Armenia has allowed dual citizenship since 2007, so you keep your current passport. The Armenian passport gives visa-free or visa-on-arrival access to more than 60 destinations, and citizenship passes to your children.

How to get the right to live in Armenia

Naturalisation first requires a residence permit, granted for work, study, running a business, marriage or Armenian origin. From 1 November 2026 a residence permit through sole proprietorship requires AMD 1 million, about $2,800, in the account or in turnover. The 2026 draft law: what may change

In September 2026 the Interior Ministry put amendments to the citizenship law out for consultation. This is a draft, not law yet.

Military service and notifying Russia

  • Men of conscription age, under 27, may be called up for military service after naturalisation. An exemption is possible for those who already served in another country's army.
  • Russian citizens must notify the Interior Ministry of a second citizenship within 60 days.

Taxes

Citizenship alone does not make you tax resident: residence depends on days in the country and your centre of vital interests. Personal income tax in Armenia is 20%, and the zero regime for IT is closed. More on the Armenia taxes page.

If the 2026 draft law is adopted, the citizenship fee will rise to AMD 250,000, about $700, and the residence period to 5 years. So those who already have a basis are better off applying sooner.

A fee of about $140, while unproven descent means refusal

The law does not prevent applying for Armenian citizenship on your own. Step by step: from residence permit to oath

  1. A basis for a residence permit: work, study, business, marriage or Armenian origin. The application is filed online and reviewed within 30 days.
  2. Three years of lawful residence on the permit, if applying by naturalization.
  3. Preparation: document translations, the Constitution test in Armenian, 33 questions in an hour, and an interview where you need to communicate in Armenian.
  4. Filing in person and review within 90 working days, about 4 months.
  5. Presidential decree, oath and passport.

For people of Armenian origin, steps 1-3 are not needed: they apply straight away with documents on their ancestors and without a language test.

Which documents prove Armenian origin

Documents of the applicant, a parent or a grandparent stating Armenian nationality are accepted: birth certificates, archived Soviet passport records from passport offices, military IDs, civil registry certificates. Baptism records of the Armenian Apostolic Church also help. The closer the ancestor and the more directly the document states nationality, the easier the check. If documents are lost, we search for them in archives in Armenia and other former Soviet countries.

Why applications are refused

  • The period of lawful residence was interrupted or the residence permit was not renewed on time.
  • The applicant cannot communicate in Armenian at the interview or failed the Constitution test.
  • Documents on origin are indirect: the ancestor's nationality is not stated anywhere.
  • False or concealed information in the form, a criminal record or a threat to national security.
  • Translations into Armenian contain errors in names and dates.

What an Armenian passport gives in practice

An Armenian passport keeps your previous citizenship and gives visa-free or visa-on-arrival access to more than 60 destinations, including Eurasian Economic Union countries. Armenian citizens live and work in Kazakhstan, Kyrgyzstan, Belarus and Russia without work permits. Schengen visas are issued to Armenians under the standard procedure, and the EU and Armenia are holding a visa liberalisation dialogue, but no decision has been made yet. Citizenship passes to children, and for the family it is also a route to residence without separate grounds.

What changes from 1 November 2026

From 1 November 2026 amendments to Armenia's migration rules apply. A 5-year permanent residence permit can now be obtained only after 3 years of living in the country on a temporary permit. Residence through registration as a sole trader is granted only with AMD 1 million, about $2,800, in the account or in turnover. For naturalization this means one thing: the basis for living in Armenia must be reliable, one that can be renewed for all 3 years without gaps.

Citizenship for the family

The spouse of an Armenian citizen applies for citizenship after 2 years of marriage, with the Constitution test. Children obtain citizenship by the simplified procedure if one parent is an Armenian citizen, so families usually naturalize one adult first and then the others. If at least one spouse has Armenian origin, the path to a passport is much shorter for everyone: that spouse applies without residence or a test, and the others follow on family grounds. If neither spouse has Armenian roots, they naturalize in parallel: each completes their own 3 years of residence and takes the test individually.

Armenian language and the test: how to prepare

Naturalization requires communicating in Armenian at the interview and passing the Constitution test: 33 questions in an hour. Armenian has its own alphabet, so the first weeks usually go on reading, and people prepare for the speaking part over several months with a teacher. It is best to start in the first year on a residence permit rather than just before filing. We find a teacher, provide the test topics and run a mock interview.
