How to get a Montenegro residence permit in 2026

Montenegro runs on the euro, sits on the Adriatic and taxes small company profits at 9%, which is why its residence permit has long been one of the easiest ways into the Balkans. In 2026 it got harder. Amendments to the Law on Foreigners (Zakon o strancima), passed on 31 December 2025, set a $170,000 floor for property-based permits and a $5,600 annual tax test for company owners who want to renew.

A second change matters to anyone holding a Russian or Belarusian passport. From 1 November 2026 both nationalities need a visa to enter Montenegro, and a valid residence card becomes the way to cross the border without one: under Article 9 of the Law on Foreigners, a passport plus a temporary or permanent residence permit is enough. Below are all the routes, what changes for people already living in the country, and what the whole path costs in dollars. What changes for Montenegro residence permits on 1 November 2026

Visa-free entry for Russian and Belarusian citizens ends at midnight on 31 October 2026. That date is written into the Government's visa regime regulation (Uredba o viznom režimu) as amended on 23 July 2026. From 1 November, these travellers enter on a type C visa (short stay, up to 90 days in any 180), a type D visa (long stay, 90 to 180 days a year) or a Montenegrin residence card.

Do not count on a seasonal reprieve. The same amendment added Article 12c: after 31 October the Government may no longer open visa-free windows by separate decisions, and for seasonal exemptions the ban already applies from 1 October. Montenegro is aligning its visa policy with the EU's as part of its accession talks.

Holders of a valid Schengen visa, or a visa issued by the US, UK, Canada, Ireland, Japan, Australia or New Zealand, can still enter without a Montenegrin visa for up to 30 days, but not beyond the visa's own expiry. The same applies to residence permit holders from those countries. Ukrainians remain on the visa-free list for stays of up to 90 days, and most Western passports are unaffected.

Two lawful routes remain for newcomers. The Law on Foreigners allows an application to be filed online through the Interior Ministry's system, with a visit for photo and fingerprints within 10 days of entry (Article 61b). And Article 18 expressly lists property owners and digital nomads among those eligible for a D visa, which lets them stay legally for up to 180 days a year and file their residence application on the spot.

Which grounds qualify for a Montenegro residence permit in 2026

Article 38 of the Law on Foreigners lists 13 grounds for temporary residence (privremeni boravak, in practice a permit of up to one year). For people relocating, five do the real work: property, your own company, employment, digital nomad status and family reunification. The rest - study, medical treatment, research, volunteering, religious service - are narrow and tied to a specific life situation.

Every route shares the same baseline under Article 43: money to live on, accommodation, health insurance, a passport valid at least three months beyond the permit, and no prison sentence of more than six months. The law accepts an ordinary travel health policy from an authorised insurer as insurance.

One rule applies to all of them and trips up many plans: a permit can only be renewed on the same grounds it was issued on (Article 38). Bought a flat, then a year later decided to live off your own company? That is a fresh application, not a renewal. The Interior Ministry must decide on a complete file within 40 days, and a refusal can be appealed within eight days (Article 62).

Montenegro residence permit by buying property: what qualifies

A small seaside flat no longer opens the door to residency on its own. Since January 2026, Article 56 of the Law on Foreigners requires proof of the property's value, and it names exactly one document: the local tax office's decision on real estate transfer tax (porez na promet nepokretnosti) showing a tax base of at least $170,000.

What counts is the tax base, not the price in the contract and not an agency valuation. For example, if the contract says $180,000 but the tax office assessed the tax on a lower figure, its number decides. Citizens of the EU, Iceland, Liechtenstein, Norway and Switzerland are exempt from the floor; everyone else must meet it.

What else the law requires

  • At least a half share. A co-owner qualifies only with at least 1/2 of the property. Four friends buying one flat will not get four permits.
  • The right type of property. Houses, holiday homes, villas, apartments, hotels or restaurants, mixed residential and commercial buildings, and office or retail premises qualify. A plot of land without a building is not on the list.
  • Title in the cadastre. You need a real estate register extract (list nepokretnosti) confirming ownership. An off-plan contract with a developer is not ownership.
  • The general conditions. Funds, insurance, passport and a clean record, as for any route.

New builds deserve a separate check. A purchase from a developer is usually subject to VAT rather than transfer tax, so there may be no tax office decision to show. How the Ministry will accept the value in that case is a question to settle before signing, not after: restructuring a deal to obtain one piece of paper costs more than asking early.

How renewal works

An owner's permit is issued for up to one year. To renew, besides a passport and proof of accommodation, you now have to show that taxes were paid while the permit was valid (Article 64). Annual property tax in Montenegro runs from 0.25% to 1% of market value, and up to 1.5% for second homes. Keep the receipts as carefully as the keys.

Owners who received a property-based permit before the amendments took effect are in luck: their renewals are decided under the previous version of the law, without the $170,000 floor (Article 217b). That holds only while the chain of renewals is unbroken. Miss the deadline or stay abroad for more than 30 days, and a new application falls under the new rules.

Montenegro residence permit through a company or sole proprietorship

Your own business is the most flexible way into Montenegro: along with residency, it gives you the right to work - for yourself rather than for someone else. A sole proprietor (preduzetnik) or a company director who owns 100% or more than 51% of the capital receives a combined residence and work permit (dozvola za privremeni boravak i rad). No job offer and no diploma are required: proof of registration and ownership plus a medical certificate of fitness for work will do (Article 69).

The catch is not at the entrance but a year later. Since 2026, the permit can be renewed only if the company or sole proprietorship has paid at least $5,600 a year in taxes and contributions (Article 70). That is about $470 a month. A dormant shell kept alive just for the card no longer passes this filter. The rule does not apply to citizens of the EU, Iceland, Liechtenstein, Norway and Switzerland.

The sum is built from corporate income tax (9% on profit up to $120,000) and the taxes and contributions on the director's salary. We work out how to reach it without overpaying for each specific business; the rates are on the Montenegro taxes page.

What to know in advance

  • Age is no barrier. The law expressly allows this permit for sole proprietors and owner-directors older than 66.
  • Short terms. The permit is issued for up to one year and renewed annually. The renewal application is filed in the window between 60 and 30 days before expiry (Article 82).
  • Modest state fees. According to the service card on Montenegro's public services portal, a residence and work permit costs about $80 in fees.
  • The bank is a quest of its own. The company needs an account for payments and taxes, and banks vet foreign owners thoroughly, so allow time for the account opening.

Montenegro digital nomad residence permit

For anyone who works from a laptop, Montenegro offers the cheapest way in: no $170,000 flat and no local company required. The digital nomad permit (digitalni nomad) under Article 60a goes to people who work remotely for a foreign company or for their own company registered outside Montenegro. It is issued for up to two years and can be extended for up to two more.

What to file: an employment contract or another document proving remote work, proof that the employer company is registered in another country, and the general Article 43 documents - funds, accommodation, insurance, passport and a criminal record certificate. The law itself sets no specific minimum income; the Interior Ministry fixes the detailed conditions in a separate rulebook. A spouse and minor children can join the nomad.

This simplicity has a ceiling. After the permit ends, a new nomad permit can only be issued six months later. Permanent residency requires five years of continuous residence, so this route alone will not get you there: plan any change of grounds well in advance, not a week before expiry.

There is one more practical point for Russian and Belarusian citizens after 1 November. Article 18 expressly lists digital nomad status as grounds for a D visa, which allows a legal stay of up to 180 days a year and an application filed on the spot. Montenegro residence permit for work and family reunification

Employment

A Montenegrin employer is the cheapest route for your wallet and the most dependent one for your nerves: the permit is tied to a specific employer and a specific position. A residence and work permit requires a written job offer for a defined post, a medical certificate of fitness for work and proof of education and qualifications (Article 69). Get your diploma apostilled and translated before the move, while the university and a familiar notary are still close at hand.

Once the permit is issued, the employer must sign an employment contract within 24 hours and register the worker for social insurance (Article 70). If the worker never starts, the employer must notify the Ministry within three days and the permit is cancelled. Change jobs and you need a new permit; the old one does not transfer to a new employer.

Family reunification

Family members follow the main applicant under Article 44. Spouses or partners, minor children - including a spouse's children and adopted children - and the parents of minor children qualify. In exceptional cases the law also allows other relatives where there are personal or humanitarian reasons.

Family members of a Montenegrin citizen do not need to prove funds (Article 43). The law, in turn, lists signs of a sham marriage in detail: the spouses never met before the wedding, share no common language, or money changed hands for the marriage. The check is not about romance but about documents and evidence of a shared life.

A head of family with a company or a property is usually best off bringing relatives in on the back of their own permit: the family permits rest on that status. This is both a convenience and a risk: if the main permit lapses, the family's permits lose their basis too.

How much a Montenegro residence permit costs in 2026: the total in dollars

The price of entry to Montenegro varies by a factor of hundreds. A nomad needs little more than state fees and insurance; a property owner needs at least $170,000 for the home alone. Below is an example calculation of the first year on each route.

The company's $5,600 in taxes is not a fine for the permit but the normal outgoings of a live business paying its director. A real company would pay that money anyway. If the firm exists only for the card, that $5,600 is the price of the card.

Not included in the table: translations and apostilles, the notary on a property purchase, health insurance, rent while the application is processed, and C or D visas for Russian and Belarusian citizens entering after 1 November. The law does not stop you from applying for Montenegro residence on your own. But mistakes cost more than the fees: an apartment whose tax value is below the new threshold, a company without the taxes and contributions needed for renewal, an expired criminal record certificate, a late renewal application. How to keep a Montenegro residence permit and get permanent residency

The costliest mistake a Montenegrin resident can make is not a wrong form but a long holiday. Under Article 65 of the Law on Foreigners, a temporary residence permit lapses if the holder spends more than 30 days outside the country. After 1 November 2026, a Russian or Belarusian citizen who loses the card also loses visa-free entry.

The amended law keeps only one exception, for family reunification permits: force majeure, serious illness or other humanitarian reasons, provided the evidence is submitted to the police in advance. The advice found in older guides - notify the police and leave for 90 days - does not work for property owners, company owners or nomads under the current text.

A permit can also lapse without any travel: if the reason it was issued disappears, or if it is not used for its purpose. Sold the flat, closed the company, stopped working remotely - the card loses its basis. The Ministry then issues a decision, gives up to 30 days to leave and may impose an entry ban of one to five years.

The road to permanent residency

Permanent residency (stalni boravak) is granted after five years of continuous residence on temporary permits (Article 86). The law counts continuity generously: over five years you may be away for up to 10 months in total, or once for up to six months. That generosity exists mostly on paper, since each individual trip must still stay within 30 days, or the temporary permit lapses long before permanent residency comes into view.

Article 88 requires stable income, health insurance, accommodation, proof of taxes paid during the temporary residence years and basic knowledge of the Montenegrin language. The exam is run by the state Faculty of Montenegrin Language and Literature (Fakultet za crnogorski jezik i književnost) for a $60 fee. Children under 14, people over 65, citizens of former Yugoslav republics and those educated in Montenegro are exempt.

What about citizenship?

Here Montenegro is strict. Article 8 of the Law on Montenegrin Citizenship requires 10 years of lawful continuous residence and release from your previous citizenship. Montenegro, Serbia or Greece: where is residency easier

With the November visas, many people are looking across the border - to Serbia, which still lets Russians in visa-free, and to Greece with its golden visa. Each has its price: Serbia is cheaper and softer, Greece is pricier but comes with Schengen, and Montenegro sits in between, with the euro in your pocket and no EU membership.

If you want life by the sea and a business with low taxes, Montenegro is still a strong option. If the priority is a cheaper entry and fewer visa headaches, compare it with Serbia residency in 2026; but Serbia is also moving towards EU visa policy, so that risk is postponed rather than cancelled. Pitfalls, and who a Montenegro residence permit does not suit

A Montenegrin permit works well for people who actually intend to live in the country. As a backup option you visit once a year, it is poorly designed: a one-year card, a strict limit on time abroad and an annual renewal in person. Montenegrin bureaucracy values face time: every year you will turn up at the Interior Ministry office with your passport and a folder of papers, much like an annual car inspection.

The main traps

  • More than 30 days abroad. A long business trip, treatment abroad or a summer with family elsewhere - and the permit lapses. From 1 November 2026, a Russian citizen without a card can only come back on a visa.
  • A property just below the floor. A tax base even slightly below the floor is not almost there; it is a refusal. The value is checked against the tax office decision, not the contract.
  • A company with no turnover. An empty firm gets you a first-year permit, but without $5,600 in taxes and contributions the renewal will fail.
  • Switching grounds. A permit can only be renewed on the grounds it was issued on. Sold the flat and opened a company? That is a new application with every check repeated.
  • Last-minute renewal. The filing window runs from 60 to 30 days before expiry. Missing it and ending up without a card in November is the least pleasant scenario of 2026.
  • Schengen. Montenegro is in neither the EU nor the Schengen area, and its residence permit does not let you travel around Europe visa-free.

Who should choose another country

  • People who want a document for occasional visits while living elsewhere: the strict absence limit will end the permit on the first long trip.
  • People who need Schengen: look at EU countries, for example the Greek golden visa.
  • People who want to keep their citizenship and add a second passport: Montenegro requires you to give up your previous citizenship and to wait 10 years. A shorter road to a passport runs, for example, through Paraguay residency and naturalisation.
  • Those who want a simpler start: Armenia and Kazakhstan, each with its own banking and tax conditions.

Do Russians with a Montenegro residence permit need a visa after 1 November 2026?
No. Under Article 9 of the Law on Foreigners, entry is on a passport together with a valid temporary or permanent residence card. A visa is needed only if the card has expired or lapsed, for example after more than 30 days abroad. The visa rules are covered in Montenegro introduces visas for Russians.
Can I get a Montenegro residence permit by buying property for less than $170,000?
Not unless you are a citizen of the EU, Iceland, Liechtenstein, Norway or Switzerland. Since 2026, Article 56 requires a tax office decision on transfer tax with a base of at least $170,000 and a share of at least half the property.
