Armenia in 2026: residence permits, banking and taxes for new arrivals

22 min read ·

Visa-free 180 days, the one-year and five-year permit routes, the November 2026 overhaul, sole-trader tax regimes, bank accounts and the real road to a passport

On 1 November 2026 Armenia shuts the shortcut that drew thousands of newcomers after 2022: a five-year permanent residence card obtained through a sole proprietorship after a few months of paying tax. From that date the route runs through three years of one-year temporary permits first. At the same time the fee for a temporary permit rises from about USD 290 to USD 420, and a sole proprietor has to show USD 2,800 on the business account or the same amount in turnover.

The banks have hardened too. Since 12 August 2026, rules issued by the Central Bank of Armenia oblige them to check a client's citizenship, address and tax residence and to stop payments that look like sanctions evasion. Armenia still lets you in without a visa and costs less than most of its neighbours, but the 2022 playbook no longer works. Below is what works in 2026, what it costs and where people lose time and money.

All amounts are converted to US dollars at the official rate and rounded up.

What changes for Armenian residence permits on 1 November 2026

The headline change is time. Parliament passed amendments to the 2006 Law on Foreigners (Law HO-11-N) in January 2026, and they take effect on 1 November 2026. The same day the Migration and Citizenship Service switches to a new electronic application system. The clearest guide to the reform comes from Srbuhi Minasyan, head of the department for the legal status of foreigners at the Migration and Citizenship Service of Armenia's Ministry of Internal Affairs.

Applications filed before 1 November are decided under the old rules. If you already hold a temporary permit and apply for permanent residence after 1 November, the new rules apply. Cards issued earlier stay valid until they expire.

The residence card becomes biometric and merges the permit, the identity card and the social card number, so you collect it in person. A new work entry visa of up to 120 days is introduced for nationals of countries that need a visa for Armenia; citizens of visa-free countries are not affected.

Citizens of the Eurasian Economic Union (EAEU: Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia) employed in Armenia are barely touched. They still need no work permit, but after signing an employment contract they must apply straight away for confirmation of lawful residence, and that now carries a fee of about USD 85.

How long can you stay in Armenia without a residence permit

Up to 180 days in a year: that is the Armenian Foreign Ministry's rule for every visa-free visitor. For comparison, Georgia allows up to 365 days in a row.

You may work while visa-free. Freelancers and remote employees from visa-free countries can live in Armenia for up to 180 days and work, but a contract with a foreign employer is not grounds for a permit. If you plan to stay longer, you need a status, and it is best started in your second or third month rather than in the last week: after 1 November an application means registering on the platform, uploading documents, answering the service's requests and collecting the card in person.

How to get an Armenian residence permit: all the grounds

Armenia does not sell residence for buying a flat, and it does not issue permits to remote employees of foreign companies. The grounds are unchanged: Armenian origin, business, study, employment, and family reunification with an Armenian citizen or with a foreigner who holds a permit.

The statistics show how they are used. According to Armenia's Statistical Committee (Armstat), in 2025 the country issued 4,046 temporary permits, excluding work permits: 1,980 for study, 1,276 for family, 764 for entrepreneurs and 26 for former citizens. Another 3,470 people received permanent status, 522 of them entrepreneurs.

Armenian residence through a sole proprietorship: how much money you need

USD 2,800 is the new entry ticket for an entrepreneur. There are two ways to meet it: hold that amount on the sole proprietor's accounts in drams or foreign currency, or show USD 2,800 of business turnover in the 60 days before you apply.

The second condition is the more dangerous one. If six months after the permit is granted the sole proprietorship shows no assessed tax, the permit lapses. A business registered only to get a card will no longer keep one, and at renewal the service checks that the activity continues.

The practical lesson: do not spend the qualifying balance on rent and furniture in the first weeks. If you hold it in a foreign currency, keep a buffer, because the law measures the threshold in drams and a weaker currency can drop you below the threshold. Registering a sole proprietorship in Armenia is still quick and cheap, but the tax regime you pick now affects your status as well; more on that below.

If you need a company rather than a sole proprietorship, compare structures and countries on our company registration page. For the founder of an Armenian limited company the bar is twice as high: USD 5,600 in share capital.

How much does an Armenian residence permit cost in 2026

After 1 November the fee for a temporary permit is about USD 420, 43% more than the old USD 290. For permanent residence the jump is steeper, 79%: from about USD 390 to USD 690. One detail from the service's own explanation matters: the money pays for the review of the application, so it is not refunded if you are refused.

PaymentCost
Temporary permit, first issue or extensionabout USD 420
Five-year permanent residenceabout USD 690
10-year special residency statusno longer issued
Lawful residence certificate for EAEU workersabout USD 85

Worked example for a couple applying for temporary permits: fees come to about USD 830 for the two of them. The main applicant's business account must hold USD 2,800. Three years later, moving to permanent residence costs about USD 1,400 in fees for the two of them.

The temporary permit fee is about $420, and it is paid before the decision, not after

Mistakes cost more than the fees: the migration service says the fee of about $420 pays for the review and is not refunded on refusal, a missed request for extra documents can cost the application, and a balance in a foreign currency can slip below the $2,800 threshold. Murblz support removes these risks: we choose the ground, check the file before the fee is paid, keep a currency buffer on the account and answer the service's requests on time. We guarantee professional work and a transparent process, and in most cases a result on the first filing.

The cost of support is on request from a manager.

Can you get Armenian residency by buying property or investing

A flat in Yerevan does not by itself give you a residence permit, and the reform does not change that. Property shows a tie to the country and helps with banks, but the status comes from business, work, study, family or origin.

After 1 November there are two investment routes, and neither is about square metres. The first is a temporary permit for putting at least USD 5,600 into the share capital of an Armenian company or into its shares and securities. The bar is low for the region: in Georgia a property-based permit has required at least USD 150,000 since 1 March 2026. But the status is fragile: if the market value falls below USD 2,800 or the money is withdrawn, the permit is cancelled.

The second is permanent residence for an investment whose size, under the law, the government sets by a separate decision. Holders of this card are even exempt from reporting absences longer than 183 days. But we have found no published threshold or list of eligible assets in official sources, so it is too early to treat this route as open. If a property-based route is what you need, look at the neighbours: Turkish residence permits, for example, are issued on the basis of a home you own or rent.

What taxes does a sole proprietor pay in Armenia in 2026

10% of turnover is what a typical service-sector sole proprietor pays in 2026: design, marketing, consulting, development. The old story about Armenia's 5% is out of date. Under Armenia's Tax Code, other activities are taxed at 10%, trade at 10%, manufacturing at 7% and public catering at 12%, while the 1% rate is left only for income from activities on the government's high-tech list.

There are three small-business regimes, and you should choose before applying for a permit, because the regime decides whether your business shows assessed tax six months later.

RegimeAnnual turnover capTaxWatch out for
Micro-businessup to USD 67,000exempt from the main taxes; 20% income tax on employees' paythe Tax Code bars a whole list of activities from this regime: check your activity code before registering
Turnover taxup to USD 320,000 in the previous yearservices and trade 10%, manufacturing 7%, catering 12%, high-tech 1%apply to the tax authority by 20 February; file and pay quarterly within 20 days of the quarter's end
General regimeno cap20% personal income tax for sole proprietors, 18% corporate income tax for companies, 20% VATconsulting, marketing, design and data processing services for clients outside Armenia are zero-rated for VAT

For traders on turnover tax, the Tax Code provides a deduction of 9.5% of the cost of goods bought in the period, if properly documented, but the final tax cannot fall below 1% of turnover. There is no such deduction for services, so plan on the full rate.

IT companies get a separate package. From 2025 to 2031, companies in the High-Tech Registry that earn more than 90% of revenue from such activities pay 1% turnover tax, can deduct 200% of qualifying research and development salaries and recover 60% of wage income tax for new hires.

Mandatory contributions come on top. A sole proprietor born on or after 1 January 1974 pays a funded pension contribution: 5% of income if annual income is no more than USD 17,000, or 10% of income minus USD 830 above that. Sole proprietors with annual income above USD 6,700 are also liable for the mandatory health insurance contribution of about USD 360 a year. Murblz specialists will check whether it applies to you as a foreigner before your first filing.

Worked example: a designer on turnover tax invoices USD 34,000 in a year. Turnover tax comes to about USD 3,400. The pension and health contributions add several hundred dollars more on top, so the real burden ends up well above 10%. The full breakdown of rates and filing dates is on our Armenia taxes page.

When do you become an Armenian tax resident

183 days in a calendar year, from 1 January to 31 December, and you are an Armenian tax resident. Beyond day counting, residence also follows from having your centre of vital interests in Armenia or serving in the Armenian civil service. A residence permit does not by itself make you tax resident, and you can become resident without one.

Residents pay tax on worldwide income: salaries and other income at a flat 20%, dividends at 5%, royalties and rental income at 10%. Tax paid abroad can be credited, capped at the Armenian tax on the same income. Non-residents pay only on Armenian-source income.

The costliest mistake is assuming that moving automatically ends your tax residence at home. It ends by day counts, not by intention: until you have spent enough days abroad, you can be resident in two countries at once. How to count the days and resolve a conflict is covered in our article on the 183-day rule. Keep boarding passes and passport stamps from month one.

Can a non-resident open a bank account in Armenia

A non-resident can open an account, but in 2026 it is no longer the one-hour visit it was in 2022. From late 2025 banks began turning away some foreign clients, rejecting some payments and closing accounts with no explanation beyond internal compliance requirements, meaning the checks a bank runs on a client and the client's money.

Since 12 August 2026 this is written into regulation. The Central Bank of Armenia approved minimum internal control standards that require banks to identify, suspend or reject transactions that may be aimed at circumventing sanctions against Russia before they go through. For individuals, banks must look at citizenship, residential address and tax residence; for companies, at where they are based and operate, their affiliates and their beneficial owners. The screening covers counterparties, not only the client, and a client must be reviewed within one business day of any change to sanctions lists or to the client's details.

The second factor is transparency. Since 2025 Armenia has exchanged financial account data under the CRS (Common Reporting Standard, the framework of the Organisation for Economic Co-operation and Development (OECD) under which banks report foreigners' accounts to the tax authority, which passes the data to the tax authority of the country where the owner is resident). An Armenian account is no longer invisible to the tax office back home.

What this means in practice:

  • Plan a visit in person. Treat offers to open an account remotely through an intermediary with extra care: the bank will still vet you, and an account with no clear tie to Armenia is the first to be reviewed.
  • Show a link to Armenia. Formally you do not need a residence permit for an account, but a lease, a registered sole proprietorship, a local phone number and a tax number answer most questions.
  • Prepare proof of the source of funds. Contracts, statements, tax returns and records of asset sales. How to build that file is explained in our article on the source of funds.
  • Check the payment chain. If your employer or client has sanctioned founders or beneficiaries, the bank may refuse to credit the money even though you personally are on no list.
  • Keep the account active. Rare large inflows with no stated purpose are a classic trigger for questions or a freeze.

Refusal without reasons is still normal and arguing rarely helps. So treat an Armenian account as one of several; how to set up backups in other countries is covered in our guide to a bank account abroad.

Armenia, Georgia, Kazakhstan or Serbia: where is it easier to settle

Armenia wins on ease of entry and, after the reform, loses on the length of the road to permanent status. Here is a comparison on the key points, with details in our country guides.

CountryTypical route to a permitWhat comes next
Armeniasole proprietorship with USD 2,800 on the account or in turnoverpermanent residence after 3 years of temporary permits; dual citizenship allowed
Georgiasole proprietor with small business status, 1% of turnover up to GEL 500,000; since 1 March 2026 a foreigner without permanent residence needs a work permitpermanent residence after 10 years of temporary permits, citizenship after 10 years of residence
Kazakhstanpermit on specific grounds; sole proprietorship only for foreigners who hold a residence permitgeneral permanent residence only after a Kazakh language test and with $13,000 in the bank
Serbiasole proprietor on a flat-rate tax, company, employmentpermanent residence after 3 years; citizenship requires giving up your previous one

If a long stay without any status matters most, Georgia wins; see Georgia in 2026. To compare Armenia with Kazakhstan, use our guide to moving to Kazakhstan. If your goal is a European country with fast permanent residence and you are ready to give up your current passport for a Serbian one, read our Serbia residence permit guide.

How to apply for an Armenian residence permit after 1 November: step by step

From 1 November every application goes through the Migration and Citizenship Service's new electronic system; the migration.e-gov.am portal and the Early One app stop taking applications. If your appointment falls after 1 November, you will file through the new system and under the new rules. For a sole proprietor the sequence looks like this:

  1. Entry and an address. Arrive on your passport and rent a home with a written lease; both the service and the bank will want it.
  2. Sole proprietorship and account. Register the business, choose a tax regime and open a business account.
  3. Financial threshold. Put USD 2,800 on the business accounts or build that much turnover from real activity in the 60 days before applying.
  4. Application. Register on the electronic platform, upload documents and pay the fee of about USD 420. The government approves the exact document list, so check it on the platform before filing.
  5. Requests from the service. Answer requests for extra documents through the same platform and watch for messages: a missed request can cost you the application.
  6. The card. Collect the biometric card in person.
  7. Living with the status. Keep paying tax with no gap longer than six months, report any absence over 183 days within 10 days and renew the permit every year. After three years, apply for permanent residence.

What an Armenian residence permit gives you and how to reach citizenship

A permit removes the main limit of visa-free stay: you can live in Armenia beyond 180 days without counting days or leaving to reset the clock. The card makes banks, landlords and local counterparties easier to deal with, and years on a permit count towards permanent residence and a passport.

An ordinary applicant for Armenian citizenship needs three years of residence in the country, an Armenian language exam and knowledge of the Constitution. The fee is about USD 140, applications go only through the mcs-citizenship.am system, and citizenship is granted by presidential decree. Ethnic Armenians are exempt from the three-year rule under Article 13 of the Citizenship Law, which is why a record 32,000 such applications were filed in 2025. The routes are covered in detail on our Armenian citizenship page.

That road may get longer. In 2026 Armenia's Ministry of Internal Affairs put a draft out for public consultation: five years of lawful residence with at least 915 days physically in the country on general grounds; three years and 549 days for spouses, parents and children of citizens and for refugees; two years and 366 days for ethnic Armenians. The citizenship fee would rise fivefold to about USD 690. It is still a draft, with a proposed start date of 1 January 2028, and applications filed before then would stay under the current rules.

Armenia allows dual citizenship, so you do not have to give up your current passport, but you keep obligations to both countries. What that means for tax, conscription and travel is covered in our article on dual citizenship. The heaviest of those obligations is military: compulsory service in Armenia applies only to citizens, so a man of conscription age who takes the passport falls under the Armenian draft. For families with sons this is often the deciding factor.

Pitfalls and who Armenia is not for

The 2026 reform changes the maths for anyone who came for fast permanent residence. These are the places where people most often lose money and time:

  • Quotas. The government sets an annual cap on temporary and permanent permits, and once it is reached the system refuses automatically. Applying late in the year may therefore be riskier than applying early.
  • No refund. The fee of about USD 420 pays for the review, so an incomplete file is money lost.
  • A sole proprietorship with no turnover. Six months without assessed tax and the permit lapses.
  • The dram rate. The USD 2,800 threshold is measured in drams, and a foreign currency balance can slip below it when rates move.
  • Long trips. Away for 183 days or more? Notify the service through the platform no later than 10 days after that. It is a new duty and an easy one to forget.
  • Rent. Housing in Yerevan is the largest and most volatile item in the budget, rising with each wave of newcomers. Districts and prices are in our Yerevan guide.

Armenia suits freelancers, IT specialists and small business owners with real turnover, employees of Armenian companies from EAEU countries, people of Armenian origin, and anyone who values easy visa-free entry and a quick start for a small business.

It does not suit people who want permanent residence quickly without living there: after 1 November that means three years of temporary status. Nor those looking for zero tax on foreign income: an Armenian resident is taxed on worldwide income, and other jurisdictions in our taxes by country section are a more honest fit. Nor anyone who wants residence for buying a flat. And not people whose money moves through sanctioned counterparties: under the Central Bank rules in force since 12 August 2026, Armenian banks must stop such payments.

FAQ

How do I get a residence permit in Armenia in 2026?
You need a ground: a sole proprietorship or a stake in an Armenian company, employment, study, family ties to an Armenian citizen or permit holder, or Armenian origin. Applications go through the Migration and Citizenship Service's electronic platform, and the biometric card is collected in person. Temporary permits are issued for one year and can be renewed.
What are the requirements for an Armenian residence permit through a sole proprietorship?
A sole proprietor must hold at least USD 2,800 on business accounts or show USD 2,800 of turnover in the 60 days before applying. If six months after the permit is granted the business shows no assessed tax, the permit lapses. Permanent residence on this ground now requires three years on temporary permits.
How much does an Armenian residence permit cost?
The fee is about USD 420 for a temporary permit and about USD 690 for permanent residence. The fee pays for the review, so it is not refunded on refusal. Budget separately for translations and rent while the case is processed.
Can I get Armenian residency by investment or by buying property?
Buying a flat or house does not by itself qualify. A temporary permit is available for investing at least USD 5,600 in the share capital or shares of an Armenian company, and permanent residence for investment is planned at a threshold the government has yet to publish.
Can a non-resident open a bank account in Armenia?
Banks open accounts for non-residents, but since 12 August 2026 Central Bank of Armenia rules require them to check a client's citizenship, address and tax residence and to stop transactions that look like sanctions evasion. Expect an in-person visit, proof of the source of funds and evidence of ties to Armenia such as a lease, a registered business or a local phone number. Refusals without reasons still happen.
How long can I stay in Armenia without a residence permit?
Citizens of visa-free countries can stay up to 180 days a year and may work during that time. To stay longer you need a residence permit.
What does an Armenian residence permit give you?
The right to live in the country beyond 180 days without border runs, easier dealings with banks and landlords, and time that counts towards permanent residence and citizenship. A permit does not by itself make you tax resident: that follows from 183 days in Armenia in a calendar year or from having your centre of vital interests there.
How many years until Armenian citizenship?
An ordinary applicant needs three years of residence in Armenia, an Armenian language exam and knowledge of the Constitution; the fee is about USD 140. Ethnic Armenians are exempt from the three-year rule.
