Singapore is a financial centre with one of the strongest reputations in the world: stable regulation under the Monetary Authority of Singapore, reliable banks and the Asian market on your doorstep. A personal account here suits those placing capital in Asia, doing business in the region, relocating on a work visa or wanting to keep part of their savings in a top-tier bank. To be honest: Singapore banks are among the most selective toward non-residents, so we start with a sober assessment and do not take cases without a realistic chance.
Can you open an account in Singapore without residence or a visit
Residence is not mandatory, but banks open an ordinary everyday account mainly for citizens, permanent residents and work visa holders. A non-resident without such status mostly has access to premium and private banking with a large balance. An account is usually not opened remotely for a non-resident: after a preliminary document check the bank asks for a branch visit and a meeting with a manager. Those relocating for work find it easier to open an account on the spot, with a work visa and a Singapore address.
Which banks accept Russians
Since 2022 Singapore has applied its own financial measures relating to Russia: transactions with a number of Russian banks and fundraising for the Russian state are prohibited. These measures do not directly ban accounts for individuals, but banks check Russians especially thoroughly. Large local universal banks work more willingly with work visa holders and permanent residents. Branches of international banks also follow US and European restrictions and take Russian citizens reluctantly. Private banks consider clients with large capital, a second citizenship or residence in another country and a documented source of funds.

Timelines and account costs
For an ordinary account with a work visa the check takes from a few days to a couple of weeks. Premium and private banking for non-residents is checked longer, from several weeks, especially when the capital has a complex origin. Almost all banks set a minimum balance and charge a monthly fee below it, while private banks' entry thresholds run to hundreds of thousands or millions of dollars. Transfers, currency exchange and portfolio management are charged at the bank's rates.

Status is set by the previous calendar year: a resident is someone who stayed or worked in Singapore for at least 183 days. The visa type does not matter; physical presence does. Goods and services tax is 9%.
Taxes for a Russian resident
Interest on deposits with Singapore banks is not taxed in Singapore for individuals, but a Russian tax resident pays tax on it in Russia on the Russian scale and declares it personally. Dividends and capital gains, untaxed in Singapore, are also taxed in Russia for its residents.
What else matters to the account holder
Contributions to the state provident fund, 20% from the employee and 17% from the employer, are paid only by citizens and permanent residents; a foreigner on a work visa does not pay them. Goods and services tax is 9%. Singapore has no capital gains or inheritance tax.

Tax data exchange and the Russian tax notice
A Russian tax resident notifies the tax service within a month of opening a foreign account, then files a report on account movements by 1 June each year. For accounts in Eurasian Union countries and automatic exchange countries the report is not filed if no more than 600,000 roubles, about $7,100, was credited during the year or remained at year end. The duty does not apply to those who spent more than 183 days outside Russia in the calendar year. The fine for not filing the notice is about $50-60 per account, and about $15-20 for filing late. Common refusals
- no status in Singapore and no clear purpose for the account;
- a balance below the non-resident minimum;
- an unproven source of funds;
- payments from Russia or links to sanctioned countries and persons;
- contradictions in the form about tax residence.
