Retirees from outside the EU live in Cyprus on visitor status: income from abroad of at least $27,000 (€24,000) a year, money in a Cypriot account and no work. The permit is issued for a year and renewed every year. The fees are symbolic; the main work is proving income and preparing the papers correctly.

Since 2026 Cyprus has made tax on foreign pensions even lighter: the first $5,600 (€5,000) a year is tax-free and the rest is taxed at 5%. Below is who qualifies, how to prove a Russian pension, what a couple's life costs and the steps of the move.

Who can get residence as a retiree

Visitor status suits those with a stable legal income from abroad of at least $2,300 (€2,000) a month for the main applicant: a pension, rent, dividends. Add 20% for a spouse or dependent parent and 15% per child. Income from work in Cyprus does not count, and you may not work on visitor status.

Visitor status is temporary: it is renewed every year, and years on it do not automatically lead to permanent status. Those who want to live in Cyprus without annual renewals can take permanent residence by investment. For some retirees it is the better deal: buy a home once and stop proving income every year.

Documents and how to prove a Russian pension

  • passport and copies of all pages with stamps;
  • a Social Fund of Russia pension certificate with the amount, apostilled;
  • statements of income for recent months;
  • a Cypriot bank statement and proof of the transfer from abroad;
  • a lease with stamp duty paid or proof of ownership;
  • health insurance with inpatient and outpatient cover;
  • a police certificate with an apostille and translation;
  • a medical exam in Cyprus and photos.

The pension certificate must be a paper document with a stamp: an electronic statement from the government services portal cannot be apostilled. Documents are translated into Greek or English by a sworn translator.

Money goes into the Cypriot account by transfer from abroad: cash or a transfer from another Cypriot account does not prove the source. In practice about $12,000 (€10,000) for the applicant and $5,600 (€5,000) per family member are expected at the first filing.

Health insurance

Visitor status requires a private policy with inpatient and outpatient cover for the whole term. It costs more at older ages, so choose it before filing. The medical exam is done in Cyprus after arrival.

The private policy is renewed every year with the permit, so what matters is not only the price but the insurer's willingness to renew with age. Premiums rise with age, so compare renewal terms, not just the first-year price.

Tax on your pension and the treaty with Russia

You become a Cyprus tax resident after 183 days on the island in a year. Since 2026 a resident chooses each year how a foreign pension is taxed: 5% only on the amount above $5,600 (€5,000), or the general scale with the first $25,000 (€22,000) a year tax-free. A 2.65% contribution to public healthcare is also withheld from the pension.

Russia suspended its double tax agreement with Cyprus in 2023. This does not affect a state pension: Russia does not tax it. More in taxes in Cyprus.

If you rent out a flat in Cyprus, rental income is taxed on the local scale, with 20% of the rent deducted as notional expenses. Share sales and dividends are not taxed for a newcomer without Cypriot domicile, which suits retirees with savings in securities.

Larnaca is the most affordable seaside city: rent a third below Limassol, the airport nearby, a promenade and everything you need without a car. Paphos has similar prices and the villages around are cheaper still, but a car is essential and some cafés close in winter.

Limassol suits those who value the best clinics and city life, but it is the island's most expensive city. Nicosia is the inland capital, hotter in summer and without the sea, but close to government offices.

Common reasons for refusal

  • income below the threshold including family surcharges, or income from work in Cyprus;
  • money deposited without a transfer from abroad;
  • working on the island during visitor status;
  • an unregistered lease or insurance without the required cover;
  • a criminal record;
  • an application filed after the permitted stay ended.

At renewal the Cypriot account balance, the extended lease and valid insurance are checked. A repeat medical exam and police certificate are usually not required if circumstances have not changed.
