Bosnia and Herzegovina does not sell passports: the law provides for naturalization after five years of temporary and three years of permanent residence, marriage, descent and a government decision on particular benefit. Below are the requirements, timelines, fees and an honest calculation for citizens of Russia and Ukraine.
Can you get Bosnia and Herzegovina citizenship in 2026
A Bosnia and Herzegovina (BiH) passport opens the Schengen area without a visa, but it cannot be bought. The law sets no fixed amount, no state fund and no citizenship by investment program. The standard route for a foreigner takes at least eight years: five years on a temporary residence permit, then three years of permanent residence.
Everything is governed by the Law on Citizenship of Bosnia and Herzegovina (Zakon o državljanstvu Bosne i Hercegovine). The current version is the official consolidated text published in the Official Gazette of BiH (Službeni glasnik BiH) No. 22/16. The last substantive amendments came in 2013 (No. 87/13): the naturalization requirement was rewritten from eight years of residence to three years of permanent residence, and requirements on income, paid taxes and security vetting were added.
Every BiH citizen is also a citizen of one of the country's two constituent parts (entities): the Federation of Bosnia and Herzegovina or Republika Srpska. That is why naturalization is decided by the entity authorities or by Brčko District, while the Ministry of Civil Affairs of BiH (Ministarstvo civilnih poslova) can send a decision back for review.

In short, a Russian or Ukrainian with no Bosnian roots has two real options. The long one is living in the country on temporary and then permanent residence. The narrow one is the particular benefit clause, where the decision is political and needs no explanation.

How to get Bosnian citizenship by naturalization: 12 requirements
Three years of permanent residence is the figure in the law, and it is the one that misleads. To get permanent residence, a foreigner must first live in the country continuously for five years on a temporary residence permit (Article 79 of the Law on Aliens, Zakon o strancima). So the honest minimum is eight years, which is why the old wording "8 years of residence" still circulates online and in practice gives the same result.
Article 9 of the citizenship law lists 12 requirements, and all of them must be met at once.

There is a caveat that should not be skipped. Paragraph 2 of Article 9 allows a refusal even when every requirement is met, if there are grounds to believe the naturalization threatens security or is simply not in the country's interest based on an overall assessment of the applicant.
The five years of temporary residence before permanent residence count as continuous if the applicant was away from the country for no more than 10 months in total or 6 months at a time.
Which Bosnia and Herzegovina residence permits count toward citizenship
Not every residence permit leads to a passport. The Law on Aliens (Službeni glasnik BiH No. 88/15, amended by 34/21 and 63/23) explicitly lists the grounds whose years do not count toward the five-year requirement for permanent residence. Choosing the wrong ground can cost several years.

BiH has no dedicated digital nomad visa. The 2023 amendments allowed remote work for a foreign employer or one's own foreign company without a work permit, but only for up to 90 days in 180 and with no right to a residence permit.
Residence permits are issued by the Service for Foreigners' Affairs (Služba za poslove sa strancima) for up to one year and are renewed on the same ground. The first application is usually filed abroad through a BiH consulate; filing inside the country is possible for those who entered visa-free or on a long-stay D visa. By law the Service decides within 60 days if the application was filed in BiH and within 90 days if filed through a consulate. The fee for approving or renewing temporary residence is about $90; permanent residence costs about $120.
Beyond five years of residence, permanent residence requires means of support, housing, health insurance, clean criminal record certificates and a language exam. Graduates of schools and universities taught in a BiH language and non-working applicants over 60 are exempt from the exam.

Bosnia and Herzegovina citizenship by investment: is there a program
Bosnia and Herzegovina has no citizenship by investment program: the law contains no threshold, no fund and no list of eligible investments. The only opening is Article 15 (called Article 13 in the old numbering and in news reports): a foreigner may be naturalized if this is considered of particular benefit (naročita korist) to the country. Such an applicant is exempt from the age requirement, the three years of permanent residence and renouncing their existing passport.
The criteria are set out in a rulebook (pravilnik) adopted by the Council of Ministers of BiH (Vijeće ministara) on 16 July 2009. In the economy, particular benefit covers owners or managers of companies that have invested significant funds in BiH or employ a significant number of workers. The rulebook names no amount. A recommendation is needed from one of nine bodies: the relevant BiH ministry, the Foreign Trade Chamber, the governments of the Federation, Republika Srpska or Brčko District, the entity chambers of commerce, the Olympic Committee or national sports federations.
The Ministry of Civil Affairs prepares the file and the Council of Ministers decides, unanimously. The rulebook states outright that the decision is discretionary and requires no explanation. One minister against, and there is no decision.

The figures were released by the BiH Ministry of Civil Affairs. That is about 12 approvals a year for the whole country, and roughly 4 in 10 are athletes for national teams.
High-profile cases show how political the tool is. On 17 September 2025 Russian national Lyudmila Budilova received citizenship under this article; she founded the Banja Luka company EVA Genesis with share capital of one convertible mark and was recommended by the Chamber of Commerce of Republika Srpska. The promised large investments did not follow. On 30 July 2026 the Council of Ministers was due to consider the application of Ilya Perekopsky, one of Telegram's top managers, who planned to buy into the same company. Four ministers announced in advance that they would not support it, and the item was dropped from the agenda together with several similar applications.
At the same session a draft of a new rulebook on particular benefit admissions failed the first vote, so the 2009 rulebook remains in force. The conclusion is simple: money alone does not buy the passport, and a Russian applicant's file is decided by a politically divided government.
Bosnia and Herzegovina citizenship by marriage
Marriage to a BiH citizen cuts the road to a passport from about eight years to about five, but it does not make it short. Article 10 of the law sets only four conditions: the marriage has lasted at least five years and still exists on the filing date, the foreign spouse holds approved permanent residence, has renounced prior citizenship (unless a dual citizenship treaty applies) and is not a security threat.
Article 10 does not require a language exam, proof of income or three years of permanent residence. The bottleneck is elsewhere: under the Law on Aliens, permanent residence is granted after five years of continuous temporary residence, including on family reunification grounds. So if the wedding and the move happen in the same year, the citizenship application can realistically be filed after about five years, when both periods are met.

A sham marriage for a passport is a bad idea legally as well: the law allows citizenship obtained by fraud or by concealing material facts to be revoked. The spouse of a returning emigrant (Article 13) is exempt from the permanent residence requirement, but the five-year marriage and renunciation conditions still apply.

Bosnian citizenship by descent and for former citizens
The fastest route is descent: if citizenship arose at birth, it is not granted but simply entered in the register, which takes from a few weeks to a few months. There is no need to give up another passport. But the rules depend on the year of birth, and this is where most mistakes happen.

For readers from Russia and Ukraine the third row is the key one. A child of a Bosnian father and a Soviet mother born in the USSR in the 1980s has almost certainly missed the age-23 deadline unless registered at a consulate. What remains is the general route, or Article 13 if the parent emigrated from BiH and the descendant is moving back to live there.
Former citizens who gave up BiH citizenship for another passport can return under Article 14 without the three years of permanent residence, but with one year of temporary residence and renunciation of the new citizenship. On 30 June 2026 the House of Representatives of the BiH parliament passed at first reading amendments by MP Jasmin Imamović that would leave such applicants only three conditions: no serious criminal conviction, no security threat, acceptance of the constitutional order. A second reading and the House of Peoples are still ahead, and the amendments do not affect foreigners with no Bosnian past.
Bosnia and Herzegovina dual citizenship: Serbia, Croatia, Sweden and everyone else
Dual citizenship on naturalization in BiH is allowed only for citizens of three countries: Serbia, Croatia and Sweden. Bilateral treaties approved by parliament apply to them (Article 16 of the law). There are no such treaties with Russia or Ukraine, so a Russian or Ukrainian obtaining a passport under the general rules or by marriage must give up their prior citizenship.

The procedure has two steps. First the entity issues a guarantee of admission to citizenship (garancija), valid for two years from the date the Ministry of Civil Affairs gives its consent. Within that time the applicant must complete renunciation through their own country's consulate and bring the document. Only then is the admission decision issued. If renunciation is not completed within two years, the guarantee expires.
The law keeps a narrow exception: renunciation is not required if the other country's law does not allow it or it cannot reasonably be required. How this applies to a particular Russian or Ukrainian is decided by the entity authority case by case, so it cannot be counted on in advance.
Renunciation can be avoided in three cases: citizenship by descent, a returning emigrant or descendant (Article 13), and particular benefit (Article 15). For BiH citizens who acquire a second passport abroad, there has been no automatic loss of citizenship since 2013, when the provision on loss by operation of law was deleted. How much Bosnian citizenship costs and how long it takes
State fees in BiH are negligible; time is what is expensive. Administrative fees for the citizenship file itself are about $10, and an appeal costs up to $10. The main costs are eight years of living in the country, documents, apostilles, notarizations and sworn translations.

What a Bosnia and Herzegovina passport gives: visa-free countries and the EU
The BiH passport opens 123 destinations visa-free, with a visa on arrival or with an electronic travel authorization. That is 9 more than the Russian passport (114) and 19 fewer than the Ukrainian one (142). The main thing it adds for a Russian is visa-free Schengen: BiH citizens have traveled to the EU for 90 days in any 180 since December 2010.

Without a visa or with a visa on arrival, the BiH passport covers the entire Schengen area and almost all of the EU: only Ireland requires a visa. Also open are Turkey, China, the UAE, Serbia, Montenegro, Georgia, Uzbekistan, Brazil, Argentina, Chile, Singapore and Malaysia. Visas are needed for the US, Canada, the UK, Australia, Japan, Mexico and Kazakhstan.
The country became an EU candidate in December 2022, and in March 2024 the European Council decided to open accession talks. Membership is a long way off, but EU conditions already shape visa policy. Brussels wants BiH to end visa-free entry for countries outside the EU's visa-free list, Russia included. The European Commission says BiH promised to scrap one such visa waiver a year until 2027, while Republika Srpska openly opposes ending visa-free travel with Russia.

Taxes and military service: what BiH residents and citizens face
Citizenship by itself creates no tax: tax is paid by those who become BiH tax residents, meaning they actually live there. On an eight-year road to a passport almost everyone becomes one. Income tax is low, but employee contributions take almost a third of the salary.

A separate question for men of draft age: there has been no compulsory military service in BiH since 1 January 2006, and the army is professional. In December 2024 Defense Minister Zukan Helez spoke of possibly bringing conscription back after Serbia and Croatia announced plans to introduce it, but admitted it would be hard to implement given the country's complex structure. For citizens of Russia and Ukraine something else matters more: until renunciation of their citizenship is complete, no BiH passport is issued, and their obligations to their own country remain at that stage.
Bosnia and Herzegovina citizenship for Russians and Ukrainians
For Russians, BiH is one of the few countries on the EU's doorstep that still lets them in without a visa: under a 2013 agreement they can stay up to 30 days within 60 days of first entry. Ukrainian citizens, according to the BiH foreign ministry, may also stay 30 days visa-free within two months. That is enough for a scouting trip, not for living: a move requires a residence permit, and the first application is usually filed through a BiH consulate.

The uncomfortable truth is that for a Ukrainian citizen a BiH passport adds almost nothing to mobility while requiring them to give up Ukrainian citizenship. For a Russian citizen it brings Schengen access, but at the price of eight years of living in the country, renouncing Russian citizenship and the risk that the visa regime for Russians changes before the road ends.

Who Bosnian citizenship suits and what to choose instead
BiH citizenship suits those who plan to live in the country anyway: working on a permit, running a company with local staff, married to a BiH citizen or with a Bosnian parent. For them the passport is a natural result, not a goal that a move is invented for.
It does not suit anyone looking for a quick second passport for money: there is no such program, and the particular benefit clause is a political lottery with a unanimous government decision. It does not suit those unwilling to give up Russian or Ukrainian citizenship. Nor those who need an EU passport rather than a candidate country's.

Visa-free Schengen
Since December 2010 BiH citizens have traveled to the Schengen area for 90 days in any 180. In total 123 visa-free destinations.
EU candidate
Candidate status since December 2022, a decision to open accession talks in March 2024. Membership is far off, but the direction is set.
Low income tax
