How to get Uruguay citizenship by naturalization

The short answer: Uruguayan citizenship comes only through living in the country, and money cannot speed it up. Everything else is about counting the years correctly, gathering evidence and not losing the time already accumulated.
How Uruguay citizenship by naturalization works
Uruguay does not sell passports, but its naturalization terms are written straight into the constitution, and the law on how to apply has stood unchanged since 1928. Article 75 gives a foreigner the right to citizenship after three years of living in the country with family here, or five years without family. For comparison: neighbouring Paraguay starts its three-year clock only after permanent residence is granted, and Chile's baseline is five years.
The status is called ciudadanía legal - legal citizenship, meaning citizenship for foreigners. The decision is made not by the migration service or an ordinary court but by the Electoral Court (Corte Electoral), the state body that keeps the voter register. The review is free.
The key subtlety hides in the terminology. Law 16.021 of 1989 defines Uruguayan nationals (nacionales) only as those born in the country and their children. A naturalized foreigner becomes a full citizen, yet the nationality in their documents stays the original one. That is why the passport of a naturalized Uruguayan differs from that of a native-born one.

There is no paid shortcut. Paragraph C of Article 75 lets the General Assembly (Asamblea General, Uruguay's parliament) grant citizenship for outstanding services, but that is a decision by lawmakers, not a service anyone can buy.
How to get Uruguay citizenship: from permanent residence to passport
The whole journey takes noticeably longer than three or five years: the queue for an Electoral Court appointment and the review itself come on top of the residence period. In 2026 the court receives about 2,000 applications a year versus 500-600 in 2015-2020, and the wait for an appointment in Montevideo stretches to 12 months.

How to get permanent residence in Uruguay
Uruguay does not make applicants spend years on a temporary status: any foreigner who intends to live in the country permanently can apply for permanent residence (residencia permanente) straight away. That is what the procedure description on the government portal gub.uy says. The fee is about $95.
It is pegged to the UI (unidad indexada, indexed unit), an accounting unit recalculated daily for inflation, so it creeps up over time. Citizens of Brazil and Paraguay pay no fee.

The application starts online through a gub.uy account or a digital ID, followed by a visit to a migration office; in Montevideo it is at Mercedes 1004. While the application is pending, the National Directorate of Civil Identification issues a Uruguayan identity card to the applicant as a resident in process. A foreigner's first ID card costs about $15. It cannot be renewed in that status unless every document for permanent residence is in.

How many years to live in Uruguay for citizenship
Three years or five is decided not by a stamp in the passport but by whether the applicant has family in Uruguay as the Electoral Court defines it. The court's internal manual (Manual de Ciudadanía, circular 11.376 of 2022) defines family narrowly: a spouse, a partner whose union is recognised by a court (concubinato declarado judicialmente), children, and parents, brothers or sisters supported by the applicant.
Three things must be proven: the relationship, that the family lives in Uruguay, and that the applicant supports it. Family members attend the hearing and prove their identity with a Uruguayan document. If spouses apply for citizenship at the same time, each one's attendance counts in the other's file.

The uncomfortable truth about children. Parents' legal citizenship does not pass to their children: the children of a naturalized Uruguayan do not become citizens by birth, because Article 74 covers only the children of native-born citizens. Minors born abroad remain residents and apply for citizenship themselves after turning 18.
Beyond the time requirement, Article 75 demands a tie to the country (arraigo): capital in business, property in Uruguay, or a profession, trade, science or art. In practice that means certificates from BPS and the Ministry of Labour and Social Security (Ministerio de Trabajo y Seguridad Social, MTSS), a pension, a notary's certificate of rental income, or bank statements. Being a student does not count as a means of living on its own.

How residence and trips abroad are counted
A single trip longer than six months wipes out everything accumulated. If the applicant spends more than 6 consecutive months abroad, the residence period starts again from zero after the return. The rule appears both in the Electoral Court's manual and in the procedure description on the gub.uy portal.
The constitution requires not just a registered address but habitual residence (residencia habitual), and it has to be proven with documents bearing a verifiable date. The paperwork must show that the applicant lived in Uruguay on specific days, months and years. The backbone is the migration service's certificate of border crossings (certificado de movimientos migratorios). If that and the BPS records are not enough, the court accepts lease agreements, bank statements, hospital and school certificates, and notarial deeds involving the applicant.

From which day the clock runs. The law gives no direct answer. The court's manual requires a migration service certificate of lawful entry and a right to reside permanently, while the period itself must be proven with dated documents. In practice the period is counted either from the date of the residence application or from the date it was approved. The safer plan follows the second, conservative option and collects proof of life in the country from the very first month.
What documents Uruguay citizenship requires and where to apply
Applications go to the Electoral Court, and in 2026 the main obstacle is not paperwork but the queue. In Montevideo, applications are filed with the Legal Citizenship Section (Sección Ciudadanía Legal) at Ituzaingó 1467, on weekdays from 10:00 to 14:30, by online appointment. When no slots are left, applicants may come with the full set of documents without one, but those with appointments go first. Outside the capital, the departmental electoral offices (Oficinas Electorales Departamentales) accept applications: only Maldonado and Lavalleja book by phone, the other offices take walk-ins.

Witnesses cannot be the applicant's relatives, employers or employees, military or police officers, or electoral staff. In practice, over 3-5 years the applicant has to get to know at least two Uruguayan voters willing to come to the court. For many newcomers, this is the hardest item on the list.
The law requires no language or history exam, but the Electoral Court states on gub.uy that applicants whose native language is not Spanish must understand and speak it, otherwise the application will not be processed. There is no government fee: gub.uy lists the service as free of charge.
What is being prepared. In 2026 the Chamber of Representatives approved a bill amending Law 8.196 of 1928: witnesses would become optional, and documents the state already holds would become the main evidence. Electoral Court minister José Garchitorena called witnesses an obstacle for applicants. The bill awaits a decision by the Senate in its constitution and codes committee. Until it becomes law, witnesses remain mandatory.

What changed in 2025-2026
Within eighteen months Uruguay changed the passport of naturalized citizens twice without solving the core problem. Before 2025, their nationality field showed the country of origin. According to Uruguay's Ministry of the Interior, this led to delays, extra checks and even refused entry in some countries. Some were treated as stateless: their country of origin withdrew its nationality after they took Uruguayan citizenship, while they never became Uruguayan nationals.

The upshot for anyone naturalizing in 2026: the passport is issued in the old format, with the nationality of origin. An association of naturalized citizens submitted a nationality bill for naturalized citizens to parliament in July 2025, but Law 16.021 has not changed since. There is no firm timeline for a fix.

Rights arrive in stages. A naturalized citizen can vote and work in the civil service three years after the certificate of citizenship (Articles 75 and 76 of the constitution). A seat in the lower house requires five years of citizenship, in the Senate seven (Articles 90 and 98). The presidency never: Article 151 reserves it for native-born citizens. Uruguay citizenship for Russians: how to get it and what to watch
For Russian citizens, the start in Uruguay is one of the easiest in the region: no visa is needed, and the naturalization procedure does not depend on nationality. Under the bilateral agreement, Russians can stay in Uruguay visa-free for up to 90 days in every 180 days. That is enough to arrive, file for permanent residence and obtain an identity card.
Russian documents should be prepared in advance: a criminal record certificate from the Ministry of Internal Affairs, plus birth and marriage certificates. All of them need an apostille and a Spanish translation. The Electoral Court's manual calls for a translation by a Uruguayan sworn translator (traductor público), so a translation made in Russia may be rejected. Does Uruguay allow dual citizenship
Yes, with a caveat that is rarely mentioned: Uruguayan legal citizenship can be lost by naturalizing in a third country later. Article 81 of the constitution states plainly that legal citizenship is lost through any subsequent naturalization. Native-born citizens are unaffected: their nationality is never lost.

Article 150 of Paraguay's constitution likewise threatens naturalized citizens with loss of status if they voluntarily acquire another citizenship. Taxes: moving for a passport makes you a tax resident
Living in Uruguay for three to five years without becoming a tax resident is next to impossible: anyone who spends more than 183 days a year in the country is treated as resident. From 1 January 2026 that costs more than before. Law 20.446 of 16 December 2025 widened personal income tax (Impuesto a la Renta de las Personas Físicas, IRPF) for residents: on top of foreign dividends and interest, already taxed at 12% before, it now covers other income from foreign capital and gains on foreign assets.
New residents can opt for a tax holiday covering the year of the move plus 10 more years. If residence arises from the 183-day test, no investment is needed. On other grounds, the holiday requires real estate worth more than 12.5 million UI, about 2 million dollars, or investment of at least 625,000 UI a year, about 100,000 dollars, in funds for productive and innovation projects. Why Uruguay citizenship applications fail
A refusal at the Electoral Court is rare when the documents are right. Far more often the application is not accepted for processing, or the clock resets before you file.
- An absence of more than 6 months in a row. The years built up are lost, and the count restarts on your return.
- No dated documents for every year. The court checks residence on paper: social security, lease, bank, health care, school. A missing year puts the whole period in doubt.
- No proven means of support. You need a transparent income: a job, a business, a pension or rent documented through a notary.
- Unsuitable witnesses. Relatives, employers, subordinates, military or police officers, witnesses under 25 or without a voter card derail the appointment.
- The applicant does not speak Spanish. There is no exam, but without understanding Spanish the application will not be accepted.
- Conduct problems. The court requests the criminal record itself, and a conviction or open case closes the route.
- Counting from entry rather than from residence. Time before lawful entry and the residence application does not count.

It does not suit those who want a passport without moving: a trip longer than six months resets the clock, and the court checks every year with documents. Single applicants for whom five years plus the queue feels too long. Anyone planning another naturalization later: under Article 81 it would cost them Uruguayan citizenship. And anyone who needs a passport that reads at the border exactly like a native-born citizen's.
