Ecuador is one of the best-known retirement countries in Latin America: the dollar instead of a local currency, a spring-like mountain climate and a pensioner visa with clear rules. The 2026 threshold is three basic wages, $1,446 a month, plus $250 for each family member.
Applications are filed online, and from age 65 the visa fee is halved. The catch is tax: Ecuador taxes residents on worldwide income, so the pension is worth calculating in advance. Below is who qualifies, documents, a couple's budget and the steps.
Who can get residence as a retiree
The pensioner temporary residence suits those receiving a pension from abroad of at least three Ecuadorian basic wages a month, $1,446 in 2026. For each family member you include, another $250 a month must be shown. Age is not checked separately.
The permit is issued for 2 years and renewed once. After 21 months of temporary residence you can apply for permanent residence and then for citizenship.

Documents and how to prove a Russian pension
- passport valid for at least 6 months;
- an official certificate of monthly pension payments from abroad, apostilled;
- police certificates from your country of citizenship and countries where you lived in the past 5 years, apostilled and translated;
- health insurance covering Ecuador for the visa term;
- a 5 by 5 cm colour photo;
- for dependants, marriage and birth certificates with an apostille.
The Social Fund of Russia certificate must be on paper with a stamp and show the monthly amount: an electronic statement cannot be apostilled. Documents are translated into Spanish.
Ecuador uses the dollar, so a pension in roubles is converted at the exchange rate, and a margin above the threshold helps when it fluctuates.
Health insurance
The visa requires health insurance covering Ecuador for the whole term. Private clinics in Quito and Cuenca are inexpensive by US and European standards, so a policy is often cheaper than expected.
After getting residence you can voluntarily join the public social security system and use its hospitals, but waiting times are longer than in private clinics.
On the coast and in small towns the choice of clinics is narrower, so retirees with chronic conditions more often choose Quito or Cuenca with large private hospitals.
Tax on your pension and the treaty with Russia
You become an Ecuadorian tax resident after 183 days in the country in a tax year. A resident pays tax on worldwide income at 0-37% with a tax-free allowance of about $12,200 a year, so a pension of about $17,000 a year is worth calculating in advance. There is no double tax treaty between Russia and Ecuador.

Where retirees settle
Quito is the capital at 2,800 metres with spring weather all year, good clinics and an airport. Foreigners live in González Suárez, La Floresta and Cumbayá in the valley.
Cuenca is a quiet colonial city with one of the largest communities of retirees from the US and Canada: low rents, a walkable centre and a mild climate. On the coast, in Salinas and Manta, it is warmer and cheaper but humid, with fewer hospitals.
The climate depends on altitude rather than season: Quito and Cuenca are around 20 degrees by day all year with cool nights, so no air conditioning is needed. The coast is hot and humid, and at high altitude the first days can be hard to adjust to, especially for people with heart conditions.
