A non-resident can open an account in a Uruguayan bank: banks work with foreigners on a passport but check carefully where the money comes from and why the account is needed here. Banks are supervised by the Central Bank of Uruguay. The economy is largely dollarised, so accounts are usually opened in pesos and US dollars at once.

An account is useful if you buy a home, rent it out or prepare to move: it is used to pay taxes and utilities and receive rent. Property prices in Uruguay are usually quoted in dollars.

Can you open an account in Uruguay without residence or a visit

A residence permit is not needed, but with one and a local identity card it is easier. A non-resident gets more questions about the purpose of the account and the origin of the money.

As a rule an account cannot be opened remotely: banks hold an in-person meeting and check documents at the branch. Documents can be prepared in advance to fit everything into one trip.

Which banks accept Russians

Banks decide for themselves who to work with and look first at the client's ties to the country:

  • Buying a home, renting or moving are the purposes a bank understands best, and the conversation is shorter.
  • An account with no ties to Uruguay takes the bank longer to check and may be refused.
  • Sometimes the bank asks for a reference from the client's current bank.

Timelines and running costs

The Bank Savings Protection Corporation insures deposits up to $10,000 in foreign currency and up to 250,000 indexed units, about $42,000, in pesos per depositor per bank. The indexed unit is an inflation-linked unit of account, about 6.65 pesos in 2026. The rate is the Central Bank of Uruguay's, about 40.09 pesos per dollar.

The account alone does not make you a tax resident: you become one by spending more than 183 days in the country in a calendar year, or if your centre of economic interests is there. Since 2020 this includes, for example, property worth over 3.5 million indexed units, about $590,000, with 60 days in the country a year, or over 15 million units, about $2.5 million, with no day requirement. A new tax resident chooses one of two regimes: 11 years without tax on foreign income, or a permanent 7% rate on foreign interest and dividends.

Tax data exchange and notifying the Russian tax service

Uruguay takes part in the automatic exchange of tax information, so the tax residence form must be filled in accurately and without contradictions. A residence certificate from Uruguay's tax office helps banks in other countries determine the client's status correctly.

Russian tax residents notify the tax service of opening a foreign account within one month, separately for each account, and file a report on account flows for the previous year by 1 June. Anyone who spent more than 183 days outside Russia in a calendar year is exempt from both. If the bank's country exchanges tax information with Russia, the report is not filed when no more than 600,000 roubles, about $7,100, came into the account during the year, but the opening notice is still required.
