most when you move, so the index measures two rights and two burdens.

  • Live. The number of countries where the passport lets you stay 180 days or longer without a visa, by free movement or by a long visa-free stay. The best passport in this edition reaches 36 countries.
  • Work. The number of countries where the passport lets you take a job or run a business without a work permit. The best passport reaches 30 countries.
  • Tax by citizenship. A country that taxes its citizens wherever they live takes 15 points off every 100.
  • Banking restrictions. International lists that make banks treat a passport as high risk take up to 20 points off every 100.

The formula: score = 100 × freedom × (1 − deductions), where freedom = (0.35 × live ÷ best live + 0.25 × work ÷ best work) ÷ 0.60. Equal scores share a rank.

How living and working rights are counted

Destinations are the same 199 countries and territories that the index scores as passports. A long visa-free stay counts when the official entry rules give 180 days or more per entry, or per year, without a visa. Electronic travel authorisations count, because they are not visas. Electronic visas, visas on arrival and the usual 90 days in any 180 do not count.

Free movement counts both ways wherever a treaty gives it. The main regimes are the European Union, the European Economic Area and Switzerland, the Common Travel Area of the United Kingdom and Ireland, the Trans-Tasman arrangement of Australia and New Zealand, the Gulf Cooperation Council, the Caribbean single market, the East African Community, the Mercosur residence agreement, the Compacts of Free Association of the United States, and the open borders of India, Nepal and Bhutan. Liechtenstein limits residence for citizens of other EEA countries by quota, so it does not count as a destination under free movement. A country never counts for its own passport.

Work counts only where a treaty removes the work permit. A residence permit that you must apply for counts when the treaty grants it on nationality alone, as under the Mercosur agreement.

Deductions

  • Tax by citizenship, 15 points: the United States taxes the worldwide income of its citizens abroad, and Eritrea levies a 2% diaspora tax.
  • FATF black list, 10 points: jurisdictions under a call for action of the Financial Action Task Force.
  • FATF grey list, 5 points: jurisdictions under increased monitoring after the June 2026 plenary.
  • EU list of high-risk third countries, 5 points: Delegated Regulation 2016/1675 with all amendments in force.
  • Sanctions on citizens, 10 points: US and EU rules that restrict bank accounts or deposits of citizens of a specific country.

Banking deductions add up to 20 points at most.

What comes in edition 1

Edition 0 scores the right to live and work. Edition 1 on 1 Dec 2026 adds short visa-free travel to 238 destinations, military service that follows citizens abroad, bans on dual citizenship and exit permits. The FATF lists of October 2026 enter the index in the same edition. The index then updates every month.

FAQ

Which passport ranks first in the Murblz Passport Index?
Liechtenstein leads edition 0 with 100.0 points out of 100. Passports of the European Union and the European Economic Area take the top places: they give the right to live and work in about 30 countries without a visa or a permit.
Why does the index count only stays of 180 days or longer?
Short trips show where you can visit, a stay of six months shows where you can live. The index scores the passport as a tool for moving, so a country counts only when you can settle there without a visa.
How often is the index updated?
Every month. Edition 1 comes out on 1 Dec 2026 and adds short visa-free travel, military service, dual citizenship and exit permits.
