Investment property: Paraguay
Paraguay is a small and still undervalued market centered on Asunción.
Foreigners buy property with the same rights as citizens and need no special permits; the notable exception is agricultural land in the border strip, where restrictions apply to citizens of neighboring countries. The country is known for low taxes and some of the most affordable housing prices in the region, and transactions are often settled in US dollars. There is no residency-by-real-estate program here - and none is needed: Paraguayan residency is obtained separately through one of the simplest and least expensive procedures in the world, so property here is bought as an asset, not as a ticket to a status.

Who can buy property in Paraguay
A foreigner buys a flat, house or plot in their own name without permits or residence. There is one restriction: Law 2532 of 2005 sets a 50 km security zone along land and river borders, and within it citizens of neighbouring countries, Argentina, Brazil and Bolivia, cannot own rural property. Flats and houses in Asunción and other cities are not affected.

How the deal works
- A public registry extract: owner, encumbrances, mortgages, seizures.
- A cadastre check and municipal property tax arrears check.
- A preliminary contract and deposit, usually paid in dollars.
- The main contract before a notary: a passport for a foreigner, a Paraguayan identity card for a resident.
- Title registration in the public registry and registration with the municipality.
If the property is let, the owner needs a tax number to pay tax on the income. A Paraguayan tax resident is someone who spends more than 120 days a year in the country; a resident's foreign income is not taxed.

Can a Russian citizen buy property in Paraguay
Yes. A Russian citizen buys an apartment, house or plot in their own name without permits or resident status. The 50-kilometre border zone rule concerns only citizens of neighbouring countries and only rural land; it does not apply to Russians.
Deals are usually settled in dollars. Paraguayan banks check the source of funds, so the transfer for the purchase is prepared in advance: statements, contracts and income returns. If a residence permit is being arranged in parallel, it is convenient to get the status and open an account first and then pay through it.

Prices are asking-price guides for 2026, rounded up. In buildings under construction a square metre in Las Carmelitas starts from $1,200-1,800, and in new premium projects it reaches $3,500. Asunción remains one of the most affordable capitals in the region by price per square metre.
Prices in Asunción are quoted in dollars, and new builds are often sold in stages: a deposit on reservation and payments as construction progresses. This is cheaper than a finished apartment, but the buyer bears the risk of delays, so the developer, the building permit and title to the plot are checked before the first payment.
Owner taxes: rent and sale
- Rent and sale. Rental income and gains on sale are taxed at 8%, like other capital income. The owner needs a tax number to pay it.
- Annually. Property tax is 1% of the fiscal value, which is indexed to inflation and is usually below the market price.
- Residence. A person becomes a Paraguayan tax resident after more than 120 days in the country in a year, and a resident's foreign income is not taxed.
A Russian tax resident declares rental income in Russia and notifies the tax office of an account in a Paraguayan bank.
How to buy property in Paraguay remotely
The main deed is signed before a notary, and a representative under a power of attorney can do this for the buyer. It is executed before a notary in your country of residence with an apostille and a sworn Spanish translation, or at a Paraguayan consulate. Through the representative the public registry extract is obtained, the cadastre and municipal debts are checked and title is registered.
If the home will be let, the tax number is also obtained through the representative. Buyers usually come in person to open an account and arrange a residence permit if needed.
For the deal you prepare an international passport, source-of-funds documents - statements, contracts, income returns - and, if buying through a company, its constitutional documents and beneficial owner details. Foreign documents need an apostille and a Spanish translation, so they are ordered in advance while the property is being checked.
