Mexico is one of the few countries where a retiree with a high income can get permanent residence straight away, without a temporary stage. Everyone else gets temporary residence for up to 4 years, later exchanged for permanent. There is no separate retirement visa: everything depends on financial solvency.
The dollar thresholds are high for retirees from Russia, but the country does not require insurance for the visa, the climate is warm all year and life costs noticeably less than in the US and Canada. Below: thresholds, documents, taxes and a couple's budget.

Who can get residence as a retiree
Temporary residence requires income from $4,630 a month over the last 6 months or an average balance from $78,025 over 12 months. About $1,498 of income or balance is added for each family member. A retiree with a pension of about $7,300 a month can apply straight for permanent residence; the exact threshold depends on the consulate because it is calculated from Mexican reference units.

Documents and how to prove a Russian pension
- passport;
- application form and photo for the resident visa;
- bank statements for 6 months showing income or for 12 months showing the average balance;
- a pension award certificate from the Social Fund of Russia showing the amount;
- marriage and children's birth certificates with apostilles and translations for family members;
- receipt for the $56 consular fee.
Consulates usually want to see income in an account, not just a pension certificate: if the pension arrives on a Russian card, statements from that bank are needed. Spanish translations are made as the specific consulate requires.
Russian cards do not work in Mexico, so money for living is transferred to a Mexican or foreign account. A Mexican bank account is easier to open once you hold a resident card.
If the pension is small but there are savings, the average balance route is often easier: the consulate looks at the average balance over 12 months, not a one-off top-up before applying.
Health insurance
Health insurance is not required for the resident visa, but it is needed for life there: foreigners usually use private hospitals, which are good in large cities. Policies for older people cost more, and chronic conditions are often excluded.
Residents can voluntarily enrol in the public social security system, but with limits on pre-existing conditions and waiting periods, so private insurance remains the main option.
Trips to the US and other countries need a separate policy: Mexican insurance often covers treatment only in Mexico.
Tax on your pension and the treaty with Russia
Mexican tax residence depends not on days but on having your home in the country: if your main home is here, you are a resident. Residents pay tax on worldwide income at 1.92 to 35%; pension payments are partly exempt, but for foreign pensions this is checked case by case.
The double tax treaty between Russia and Mexico is in force and has not been suspended. Russia does not tax its state pension.
Residents file an annual return in April for the previous year. If the pension and savings sit in a Mexican account, the bank withholds tax on deposit interest automatically, so many keep the main sum abroad and transfer money to Mexico for living costs.

Mexican consulates calculate income each in their own way, and retirees most often lose on statements: the wrong months, the wrong balance, no proof of source. Mérida in Yucatán is one of the country's safest large cities, with a colonial centre, private clinics and affordable living; the downside is a hot, humid summer. Guadalajara and nearby Lake Chapala have long been popular with US and Canadian retirees for their mild year-round climate.
On the Caribbean coast retirees live in Playa del Carmen and its surroundings: the sea and many foreigners, but higher rents and tourist bustle. Mexico City suits those who need the best hospitals and culture, though the altitude and noise of the capital are not for everyone.

A one-year temporary resident card costs about $305 and a 4-year card about $1,370; fees are revised every January. Mexican citizenship is available after 5 years of residence, and you sign a renunciation of your previous citizenship when receiving the certificate.
Common reasons for refusal
- income below the threshold or statements for the wrong months;
- a 12-month average balance below the requirement;
- no proof of the source of income;
- the visa not exchanged for a card within 30 days of entry;
- inconsistent details in the passport, certificates and form.
A consulate refusal is hard to challenge; it is easier to apply again with the right statements or at another consulate, since thresholds and statement requirements differ between consulates. Many retirees live in Mexico for half the year, which temporary status allows, but long absences get in the way of citizenship.
