Indonesia has a retirement visa for foreigners aged 55 and over: it needs income from $3,000 a month, a sponsor and insurance. Under the treaty a Russian pension is taxed only in Russia, and life in Bali costs a couple from $900 a month.

Indonesia is one of the few Asian countries with a separate visa for retirees. It is issued to foreigners aged 55 and over with a pension or passive income from $3,000 a month, and the permit is granted for a year and renewed. Retirees most often choose Bali: the sea, warmth all year round and quiet Sanur with its hospitals.
For those with capital but no high income, the second home visa for 5 or 10 years with a deposit of about $120,000 works. Below is who qualifies, documents, insurance, taxes, a couple's budget, where people settle and the steps.

Who can get residence as a retiree
The retirement visa is issued to foreigners aged 55 and over who can show a pension or other passive income from $3,000 a month and a balance of at least $2,000 for living in Indonesia. A sponsor in the country registered on the immigration website is required. The permit is issued for a year and renewed; there is a 5-year option if at least $50,000 is placed in a state bank account within 90 days.
Work is not allowed on the retirement visa. If the pension and passive income are below $3,000 but there is capital, the second home visa fits: a deposit of 2 billion rupiah, about $120,000, in a state bank or property from $1 million, for 5 or 10 years, with no age requirement.

Documents and how to prove a Russian pension
- a passport valid for at least 18 months and a photo;
- proof of a pension or passive income from $3,000 a month;
- a bank statement with a balance from $2,000;
- a letter from the sponsor in Indonesia;
- health insurance valid in Indonesia;
- a housing lease;
- translations of documents into Indonesian by a sworn translator.
A Russian pension is proved with a pension statement from the Gosuslugi portal or the Social Fund and statements showing it arrives every month. Income from work and business does not count for the retirement visa; pensions, interest, rent and annuity payments do.
A Russian pension alone rarely reaches $3,000, so income is combined from the pension, renting out a flat and deposit interest. If the sum falls short, the retirement visa is compared with the second home visa.
Health insurance
The retirement visa requires health insurance valid in Indonesia. Private clinics in Bali and Jakarta are of a good standard and a doctor's visit costs $30-85, but serious treatment without insurance is expensive, and many fly to Singapore for complex cases.
For people over 55 a policy costs more and may exclude chronic conditions. It is chosen before applying, checking whether it covers evacuation to another country.
Tax on your pension and the treaty with Russia
You become an Indonesian tax resident after 183 days in the country in any 12 months or if you intend to live there. A resident pays tax at 5-35% on worldwide income.
But under the double tax agreement with Russia a pension is taxed only in the country that pays it. So a Russian pension is not taxed in Indonesia, and in Russia the state pension is not taxed at all. Interest, rent and dividends from Russia are taxed for an Indonesian resident. Where retirees settle
Sanur in Bali is the top choice for retirees: calm and flat, with pavements, a seafront promenade and hospitals. Ubud offers greenery, rice fields and cooler air, but no sea and high humidity. Canggu and Seminyak are noisy and expensive, mostly home to remote workers. More in the guide to Bali.
Jakarta has the best hospitals and big shopping centres, but traffic and heat; foreigners live in green Menteng and Kemang. Lombok next to Bali is quieter and cheaper, while Bandung and Yogyakarta on Java attract with a cooler climate and cultural life.
The climate is tropical: warm all year, with the rainy season roughly from November to March.

Fees for a year are about $400: the visa, application check, stay permit and re-entry permit. For the 5-year option the deposit from $50,000 is placed in a state bank within 90 days of the permit being issued.
Common reasons for refusal
- income below $3,000 a month or not backed by statements;
- salary or business income included in the income;
- an account balance below $2,000;
- no sponsor in Indonesia;
- insurance not valid in Indonesia;
- no sworn translation of documents or overstays on past trips.
The most common mistake is showing a pension together with a salary. Only pensions and passive income count for the retirement visa, so the sum is put together in advance from the pension, rent and interest.
