North Macedonia’s citizenship by investment program allows foreign investors to acquire North Macedonian citizenship and passport through a government contribution starting from €200,000, with an average processing time of 4–6 months.
It was officially launched to attract strategic capital to the country’s economy. The program is governed by government decree and aims to bring in foreign funds for national development.
North Macedonia, a Balkan state bordering Greece, Serbia, and Bulgaria, has become one of the most promising countries in Southeast Europe in terms of growth and stability. Investors are drawn by its advantageous location, developing economy, low cost of doing business, and the opportunity to obtain a European passport under transparent, legal procedures.
The program operates under the official legal foundation established by:
• The Law on Citizenship of the Republic of North Macedonia (as amended).
• Government Decree No. 24/2021 on granting citizenship to foreign investors contributing to the economic development of the Republic of North Macedonia.
The Ministry of Interior and the Secretariat for Foreign Investments are responsible for implementing the program, while the Agency for Foreign Investments and Export Promotion coordinates applications and due diligence.
The law stipulates that a foreign national contributing a significant investment to the economy may obtain citizenship without fulfilling the usual naturalization conditions such as residence or language proficiency.
The program’s funds are directed into a state-approved development fund.
Investment options:
• Non-refundable contribution of €200,000 to a government-approved fund for economic development.
• An additional €20,000 administrative fee for the main applicant and €10,000 per family member.
All funds are paid only after preliminary approval and verification. The process is fully transparent and regulated by law, ensuring protection for both the state and investors.
Applicants must be at least 18 years old, have no criminal record, and confirm the legal origin of their funds.
Spouses and dependent children can be included in the same application.
