Giving birth in Uruguay and citizenship by birth
A passport for the baby at once, for the parents not before 3 years. Uruguay makes citizens of everyone born on its soil, but gives parents nothing for free: first permanent residence, then three years of real life in the country.

The short answer to the main question: yes, a child born in Uruguay becomes a citizen automatically, and no investment is required. Everything else is about the parents, the money and patience. Adults get Uruguayan citizenship through permanent residence and naturalisation - see how to get Uruguayan citizenship by naturalisation.
Uruguay citizenship by birth: the short version
Uruguay is one of the few countries in the world that hands out citizenship by place of birth with no conditions attached. Article 74 of the constitution makes a citizen of everyone born on the republic's territory. Who the parents are, what status they hold and how many days they spent in the country before the birth make no difference: a tourist on a 90-day stamp and a local resident get the same result for their child.
That is where the generosity ends. Parents do not become citizens automatically, and there is no fast-track naturalisation of the kind neighbouring Argentina has offered. Their route is permanent residence based on their tie to the child, followed by at least three years of actually living in the country.
| Who | What they get | When | Legal basis |
|---|---|---|---|
| The child | ciudadanía natural - citizenship by birth, the highest category with no limits on rights | from birth; documents within a few weeks | Article 74 of the constitution |
| The parents | residencia permanente por vínculo uruguayo - permanent residence through a family tie to a Uruguayan citizen | apply as soon as the child's documents are issued | Law 19.254 of 2014 |
| The parents | ciudadanía legal - citizenship for naturalised foreigners | no sooner than 3 years of living in the country | Article 75 of the constitution |
| The parents | the vote and full political rights | another 3 years after the carta de ciudadanía, the citizenship certificate, is issued | Article 75 of the constitution |
Who gains from it, and who Uruguay does not suit
Uruguay is not a passport lottery. It is a country you have to live in, and that is the first thing to understand before you book flights.
It works for families ready to move for at least a few years. By Latin American standards it is safe, the institutions function and the rules are not rewritten every six months. It also suits remote professionals and entrepreneurs with income abroad, since new tax residents get a tax holiday, and anyone who wants a strong passport for their child without an investment programme.
It does not work for people who plan to fly in, give birth and fly out with passports for the whole family: the birth gives the parents no citizenship. Nor for those who will not live there, because a single absence of more than six months in a row wipes out the time already built up. And if the goal is the fastest possible passport for the parents, other countries are quicker.
Uruguay, Brazil, Argentina or Paraguay: where parents get a passport faster
In all four countries the child is a citizen on the day of birth. The difference is how long the parents wait and where applications most often stall.
| Country | Parents: minimum time to citizenship | What the brochures leave out |
|---|---|---|
| Uruguay | 3 years of living in the country | an absence of more than 6 months in a row resets the clock; two witnesses required |
| Brazil | from 1 year of residence with a Brazilian child | Portuguese and a clean criminal record required |
| Argentina | 2 years under Law 346 | after Decree 366/2025 and the 2026 court rulings: Ask an expert |
| Paraguay | 3 years of residence | real residence in the country has to be proven |
On paper Brazil is the fastest. Uruguay wins on something else: predictability. Its naturalisation rules sit in the constitution itself, not in a decree that can be rewritten overnight, as happened in Argentina. For a six-country comparison, see our guide to giving birth abroad for citizenship.
How much a birth and a child's citizenship in Uruguay cost in 2026
There is no official price list for births to foreigners in Uruguay. The clinic quotes each case individually, and the figure depends on whether it is a natural birth or a caesarean, how many nights you stay and whether neonatal care is needed. So build the budget around a private clinic and ask two or three clinics for a written estimate in advance.
The public system, ASSE (Administración de los Servicios de Salud del Estado, the state health service), is designed for people who live in the country. Do not plan a visitor's birth around it: build the budget around a private clinic. Which clinic suits you? Ask an expert.
Once you have residence you can join a mutualista, a subscription-based private health fund and the backbone of Uruguayan healthcare. A basic plan costs roughly 60 to 120 dollars a month per adult, depending on age and plan. For a birth the key word is carencia, the waiting period: joining late in a pregnancy and getting the birth covered straight away is not possible.
| Cost item | How much | What to know |
|---|---|---|
| Birth in a private clinic | the clinic quotes it | keep a reserve for a caesarean and neonatal care |
| Mutualista after you get residence | ~$60-120 a month per adult | check the waiting period for births |
| Permanent residence fee, per parent | ~$92 (557.30 indexed units, about 3,700 pesos) | The indexed unit is an accounting unit worth about 6.6 Uruguayan pesos in 2026 |
| Migration certificate | ~$10 (55.70 indexed units, about 370 pesos) | paid together with the residence application |
| Birth registration | free | within 10 working days of the birth |
| Child's ID card | ~$12 (456 pesos) | first issue; a child under 14 comes with an adult |
| Child's passport | ~$140 (5,455 pesos) | standard service, rate from 1 July 2026 |
| Citizenship certificate | no state fee | issued by the Electoral Court |
| Apostilles and translations | depends on the issuing country | Spanish translations are done by a traductor público, a sworn translator; the cost of an apostille through Murblz is on request from a manager |
Dollar amounts are converted at the market rate of 17 October 2026, 40.31 pesos per dollar, and rounded up. Fees are taken from the service descriptions on Uruguay's government portal: birth registration, ID card, passport and residence through family ties.
The family total depends on how many parents apply for residence and how many children get documents. The rates per family member are in the table above. Our manager prepares the estimate including the birth at your chosen clinic and our support in the chat.
What we do for you in Uruguay
There is no official price list for births to foreigners in Uruguay, and a private medical plan covers the birth only after a waiting period, so joining late in pregnancy is too late. Murblz specialists request quotes from clinics, check the medical plan terms before you travel, prepare the child's documents and the parents' permanent residence, open a personal account in Uruguay and find housing for the time the paperwork takes. We guarantee professional work and a transparent process.
The cost of support depends on the family and what you apply for after the birth; a manager calculates it in the chat.
How much Uruguayan documents cost per family member
Each parent applies for residence through family ties: about $105 including the migration certificate. The citizen child needs no residence permit, only an ID card and a passport, about $155. The birth and the health fund are paid separately, per the clinic's estimate.
| Who | Residence and migration certificate | ID card and passport |
|---|---|---|
| First parent | $105 | - |
| Second parent | $105 | - |
| Child born in Uruguay | none | $155 |
We will estimate online the budget for your family: the birth and the child's documents.
Stages and timelines: from preparation to the child's passport
| Stage | What happens | How long it takes |
|---|---|---|
| Preparation | choose a clinic and get an estimate; apostille and translate documents: marriage certificate, criminal record checks for the last 5 years | 1-3 months before the flight |
| Entry | Russian citizens need no visa for stays of up to 90 days | on arrival |
| Birth | the clinic issues a medical birth certificate | on the day |
| Registering the child | the Registro Civil (civil registry) issues the partida de nacimiento, the birth certificate | a few weeks |
| The child's documents | cédula de identidad (ID card) and passport | a few weeks |
| Parents' permanent residence | application to the National Migration Directorate: online through a gub.uy account plus an in-person appointment | depends on the agency's workload |
| Parents' citizenship | application to the Electoral Court (Corte Electoral) with two witnesses | after 3 years of living in the country, plus processing time |
Where the law draws the line. At the border, state the real purpose of your trip, give your real address and submit only genuine documents. A false address or fictitious residence means refused entry, a cancelled status and criminal liability, not time saved.
What documents the child and the parents need
The child needs almost no paperwork: citizenship arises from the birth itself. The time goes on the parents' documents, so prepare them before you fly.
- Birth registration. Within 10 working days of the birth, 20 in rural areas. You need the clinic's certificate of live birth (original and copy) and the parents' valid ID documents. If the parents are married, one of them is enough with the marriage certificate; if not, both attend. Registration is free.
- Child's ID card. Issued on the basis of the birth certificate; a child under 14 comes with an adult holding valid ID.
- Child's passport. You need a valid ID card, a birth certificate extract no older than 30 days, and both parents in person with their documents.
- Parents' permanent residence. Passport, photo, the Uruguayan child's document, criminal record checks from every country you lived in over the last 5 years, a marriage certificate no older than one year and a vaccination certificate.
Where to get documents from home. Criminal record checks and the marriage certificate come from the issuing country and get an apostille there, while the Spanish translation is done by a sworn translator in Uruguay. Both documents have a limited shelf life, so order them 1-3 months before you fly, not six months ahead.
How parents get permanent residence and a Uruguayan passport
Permanent residence. Law 19.254 of 2014 lets the parents of a Uruguayan citizen obtain residencia permanente with no prior residence period: proving the family tie is enough. The application goes to the National Migration Directorate (Dirección Nacional de Migración). You can start online through a gub.uy account, followed by an in-person appointment.
You will need a photo and passport, the child's Uruguayan document, criminal record certificates from every country you lived in over the last five years, a marriage certificate issued within the last year if you are married, and a vaccination certificate under Decree 136/2018. Foreign documents need an apostille and a Spanish translation.
The passport. Article 75 of the constitution requires three years of habitual residence for applicants with family in the country (a Uruguayan child counts) and five years for those without. Add good conduct and proven means of support: a job, a business, a pension or other transparent income. The Electoral Court will ask for two witnesses over 25 who have known you for the whole period and are not relatives, employers or employees. There is no state fee.
The main trap is time abroad. An absence of more than six months in a row resets the clock, and the count starts again when you return. That is spelled out in the service description on the gub.uy portal.
Until the child is born, there is no family tie to base residence on. To come to Uruguay early and settle in before the birth, you need a separate residence permit, for example the Uruguay digital nomad visa.
The family needs housing while the paperwork runs: we find and check it through our property service in Uruguay.
All types of Uruguay residence, documents, fees and decision times are collected in the article Uruguay residence permit in 2026.

What a Uruguayan passport actually gives you
In 2026 the Uruguayan passport opens 156 destinations visa-free or with a visa on arrival. That covers the Schengen area and the United Kingdom for short trips, Japan, South Korea, Singapore, Israel and Turkey, and most of the Americas. The United States still requires a visa. Within the Southern Common Market, South America's trade bloc, a Uruguayan citizen can live, work and study in neighbouring countries more easily.
Uruguay does not require you to give up your previous citizenship, so your Russian or other passport stays with you.
The traps: the parents' passport, rights and taxes
The naturalised parent's passport. In April 2025 Uruguay changed the passport format for naturalised citizens and dropped the place of birth. France, Germany and then Japan began refusing entry on those passports. On 30 July 2025 the government restored the old format and replaced documents issued between April and July at no charge. The episode is telling: abroad, naturalised status is treated with more caution. None of this affects the child, who is a citizen by birth and holds an ordinary passport.
Rights come later. Under Article 75 of the constitution, the rights attached to legal citizenship, including the vote, can only be exercised three years after the citizenship certificate is issued.
Taxes. Law 20.446 of 16 December 2025 reworked the tax holiday. Anyone who became a tax resident from 1 January 2026 can skip Uruguayan tax on foreign passive income in the year of the move and for the next 10 years. If residence arises from spending more than 183 days a year in the country, no investment is needed. On other grounds an investment is required: real estate worth more than 12.5 million indexed units, about 2 million dollars, or at least 625,000 indexed units a year, about 100,000 dollars, in funds. How the 183 days are counted is explained in our guide to tax residency.
How parents get approved and what changes
The child will not be refused citizenship: the constitution grants it. Refusals and lost years happen to parents, almost always for the same reasons.
- Criminal record checks missing for some countries. You need them from every country you lived in over the last 5 years, not only your country of nationality.
- Documents without an apostille or a sworn translation. The migration office works with translations by a Uruguayan sworn translator, so have documents translated in Uruguay.
- An absence of more than 6 months in a row. It resets the residence counted towards citizenship, and the three years start again.
- No proven means of support. Citizenship requires a transparent income: a job, a business, a pension.
- Unsuitable witnesses. The Electoral Court requires two witnesses over 25 who have known you for the whole period and are not relatives, employers or subordinates.
What changes and what does not. Birthright citizenship is written into Article 74 of the constitution, and constitutional amendments in Uruguay are approved by popular vote, which makes this rule one of the most stable in the country. Fees, document formats and tax terms change more often: in 2025 the passports of naturalized citizens were redesigned and then switched back.
What changed in 2025-2026
- 2014. Law 19.254 allowed parents of a Uruguayan citizen to get permanent residence without a prior period of residence.
- April-July 2025. Place of birth was removed from naturalized citizens' passports; after entry refusals the old format returned and documents were replaced free of charge.
- 16 December 2025. Law 20.446 reworked the tax holiday: new residents from 2026 can skip tax on foreign passive income for 11 years if they meet the conditions.
- 1 July 2026. New document rates: the ID card costs 456 pesos and a standard passport 5,455 pesos.

How we help
We run the case from preparation to passport: choosing a clinic and checking mutualista terms, the child's documents, the parents' permanent residence, the citizenship file, translations and apostilles. We do not sell medical services: the clinic signs the birth contract with you directly. Legal representation before authorities and courts is handled by Murblz specialists together with partners licensed locally.
We start with a consultation: we work out the real budget and timeline and tell you plainly if Uruguay is not the right fit. To live there before deciding, look at the Uruguay digital nomad visa; for banking, a personal account in Uruguay; for documents, translations and apostilles. A country overview is on the Uruguay page, and all passports are in the second citizenship section.
