Retiring in Colombia in 2026: how to get residence

Colombia is one of the few countries with a dedicated visa for retirees. It is granted to anyone receiving a lifetime pension of at least 3 national minimum wages: in 2026 that is 5,252,715 pesos a month, about $1,640 at 3,209.78 pesos to the dollar in 2026. Russian citizens need no visa for visits of up to 90 days, and the retiree visa is applied for online, including from inside Colombia.
The threshold is above the average Russian pension: in roubles it is about 139,300 a month at 84.93 roubles to the dollar. So the visa mainly suits recipients of higher pensions, and for others we find different grounds. Who can get residence as a retiree
The retiree visa is a migrant visa granted at the discretion of Colombia's Ministry of Foreign Affairs. The key condition is a lifetime pension, proven by a document and worth at least 3 minimum wages a month at the time of review.
- recipients of a lifetime state or private old-age, disability or long-service pension from Russia or another country;
- the retiree's spouse or permanent partner and children, as dependants, on separate visas of the same term;
- a pension paid in roubles is converted into pesos at the rate on the review date, so a pension close to the threshold needs a margin;
- if the pension is below the threshold, options include the investor visa, the remote work visa for foreign income, or a visa through marriage to a Colombian citizen.
Documents and how to prove a Russian pension
- a passport and a copy of the page with the latest entry stamp to Colombia if applying from inside the country;
- a certificate of the lifetime pension awarded by the Social Fund of Russia, showing the amount, with an apostille;
- bank statements showing pension payments for recent months;
- a police clearance certificate with an apostille;
- a private health insurance policy for the whole visa term, with full cover in Colombia and repatriation;
- a photo meeting the Ministry's requirements and the online form;
- for a spouse, a marriage certificate with an apostille.
All Russian documents are translated into Spanish by an official translator, otherwise the application is returned. It is best to order the pension and police certificates shortly before filing: recent documents raise no questions.
You can keep receiving the pension from the Social Fund of Russia, but Russian bank cards do not work in Colombia. So plan in advance how the money will reach a Colombian account, and keep statements of regular payments for the visa renewal.
Health insurance
The Ministry of Foreign Affairs requires private health insurance with full cover in Colombia, including repatriation, for the whole stay. If the policy is shorter, the visa may be issued only for the policy's term, so it pays to buy 3 years of cover at once.
Once you have the visa and the foreigner ID card you can join the Colombian health system through one of the mandatory insurance companies and pay contributions based on income. Many retirees also buy a private medical plan: private clinics in Medellín and Bogotá are among the best in Latin America.
Tax on your pension and the treaty with Russia
You become a Colombian tax resident after 183 days in the country within any 365 consecutive days. A resident is taxed on worldwide income, but pensions, including those received from abroad, are taxed only on the part above 1,000 tax units a month - 52,374,000 pesos in 2026, about $16,320. An ordinary Russian pension is not taxed in Colombia.
Russia does not tax a state pension either. There is no double tax treaty between Russia and Colombia, so for dividends, interest and rent from Russia it matters which country you remain a tax resident of. Retiree visa support up to the foreigner ID card
Colombia's retiree visa is filed online, but refusals come from small things: the pension falls below the threshold once converted into pesos, the translation is not official, or the insurance lacks repatriation. Where retirees settle
Most foreign retirees live in Medellín: spring weather all year, a metro, strong private clinics and the green districts of Laureles and Envigado. Bogotá suits those who value top hospitals and direct flights, but the capital sits at about 2,600 metres, so people with heart or lung conditions should consult a doctor first.
Cartagena and Santa Marta offer the Caribbean, heat and old colonial quarters. Pereira, Manizales and Armenia in the coffee region are chosen for their mild climate, calm and prices below Medellín's. In any city choose the district carefully: safety changes a lot from one neighbourhood to the next.

The review fee is about $54 and the visa issue fee about $270, both paid in dollars. The foreigner ID card is obtained from Migración Colombia within 15 days of receiving the visa; without it opening an account, signing a lease or getting health insurance is difficult.
Common reasons for refusal
- a pension below 3 minimum wages after conversion into pesos on the review date;
- the certificate does not show that the pension is for life, or has no apostille;
- the translation was not made by an official translator;
- insurance without repatriation or shorter than the visa term requested;
- no police clearance certificate or an outdated one;
- missing the 15-day registration deadline with the migration service, which means a fine and problems at renewal.
