Cyprus is an EU country using the euro, where banks are supervised by the Central Bank of Cyprus and within European banking supervision. A personal account here is opened by those relocating to the island, buying or letting a home, working for a Cypriot company or keeping part of their savings in euros. After 2013 Cypriot banks tightened client checks sharply, and since 2022 EU sanctions rules for Russian citizens have been added. So success depends on preparation: a clear link to Cyprus, confirmed income and a clean payment history.
Can you open an account in Cyprus without residence or a visit
The law does not require residence for a personal account, but in practice a bank will open one for a non-resident only with a clear purpose: renting or buying a home in Cyprus, working for a Cypriot company, relocating on a work or other visa. Without a link to the island a Russian citizen will almost certainly be refused. The bank usually asks for an in-person meeting at a branch; some banks run a video check for clients with an EU address. Consumers legally resident in the EU are entitled to a payment account with basic features: the Central Bank of Cyprus issued a separate guide on this with the consumer protection service. Which banks accept Russians
After 2022 the large Cypriot banks closed some accounts of Russians without a link to the island and take such new clients reluctantly. They work more willingly with those who hold a Cypriot residence permit, a job or a home on the island. Smaller local banks and cooperative institutions look at each client individually, but their cards and transfers may be less convenient. Payment institutions with an EU licence open electronic accounts faster, but deposits with them are not insured. We choose the bank for your status, currencies and payment countries.

Timelines and account costs
Until the client check is complete the bank runs no transactions, so the timeline depends on how complete the file is: with documents ready the account is opened within a few weeks, longer if there are questions about the source of funds. Cypriot banks charge a monthly account fee, with cards and transfers outside the Single Euro Payments Area charged separately; rates for clients without a link to the island are usually higher. Euro transfers within the EU are fast and cheap.

Deposit protection and the limit for Russians
Deposits are protected by the guarantee scheme up to 100,000 euros, about $112,100, per depositor per bank, under the same rules as across the EU. Under EU Regulation 833/2014 banks do not accept deposits above 100,000 euros from Russian citizens and people living in Russia unless they hold citizenship or residence of an EU country, the European Economic Area or Switzerland. This does not ban an account for everyday spending, but a large sum cannot be kept in Cyprus without a residence permit.
Taxes for a Russian resident
Since 8 August 2023 Russia has suspended the main articles of its double tax treaty with Cyprus. So, according to the tax service, a Russian tax resident cannot credit tax withheld in Cyprus, and interest and other account income are taxed in Russia on the Russian scale. Cypriot taxes for those who have become residents of the island are set out below.
Tax data exchange and the Russian tax notice
A Russian tax resident notifies the tax service within a month of opening a foreign account, then files a report on account movements by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 roubles, about $7,100, was credited during the year or remained at year end. The duty does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for not filing the notice is about $50-60 per account, and about $15-20 for filing late. Cyprus tax calculation for a personal account holder
From 2026 the income tax-free threshold rose to €22,000 a year, about $24,700. The scale applies to salary, sole trader profit, pensions and rent; 80% of rent goes into the base.

A tax resident is someone who spends more than 183 days a year in Cyprus, or under the 60-day rule when several conditions are met. A resident without Cypriot domicile pays no special defence contribution on dividends and deposit interest for 17 years. The 20% capital gains tax applies only to Cypriot real estate.
