Serbia residence permit in 2026: sole proprietorship, company, employment and property routes
Visa-free entry, the white card, flat-rate tax for freelancers, the single permit, and the road to permanent residence and a Serbian passport
Serbia offers one of the shortest paths to permanent residence in Europe: three years of legal residence. Citizens of the European Union, the United States, the United Kingdom and many other countries enter visa-free and can apply on the spot. State fees for a first residence permit in 2026 come to about $280.
The bill for that simplicity arrives at the end of the road. A Serbian permit does not open Schengen, and at the citizenship stage the law asks you to give up your current nationality. If you plan to keep your passport, permanent residence is usually where the Serbian route ends.
Tax caps are in Serbian dinars (RSD); amounts are converted to US dollars at the official rate, about 104 dinars per dollar, and rounded up. Article numbers refer to the Law on Foreigners (Zakon o strancima), published in Serbia's Official Gazette (Službeni glasnik RS) as 24/2018, 31/2019 and 62/2023.
What does a Serbian residence permit give you, and what does it not?
The permit, privremeni boravak (literally temporary stay), is issued for up to three years and renewed for the same period while its ground still exists: a business, a job, property, studies or family (article 44).
What you get in practice:
- The right to live in Serbia without border runs (leaving and re-entering to restart the visa-free clock).
- The right to set up a sole trader business or a company and open bank accounts.
- The three-year clock towards permanent residence (stalno nastanjenje) and, after that, towards Serbian citizenship.
- If the permit is issued as a single permit (jedinstvena dozvola), the right to work without a separate work permit.
What it does not give you. Serbia is an EU candidate, not a member, and it is not part of Schengen: the card gives no right to live or work in the European Union. Nor does every permit allow you to work. Under article 40, the single permit is issued only for employment, self-employment and traineeships. Permits based on property, studies or family come as an ordinary residence card, and a regular job then requires a separate work permit.
On tax, the card alone does not make you resident; living in Serbia does. Under the Personal Income Tax Law, you become resident after 183 days in any 12-month period or if your centre of vital interests is there, and residents pay tax on worldwide income. Details are in our guide to taxes in Serbia.

How long can you stay in Serbia without a visa in 2026?
The visa-free window depends on your passport: citizens of the European Union, the United States and the United Kingdom stay up to 90 days in any 180, while citizens of Russia, Belarus and Kazakhstan get 30 days per entry. Figures below are from the Serbian foreign ministry's visa regime pages for ordinary passports.
| Citizenship | Visa-free stay | Additional limit |
|---|---|---|
| European Union, United States, United Kingdom | up to 90 days | within any 180 days |
| Russia | up to 30 days | none stated |
| Ukraine | up to 90 days | within any 180 days |
| Belarus | up to 30 days | no more than 90 days per calendar year |
| Kazakhstan | up to 30 days | none stated |
On paper, leaving and re-entering restarts a 30-day visa-free stay. But article 15 lets border police refuse entry to travellers without health insurance or when there is reasonable suspicion the trip is not for its stated purpose, which easily covers someone living in Belgrade on border runs for years. Legalise early: a timely residence application lets you stay lawfully until a decision (article 41).
Visa-free entry is a political choice, not a guarantee. Under the Reform Agenda tied to the EU Growth Plan, Serbia has committed to impose visas on at least three of the 12 countries whose citizens enter Serbia visa-free but need a visa for the EU, by December 2026. Just over $30 million of EU funding is linked to that commitment, and Belgrade has not announced which three countries it will pick. If your passport needs a visa for the EU, check the current regime before you travel.
Visa-free entry is a bridge for your first weeks, not a way to live in Serbia for years.
What is the white card and why does your application depend on it?
Your first Serbian document comes from your landlord, not the ministry. Address registration (prijava boravišta), nicknamed the white card after the colour of the form, is a required document for any residence application (article 43).
Under article 111, a hotel or apartment owner must register a foreign guest with the police within 24 hours of check-in. If you are neither in paid accommodation nor staying with a host, you register yourself within 24 hours of entry or of moving. Some owners file online through the eUprava government services portal.
Article 120 fines both a private owner who fails to register a guest and a foreigner who fails to self-register $50 to $1,500. A hotel or other company faces up to $19,200. Until you hold a permit, registration is repeated after every entry. Once you have the card, a change of address must be reported to the police within three days (article 110).
Before signing a lease, ask the owner whether they will register you. Some refuse to avoid declaring rental income, and such an apartment blocks the whole process.

What are the grounds for a Serbian residence permit in 2026?
Article 40 lists the standard grounds: work and self-employment, studies, family, property and others. A government decree (Uredba, Official Gazette 13/2020 and 69/2022) adds four special categories: start-up founders, investors, talents with a recognised degree, and people of Serbian origin.
| Ground | What you need | First permit | Right to work | Best for |
|---|---|---|---|---|
| Sole trader (preduzetnik) on flat-rate tax | registration with the Business Registers Agency (APR) for a fee of ~$25, bank account, address | up to 3 years, the ministry decides the term | yes, single permit | freelancers, IT specialists, consultants |
| Company (d.o.o., limited liability) | registration for a fee of ~$80, director's employment contract | up to 3 years | yes, single permit | businesses with partners, staff or turnover above the sole trader cap |
| Employment | employment contract with a Serbian employer | up to 3 years | yes, single permit | people hired by a Serbian company |
| University degree (talent category) | decision on professional recognition of the degree from the Agency for Qualifications | 1 year, renewable for 1 year | work permit needed | graduates still looking for a job or partners |
| Investor | at least $56,300 in an account at a Serbian bank | 6 months, then 1 year | work permit needed | people investing in a Serbian company |
| Start-up | confirmation of innovative activity from a state-backed science and technology park | 1 year | work permit needed | founders of technology companies |
| Serbian origin | document on an ancestor who was a Serbian citizen, or a Serbian Orthodox baptism certificate | 1 year | work permit needed | descendants of Serbs |
| Property ownership | land registry extract showing your ownership | up to 3 years by law | work permit needed | people buying a home anyway |
| Studies | enrolment at a university or school | for the length of studies | under separate rules | students; only half the time counts towards PR |
| Family reunification | marriage or kinship with a Serbian citizen or resident | tied to the sponsor's status | depends on status | spouses and children |
Ukrainians who fled the war can also receive temporary protection (privremena zaštita), extended by the government a year at a time, and holders may work without a single permit. But it is a status under the asylum law, while article 67 counts the three years to permanent residence on a residence permit. If PR and a passport are the goal, switch to a regular permit early.
Serbia has no golden visa; the closest options are the $56,300 investor category and the property route with no minimum price. More in our guide to the Serbia residence permit by business investment.

How much does a Serbia residence permit through a sole trader cost, and what are the taxes?
The most popular freelancer route costs about $25 in fees to set up and a fixed amount every month, however much you earn within the cap. A sole trader (preduzetnik) is registered by the Business Registers Agency (Agencija za privredne registre, APR), whose fee rose to about $25 on 1 January 2026 (Official Gazette 94/2025).
Under flat-rate taxation (paušalno oporezivanje), the Tax Administration (Poreska uprava) sets a fixed monthly tax and contributions figure based on your activity code, municipality and years in business. It is usually roughly RSD 25,000 to just over 60,000 a month (about $240 to $575). It includes pension and health contributions and is due by the 15th for the previous month.
Two thresholds people mix up most often:
- RSD 6,000,000 per calendar year (about $57,400) is the ceiling for flat-rate status. It covers all turnover, foreign clients included; exceed it and you move to full bookkeeping. A proposal from NALED (the National Alliance for Local Economic Development, a business and municipal association) and entrepreneurs' unions to raise the cap to RSD 8 million did not make it into the amendments parliament adopted on 31 August 2026.
- RSD 8,000,000 over the previous 12 months (about $76,600) is the mandatory VAT registration threshold. It mainly counts turnover inside Serbia, so services to foreign clients usually do not bring you closer to it.
Example calculation. A developer invoices a foreign client RSD 400,000 a month (about $3,900), 4.8 million a year. With a flat payment of RSD 50,000 a month, the year costs RSD 600,000 (about $5,800): 12.5% of turnover, contributions included, with no full-time accountant.
The main trap is the independence test (test samostalnosti) in article 85 of the Personal Income Tax Law: nine criteria designed to catch disguised employment, such as more than 70% of income from one client over 12 months, more than 130 working days for that client, or the client setting your hours, providing equipment or banning other work. Meet five or more and the income is reclassified as other income, taxed at 20% plus contributions. In practice, the test applies even when the client is foreign, including work through platforms such as Upwork.
To reduce the risk, keep two or more clients, contract for deliverables rather than hours, and use your own equipment. More in our guide to the Serbia residence permit through company registration.

Can you get a residence permit through a d.o.o. company or a job?
A company makes sense once turnover passes RSD 6 million or you have partners, staff or clients who insist on a legal entity. A limited liability company, d.o.o. (društvo sa ograničenom odgovornošću), costs about $80 to register in 2026. The minimum share capital is formally RSD 100.
Taxes are higher than on the flat-rate regime. Profit is taxed at 15% and dividends at another 15%, for a combined burden of 27.75% on distributed profit. A foreign director is usually on an employment contract: 10% salary tax, 19.9% employee contributions and 15.15% employer contributions, payable on at least the minimum base of RSD 51,297 a month (about $500) in 2026. A dormant company with no turnover or payroll is a weak ground at renewal. See company formation in Serbia.
Employment is the simplest route. Since 1 February 2024 the Ministry of Interior has issued a single permit (jedinstvena dozvola): one biometric card replacing separate residence and work permits. The law sets a 15-day decision deadline from a complete application, and the National Employment Service (Nacionalna služba za zapošljavanje) runs the labour market test within 4 days. You can change employer without a new card: the new employment contract must be signed within 30 days of the previous one ending and approved by the National Employment Service.
Can you get a Serbian residence permit with a university degree?
The most underrated route needs neither a business nor an employer, just a university degree recognised in Serbia. The government decree calls these applicants talents and grants them a one-year permit.
How it works:
- Degree recognition. You apply for professional recognition (for employment purposes) to the Agency for Qualifications (Agencija za kvalifikacije), home of Serbia's ENIC/NARIC centre, part of the European network that recognises foreign degrees. The agency has 60 days by law to decide, and the fee is around $110 to $125.
- First permit. With the recognition decision you apply for residence. The general requirements of article 43 still apply: means of subsistence, health insurance and a registered address.
- Renewal. After a year the permit is extended for another year only if you are already working in Serbia under an employment or service contract, or have become a founder of a Serbian company.
The permit alone does not let you work; the decree refers to the general work permit rules. The degree buys a year to find an employer or set up a company, not a way to live in Serbia without income.
Can you get a Serbian residence permit by buying property?
The Law on Foreigners sets no minimum price: owning real estate in Serbia is in itself a ground for residence (article 40). By comparison, in Turkey property only qualifies for residence from a valuation of $200,000.
What you file under the Rulebook on temporary residence (Pravilnik, Official Gazette 6/2024, article 21):
- an extract from the real estate cadastre (izvod iz lista nepokretnosti) naming you as owner;
- if the title is not yet registered, a certified purchase or gift contract, an inheritance decision or a property tax assessment;
- plus the general package: passport, means of subsistence, health insurance and address registration.
Three downsides. The permit does not let you take a job without a separate procedure. The apartment does not prove income, which you show separately. And there are purchase taxes: under the property tax law, resales carry a 2.5% property transfer tax on the contract price, legally payable by the seller, while new builds carry VAT instead. Owners also pay an annual property tax in quarterly instalments. For property selection, see investment property in Serbia.
How much do you need to invest for an investor or start-up permit?
The investor permit costs about $56,300, but not on day one. A first application only needs a statement showing at least $56,300 at a Serbian bank, for investment in an already registered company. The first permit is issued for six months. To extend it for a year, you must show a cash contribution of at least $5,700 to that company's share capital.
The start-up category is designed for founders whose innovative activity has been confirmed by a science and technology park established by the state, an autonomous province, the City of Belgrade or a municipality. The first permit runs for one year. Renewal requires one of three results: Serbian citizens on the payroll, company revenue of at least $9,600, or a fresh confirmation from the park.
Descendants of Serbs get a one-year permit based on proof of an ancestor who was a Serbian citizen or a Serbian Orthodox baptism certificate. They should also look at Serbian citizenship by ethnic origin, where the requirements are softer.
How to get a residence permit in Serbia: step by step
Applications are electronic and can be filed from abroad (article 41). The sequence is the same for most grounds.
- Entry and white card. Address registration within 24 hours. If you apply from abroad, the address is proven with a lease or a statement of your intended address.
- Your ground. Sole trader or d.o.o. registration with the APR, an employment contract, a degree recognition decision, or a land registry extract.
- Means of subsistence. Under the Rulebook, acceptable proof includes a salary statement, an employment contract, a pension, a scholarship, a guarantee from a Serbian company, or a bank statement showing at least the minimum wage for the year of application. In 2026 the minimum wage is RSD 371 net per working hour, about RSD 64,500 a month on average (roughly $620).
- Health insurance. Citizens of countries that have a social security agreement with Serbia can show proof of cover at home. Everyone else needs a policy, proof of funds for medical costs, or a guarantee. People coming to Serbia for employment, and close family members of Serbian citizens, do not have to prove funds or insurance (article 43a).
- Application. Filed on the government's Welcome to Serbia portal (welcometoserbia.gov.rs) with a 35 x 45 mm colour photo. Your passport must be valid for at least three months beyond the permit period you request.
- Biometrics and card. Once approved, the ministry sends you a date and time to give fingerprints and collect the card.
Article 43 does not list a criminal record certificate among the documents for a residence permit, although the ministry may ask for additional papers. For the single permit, the law sets a 15-day decision deadline from a complete application.
Renewals must be filed no earlier than three months before and no later than the last day of validity (article 41). The old rule of applying 30 days before expiry, still repeated on forums, was abolished by the 2023 amendments. Renewing late breaks your continuous residence, and with it the clock towards permanent residence.
How much does a Serbia residence permit cost in 2026?
The state charges about $280 for a first permit. The amounts are set by the Law on Republic Administrative Fees (tariff numbers 1 and 37) and indexed by the government every year. The figures below reflect the latest 2026 indexation (Official Gazette 54/2026).
| What you pay for | Approx. US dollars |
|---|---|
| Filing the application | $5 |
| Residence permit decision (privremeni boravak) | $225 |
| Single permit decision (instead of the above) | $220 |
| Issuing the residence or single permit card | $25 |
| Card production, from 12 September 2026 | $20 |
| Permanent residence decision | $165 |
| Foreigner's ID card for permanent residents | $60 |
Family of Serbian citizens pay half the residence fee. The card production charge of about $20 comes from a separate government regulation on Ministry of Interior services, in force from 12 September 2026.
Example calculation for a freelancer. Sole trader registration about $25, application $5, single permit $220, card issue and production $45. Total about $300 in state fees. On top come document translations, insurance and the first flat-rate tax payment. For a property-based permit the fees come to about $280, before purchase taxes.
About $280 in fees, but a late renewal resets the clock to permanent residence
Mistakes cost more than the fees: without the white card, the address registration due within 24 hours, you cannot file, freelancing for a single client risks failing the independence test and a 20% tax plus contributions, and renewing after the permit's last day breaks continuous residence. Murblz support removes these risks: we pick the ground for your income, register a sole trader or d.o.o. with APR, file on the Welcome to Serbia portal and run your renewal calendar. We guarantee professional work and a transparent process, and in most cases a result on the first filing.
The cost of support is on request from a manager.
When can you get permanent residence in Serbia?
After three years on a residence permit (article 67), down from five before the 2023 amendments. That beats neighbours such as Montenegro, where permanent residence takes five years.
The residence must be continuous: over three years, absences may total up to 10 months, or a single absence up to 6 months. Frequent travellers should count days and keep their stamps.
Also under article 67:
- you cannot apply from a student permit, and years of study count only by half;
- you must hold a valid residence permit when you apply, and a timely application lets you stay until a decision is made;
- you can apply no earlier than 60 days before the permit that completes your three years expires (as the Welcome to Serbia portal explains).
Documents under article 70 mirror those for a residence permit. State fees come to about $250 including the foreigner's ID card. Permanent residence can be lost if you live abroad continuously for more than a year.
How long does it take to get Serbian citizenship, and do you have to give up your own?
At least six years, with renunciation of your current citizenship at the finish line. Article 14 of the Law on Citizenship of the Republic of Serbia (Zakon o državljanstvu, Official Gazette 135/2004, 90/2007 and 24/2018) allows naturalisation for a permanent resident who has had a registered permanent address (prebivalište) in Serbia for at least three uninterrupted years. Three years on a residence permit plus three years of permanent residence makes six.
Other conditions: age 18, legal capacity, a written statement that you consider Serbia your state, and release from your current citizenship (otpust) or proof you will be released once admitted. The law requires no language or history exam. Amendments that would have simplified naturalisation to three years of residence were withdrawn by the government in October 2023 after concerns from the European Commission, so the existing text still applies in 2026.
Renunciation is waived only if your country bars release or sets conditions you cannot meet; then a statement that you will renounce after naturalisation suffices. If your country has a procedure for giving up citizenship, the waiver does not apply, and you give up your current citizenship. Murblz checks the rules of your country before you apply.
Two routes skip renunciation. A spouse of a Serbian citizen with three years of marriage and permanent residence only files the statement recognising Serbia as their state (article 17). Descendants of Serbs can get a passport without living in Serbia or renouncing (article 23).
What taxes does a Serbian tax resident pay?
Serbian rates are flat and low by European standards. Under the Personal Income Tax Law for 2026:
- salaries - 10% above a non-taxable amount of RSD 34,221 a month;
- dividends, interest and capital gains - 15%, with a resident's capital gain exempt if the asset was held for more than ten consecutive years;
- rental income - 20%;
- supplementary annual tax on high incomes - 10% on the part of income between three and six average annual salaries and 15% on the amount above six; taxpayers under 40 get an extra deduction of three average annual salaries.
Foreign dividends and interest must be declared too. For how this interacts with your home country, see our tax guide by country.
Serbia, Montenegro, Armenia, Georgia or Turkey: which should you choose?
Among the countries most often weighed against it, Serbia offers the shortest path to permanent residence but the toughest finish. A comparison on the points that usually decide the choice:
| Country | Path to PR and passport | Main catch |
|---|---|---|
| Serbia | PR after 3 years on a permit, passport 3 years later | a passport requires giving up your current citizenship |
| Montenegro | PR after 5 years on a permit, citizenship by investment closed | visa policy is being aligned with the EU |
| Armenia | citizenship after 3 years of residence | exam in Armenian language and the Constitution |
| Georgia | PR after 6 years on a permit, citizenship after 10 years | since 1 March 2026 foreigners without PR need a separate right to work |
| Turkey | naturalisation after 5 years at the authorities' discretion, or citizenship by investment from $400,000 | property-based residence only from $200,000 |
For a quick second passport without giving up your own, Serbia is not the best pick. For clear legal status in Europe, low freelancer taxes and PR in three years, it has few rivals. All Serbian programmes are collected on the Serbia: all programs page, and the full catalogue is in our residence permits section.
What are the pitfalls, and who is Serbia not for?
Most refusals and lost years come from small things put off until later. Check in advance:
- Address registration. An owner who refuses the white card blocks your application.
- Not every permit lets you work. Property, degree, investor and family permits need a separate work permit.
- The flat-rate regime has limits. The RSD 6 million annual cap and the independence test turn a cheap regime into an expensive one if you have a single client or fast-growing income.
- Time abroad. More than 10 months in total or 6 in a row over three years breaks continuity, and the three years to PR are not met.
- Renewals. Filing even a day late breaks the continuity of residence.
- Politics. Visa-free entry for passports that need a visa for the EU depends on Belgrade's decisions, while the EU is pushing Serbia to align its visa policy.
- Bank account. A sole trader account is opened after APR registration; bank requirements differ. See personal accounts in Serbia section.
Serbia is not for:
- people who need the right to live and work in the EU: a Serbian permit does not give it;
- people who want a Serbian passport as a second one without giving up their current citizenship;
- freelancers with all their income from one client, who risk failing the independence test;
- people planning to spend a couple of months a year in Serbia while counting on permanent residence;
- anyone with turnover well above RSD 6 million a year who is not ready for the roughly 27.75% burden on distributed profit in a d.o.o.
