Serbia attracts Russian retirees with visa-free entry, a Russian-speaking environment, inexpensive living and the fact that pensions are not subject to income tax. At the same time Serbia has no separate retirement visa: under the foreigners law a pension alone is not a basis for residence. Retirees get residence through their own flat or house, through family or through a business, and use the pension to prove means of support.

The clearest route is to buy a home: the law sets no minimum price, and title entered in the cadastre is enough. Residence based on property is granted for up to 3 years and renewable, and after 3 years of continuous residence you can apply for permanent residence.

Who can get residence as a retiree

The route suits those ready to buy a flat or house in Serbia and live here most of the year. Age is not checked; what matters is ownership, means of support and insurance. Residence based on property does not allow work: that needs a separate permit.

A husband and wife can get residence through one flat: the owner applies on the property basis, and the other spouse as a family member for the same term. Minor children and grandchildren in your care are added the same way. The property route is chosen more often than others because it does not depend on a job, marriage to a Serbian citizen or a company's turnover.

Documents and how to prove a Russian pension

  • a passport;
  • a cadastre extract naming you as owner, or a certified purchase contract if title is not yet registered;
  • a certificate of the awarded pension from the Social Fund of Russia with an apostille and Serbian translation, or statements of pension credits;
  • a Serbian bank statement of funds, if the pension is backed by savings;
  • private health insurance covering Serbia for the whole term;
  • registration of stay with the police, the so-called white card;
  • a photo and receipts for the fees;
  • for a spouse, a marriage certificate with an apostille and translation.

Under interior ministry rules, means of support are proven by a pension certificate, account statements or a guarantee, in an amount of at least the Serbian monthly minimum wage, about $620 (€550) in 2026. Translations are made by a court translator in Serbia.

A Russian citizen can buy a home: Serbia allows purchases on the basis of reciprocity, which is met for Russia. Registration of stay is done within 24 hours of moving in; without it the application is not accepted.

The pension certificate is obtained from the Social Fund of Russia or through the state services portal. A notary certifies a copy, the justice ministry office adds an apostille, and in Serbia a court translator translates it. The certificate should be recent, usually no older than 3-6 months on the day of filing.

Health insurance

Residence based on property requires private health insurance valid in Serbia for the whole term of the permit. It is taken out with a Serbian insurer, and the price depends on age.

Public healthcare is available to those paying contributions, such as employees. Retirees on property-based residence usually use private clinics: a doctor's visit costs $30-55 (€25-45), and complex treatment is best covered by a policy with a high limit.

Tax on your pension and the treaty with Russia

You become a Serbian tax resident after 183 days in the country within 12 months or when your centre of vital interests is here. Pensions awarded under pension insurance rules are exempt from income tax in Serbia; in practice this also covers foreign pensions, but it is best to confirm this for your case before moving.

Russia and Serbia have a double taxation treaty in force, and it has not been suspended. A Russian state pension is not taxed in Russia, so in most cases the pension remains untaxed in both countries. Buying a home carries a 2.5% transfer tax on the resale market or 10% VAT on a new build, and owners pay an annual property tax, usually up to 0.4% of the assessed value.

Most Russian retirees choose Novi Sad: a calm city on the Danube with a riverside, a fortress, a university hospital and housing cheaper than the capital. Nearby are Sremski Karlovci with its vineyards and Fruška Gora with its monasteries.

Belgrade suits those who value the best hospitals, theatres and an airport with direct flights. Zlatibor is chosen by lovers of mountains and clean air, and Niš and Subotica for low prices and a quiet life.

Housing prices in 2026: in Novi Sad a square metre averages $2,600-3,200 (€2,300-2,800), around $3,400 (€3,000) in the Old Town and Liman and about $2,600 (€2,300) in Petrovaradin. A one-bedroom flat of about 40 m² costs from $110,000 (€95,000). In smaller towns of Vojvodina and southern Serbia there are flats below $1,200 (€1,000) per metre.

Fees for property-based residence are about $280, not counting taxes on the purchase. Serbian citizenship under the general procedure requires renouncing your previous citizenship, so most retirees stop at permanent residence.

Common reasons for refusal

  • the only basis given is a pension, without property, family or a business;
  • title to the home is not in the cadastre and there is no certified contract;
  • no registration of stay, or it was done late;
  • insurance not covering the whole term or not valid in Serbia;
