Paraguay permanent residency 2026: direct PR by investment
Permanent residency without the two-year wait - for an investment from $70,000. We cover both routes to Paraguay PR: straight away through investment and after temporary residency, with documents, fees and pitfalls.

In Paraguay you do not have to spend two years on temporary residency. An investor putting in $70,000 or more gets permanent residency straight away: the ministry confirms the investment and the migration service issues an open-ended card. You apply through SUACE, the one-stop business window in Asunción. Everyone else takes the standard route, which became stricter in July 2026.
In short: how to get Paraguay permanent residency in 2026
- Straight away by investing. From $70,000 in a business, from $150,000 in tourism, from $200,000 in securities or income property.
- After two years. Temporary residency first, then a change of category with proof of income.
- Through family. The spouse and children of a Paraguayan citizen get permanent residency directly.
- Fees. About $540 for an investor, about $1,000 on the standard route.
- Citizenship. No earlier than 3 years of living in the country with permanent residency.
How direct permanent residency differs from the standard route
Migration Law No. 6984/2022 makes temporary residency a mandatory first step for almost everyone. There are two exceptions: investors who prove their investment through SUACE, and relatives of Paraguayan citizens. Everyone else only gets to permanent residency in season two, two years later.

The status itself is the same on every route. The permanent residency card has no end date and is renewed every 10 years. The permanent resident identity card is issued for 10 years.

Who direct Paraguay permanent residency suits
A good fit for:
- entrepreneurs opening a factory, a trading business or a service company in Paraguay;
- investors with $200,000 or more who do not want to run a business;
- anyone who wants to start the three-year citizenship clock sooner;
- buyers of property they will rent out or develop as a business.
Not a fit for:
- buyers of a home for their own family: it does not count as an investment;
- anyone who cannot document where the money came from;
- anyone planning a shell company: the project is checked and then monitored;
- remote workers without capital: the standard temporary residency route suits them.
A flat with a river view for yourself is a lovely purchase. To the ministry, though, it is a housewarming, not an investment.
How much you need to invest: four options
The minimum amounts are set by Resolution No. 0283 of the Ministry of Industry and Commerce, dated 21 April 2026. The investment is counted in dollars or in guaraníes at the official rate on the day you apply.

- The minimum applies to each applicant: two partners must invest $70,000 each.
- Both completed investments and investments under way count, if the commitment is documented.
- Property, equipment, business vehicles, machinery, furniture and premises fit-out count as investment.
- Rent, salaries, utilities and running costs do not.
- Papers on investments in securities and real estate must be no older than 180 days on the filing date.

What documents you need for permanent residency through SUACE
You file twice: first with the ministry for the investor certificate, then with the migration service for permanent residency. Most papers overlap, so they are prepared in one go.

- Foreign documents need an apostille or consular legalisation.
- Translations into Spanish are done by a sworn translator.
- Copies are certified by a notary in Paraguay.
- Criminal record certificates are needed from age 14.
- Both parents come to the filing for children under 18.

SUACE is the one-stop business window of the Ministry of Industry and Commerce. The migration service sits in the same building in Asunción, so the certificate and permanent residency are handled under one roof.
In practice, the path from the SUACE filing to the identity card takes about 3 to 4 months. The ministry needs five days; the apostille back home is sometimes the slowest player in the whole process.
How much Paraguay permanent residency costs: fees and budget
The state charges an investor about $540. The standard route comes to about $1,000, because the fee is paid twice: for temporary residency and for permanent residency.

Fees are tied to the minimum daily wage and are recalculated every year on 1 July. Amounts follow the migration service fee table approved by Resolution No. 478/2026. Each family member pays.

But mistakes cost more than the fees: the ministry returns a business plan without real jobs, 3 months of bank statements do not match the investment, property papers turn out older than 180 days, and a home for your family does not count at all. How to bring an investor's family: spouse, children and parents
The investor certificate is issued only to the investor. The law exempts investors and relatives of Paraguayan citizens from the temporary stage, and an investor's family is not on that list.
- A spouse with their own investment of the minimum amount gets their own certificate and PR straight away.
- A spouse without an investment takes temporary residency and, when switching to PR, proves the relationship rather than income.
- Children under 18 do not prove income when switching to PR: one parent with PR is enough.
- Parents and grandparents apply as family members supported by the resident.
- Each family member pays their own fee.

How the money is checked and the investment monitored
The source of funds is checked before the certificate is issued. The investor signs a declaration on where the money came from and undertakes to follow the rules of the anti-money-laundering secretariat.
- The ministry checks that the investment matches the investor's financial capacity.
- For a business, it checks that the plan is real and counts the jobs.
- Business plan investors report on progress every six months.
- Financial instrument investors report once a year.
- The one-stop window checks compliance every month.
- Data on issued certificates goes to the migration service.
Hence a simple rule: a company with no turnover and no staff is a weak basis for permanent residency. A paper business does not last long: it shows up in the very first six-monthly report.
How to switch to permanent residency after temporary residency
The standard route is longer but needs no capital. The change-of-category application is filed in the last 3 months of the temporary card.
- Missed it - you still have 1 month after the card expires, with a fine.
- After that, only an extension of temporary residency is possible, no later than 6 months after expiry and also with a fine.
- An extension means up to 2 more years before PR.
Since 6 July 2026, income is proven under Migration Service Resolution No. 407/2026. It sets 12 categories, each requiring verifiable documents.

A degree alone does not count as income. Build your income history from the first month on the temporary card, not a week before filing.
Taxes for Paraguay permanent residents
Permanent residency and tax residency are different statuses. You become a tax resident by spending more than 120 days a year in Paraguay.
Paraguay taxes only local income. Personal income tax is 8-10% on Paraguayan-source income, and interest and dividends from foreign companies are outside its base. Rates and residency rules are on our taxes in Paraguay page.
When a permanent resident can apply for Paraguayan citizenship
No earlier than 3 years of living in the country with permanent residency. The clock runs from the date of the PR decision, not from your first entry.
That is the main advantage of the investment route: it starts the three-year clock at once. On the standard route you first spend up to 2 years on the temporary card.

Risks and reasons for refusal
- Incomplete file. The ministry may refuse the certificate if documents are missing.
- Amount does not match the statements. The investment must fit the investor's financial capacity.
- Old papers. Documents on investments in securities and real estate must be no older than 180 days.
- A home for yourself. Housing for your own family does not count as an investment.
- A paper company. Six-monthly reports quickly show whether the project is real.
- Long absence. More than 3 years outside Paraguay without approval is grounds to cancel PR.
- PR without a visit. Such promises do not work: an entry stamp is required and filing is in person.
