Serbia is one of the few European countries where owning a flat on its own gives a residence permit, and the law requires no minimum price. Demand has grown noticeably over three years: the average square metre in Belgrade rose from €2,475 in spring 2023 to €3,271 in spring 2026. According to Serbia's Republic Geodetic Authority, in the second quarter of 2026 the average square metre in Belgrade cost about €3,270, about $3,700. In Novi Sad it was about €2,360, about $2,700. In small towns of Vojvodina and the south there are flats below €1,000 per metre.

Within Belgrade the spread is huge: in Savski Venac with the new waterfront district a metre sells for up to €9,300, while in residential districts it is two to three times cheaper. New builds usually cost more than resale, but the tax is already in their price.

Can a Russian citizen buy an apartment in Serbia

Yes. Foreigners buy homes in Serbia on the basis of reciprocity, which is met for Russian citizens. Restrictions mainly concern farmland. The buyer needs a passport, a Serbian tax number and an account at a Serbian bank: property is not paid for in cash, the money goes through a bank.

Russian citizens enter Serbia visa-free for 30 days. That is usually enough to choose a flat and sign the contract, and then apply for residence based on ownership.

How to buy an apartment in Serbia: step by step

  1. Choosing and checking the property. The cadastre shows the owner, encumbrances and the building permit.
  2. A tax number and an account at a Serbian bank for payment.
  3. Contract before a notary. The notary certifies the sale contract, and payment goes through the bank.
  4. Registration of title. The notary sends the contract to the cadastre, and you are registered as owner.
  5. Tax return for the transfer tax.
  6. Residence permit based on ownership, if it is part of the plan.

How much the paperwork costs: taxes and fees

  • Transfer tax - 2.5% of the price on resale. By law the seller pays it, but in practice it is usually the buyer, so the contract says who pays.
  • New build from a developer - 10% VAT is already in the price, and no transfer tax is paid.
  • Notary and cadastre - at fixed tariffs, usually a small share of the price.
  • Annual property tax - from 0.4% of the assessed value, calculated by the municipality.
  • Tax on sale - 15% of the capital gain.

Serbian residence through buying an apartment

The Law on Foreigners names ownership of a home as a basis for temporary residence. A flat or house where the owner lives qualifies. The permit is issued for up to 3 years and renewed while the basis remains, and after 3 years of continuous residence you can apply for permanent residence.

  • An illegal extension or unapproved alterations: part of the floor area does not legally exist.
