Serbia residence permit: all routes
Work, your own company, property, family, study or a recognised degree: almost everyone has a ground for a Serbian residence permit. Permanent residence comes after 3 years.

Serbia lets Russian citizens in without a visa for 30 days and accepts residence applications online, including from abroad. Permits are issued for up to 3 years. After 3 years of continuous residence you can apply for permanent residence. Below are all the grounds, timelines and the total in dollars.
Which residence grounds the law provides
Serbia's Law on Foreigners lists more than ten grounds for a temporary residence permit. The main ones are work, your own company, study, family reunification, owning property, research and medical treatment.
On top of them the government created four special categories: startup founders, investors, specialists with a recognised higher education degree and people of Serbian origin.
Since 1 February 2024 work and your own company are covered by a single residence and work permit. The other grounds give a standard residence permit.
On a free consultation we check your documents and tell you straight which option suits you.
What changed on 1 February 2024
The 2023 amendments to the Law on Foreigners took effect on 1 February 2024 and made moving to Serbia much simpler.
- Temporary residence up to 3 years instead of one year.
- Permanent residence after 3 years of continuous temporary residence instead of 5.
- Single permit covering residence and work in one document, reviewed in 15 days.
- Online filing only - via the portal for foreigners, with no police visits at the filing stage.
We will work out online the investment or income your family needs and what the permit costs for each member.
Serbia residence grounds: requirements, term and fees
Two routes have their own pages: residence through your own company and a director role and the investor category with a deposit of about $57,000.
| Ground | What is needed | First permit term | State fees |
|---|---|---|---|
| Own company or sole trader | registration and real activity | up to 3 years | ~$250 |
| Employment | a contract with a Serbian employer | up to 3 years | ~$250 |
| Own property | an apartment or house registered in the cadastre | up to 3 years | ~$250 |
| Family | marriage or kinship with a Serbian citizen or permit holder | up to 3 years | ~$250, ~$140 with a Serbian citizen |
| Study | enrolment at an accredited university | length of study, up to 3 years | ~$250 |
| Recognised degree | a decision recognising your higher education degree | 1 year | ~$250 |
| Investor | ~$57,000 in a Serbian bank account | 6 months | ~$250 |
| Serbian origin | a document proving Serbian origin | 1 year | ~$250 |
Fees cover the application, the permit itself and the card, at the official National Bank of Serbia rate, rounded up. The cost of the ground itself comes on top: company registration, buying a home, degree recognition.
A foreigner can buy property in Serbia if their country allows Serbs to buy. This condition is met for Russian citizens.
Serbia residence permit with a university degree
Searches for a residence permit based on a degree point to a special category for specialists. It goes to a foreigner whose higher education degree has been officially recognised in Serbia. The government decree sets no requirement on the field of study.
- Degree recognition. You apply online to Serbia's Qualifications Agency. By law the decision is due within 60 days.
- Residence application. The recognition decision is added to the standard file.
- The first permit is issued for 1 year.
- Renewal is for another year. It requires an employment contract in Serbia or your own registered company.
You can work on this permit once the right to work is arranged under the rules on employing foreigners. So the degree route is a convenient start: find a job or open a business within a year and move to a single permit.
A degree from a Serbian university needs no recognition. After graduation the study permit is switched to work or your own company.
Serbia residence permit: rules by citizenship in 2026
The law sets no special restrictions for Russian citizens: grounds, terms and fees are the same as for everyone. Two things work in their favour: visa-free entry and the right to buy a home.
- Visa-free entry for up to 30 days.
- You can apply while in Serbia without a visa.
- You can stay until the decision if the application was filed on time.
- Online filing also works from Russia or a third country.
- Buying a home is allowed: Russia gives Serbian citizens the same right.
- Russian documents on marriage and birth need an apostille and a Serbian translation.
The most common routes for Russians are their own company and employment. Both give a 3-year single permit and the shortest path to permanent residence.
What a Serbian residence permit gives
- Life in Serbia for up to 3 years with renewal.
- Work without a separate permit if issued as a single permit.
- Family with you: your spouse and children get permits on your ground.
- Permanent residence after 3 years, then citizenship after 3 years of permanent residence.
- A bank account in Serbia on standard terms.
- Tax residence if you live in the country 183 days a year or more. Salary income tax is 10%, more in taxes in Serbia.
What it does not give is Schengen access. Serbia is not in the European Union, and trips to the European Union need a visa. Only a Serbian passport opens visa-free travel to Europe.
How much a Serbian residence permit costs in 2026
- First residence permit - about $250 including the application and the card.
- Single residence and work permit - also about $250.
- Permanent residence - about $230 including the foreigner ID card.
- Company registration - with the Business Registers Agency, low state fees; minimum capital of an LLC is under $5.
- Buying property - 2.5% transfer tax on resale, 10% VAT on new builds from developers, plus the notary.
- Health insurance - private insurance for a property-based permit; employees are covered by the state system through contributions.
- Murblz support - a manager will calculate the cost in the chat.
Fees are converted at the official National Bank of Serbia rate and rounded up.
About $250 in fees, but a refusal costs more
Mistakes cost more than the fees: a company without real activity that the migration service treats as a shell, a home not yet registered in the cadastre on the filing date, a missed address registration with the police, absences over 10 months in 3 years that restart the path to permanent residence. Murblz support removes these risks: Murblz specialists pick the ground with the longest term, check documents before filing and track renewal and absence deadlines. We guarantee professional work and a transparent process, and in most cases a result on the first filing.
The support fee depends on the ground and family size; a manager calculates it in the chat.
What the whole path to permanent residence costs
The cheapest path is a 3-year single permit through work or your own company. State fees up to permanent residence come to about $480: $250 for the permit and $230 for permanent residence.
If the permit is issued for a year, you pay the fee at every renewal. Example for the talent route or a one-year property permit: three permits at $250 and permanent residence at $230, about $980 in total.
The cost of the ground itself is counted separately. A company has to be run and pay taxes, a home bought, a degree recognised. The sooner you pick a ground with a long term, the fewer fees and police visits.
Steps and timeline
- Entry - Russian citizens enter visa-free for up to 30 days per visit.
- Ground - buying property registered in the cadastre or registering a company.
- Address registration - with the police within a day of moving in, unless you stay at a hotel.
- Online filing via the portal for foreigners with documents and fees.
- Review - the single permit within 15 days by law, a property-based permit usually up to 1-2 months.
- Card - collected at the local police, with fingerprints.
- Permanent residence - after 3 years of continuous residence.
Documents
- Passport valid beyond the permit term.
- Ground - a cadastre ownership extract, or company documents and an employment contract with it.
- Proof of funds - bank statements; for employees a contract stating the salary.
- Health insurance for the whole term.
- Address registration - a police certificate.
- For the family - marriage and birth certificates apostilled and translated into Serbian.
Requirements and how to get approved
- A company with no activity - the authorities check that the business actually operates, pays tax and salaries.
- No address registration - the filing is not accepted without it.
- Property not registered in the cadastre at filing.
- Breaks in residence - permanent residence needs 3 years of continuous temporary residence.
Taxes
- Income tax on salary - 10%, plus social contributions.
- Corporate tax - 15%.
- Sole proprietors can opt for a flat tax that does not depend on actual income within a limit.
- VAT - 20%, 10% on some goods and new homes.
- Property tax - annual, set by the municipality, usually up to 0.4% of the assessed value.
Path to permanent residence and citizenship
Permanent residence comes after 3 years of continuous temporary residence. Absences are allowed: up to 10 months in total over 3 years or up to 6 months at once. Years on a study permit do not lead to permanent residence by themselves: first the ground is switched to work or a company. Permanent residence is lost after more than a year abroad in a row. Citizenship by naturalisation follows 3 years of permanent residence, and Serbia expects you to give up your previous citizenship or declare it. A Serbian passport gives visa-free entry to the Schengen area. More on the sole proprietorship route: Serbia residence via a sole proprietorship in 2026.
Buying property as a foreigner
- Reciprocity - a foreigner buys an apartment or house if their country lets Serbs buy; this is met for Russian citizens. Foreigners cannot buy agricultural land.
- Notarised contract - a notary certifies the deal, then title is registered in the cadastre; the cadastre extract is what the residence permit needs.
- Taxes - 2.5% transfer tax on resale; from a developer, 10% VAT instead.
- Checks - owner in the cadastre, encumbrances, building use permit, utility arrears.
More: property in Serbia.
Life in Serbia: what to know
- Currency - the dinar; large purchases, rent and property are often priced in euros.
- Language - Serbian, written in both Cyrillic and Latin script; Russian speakers pick it up quickly.
- Cities - Belgrade is the capital and business centre, Novi Sad cheaper and calmer, Niš and Subotica cheaper still.
- Bank - with a residence permit an account is opened on standard terms; without one, with restrictions.
- Healthcare - public for contributors and a wide network of private clinics.
- Travel - Serbia is not in the European Union; a residence permit gives no right to enter Schengen.
