Types of residence in Uruguay

Uruguay's Migration Law 18.250 recognises two kinds of legal residence: temporary and permanent. Separately, there is a document for remote workers, which is not a residence permit.

Who can get permanent residence in Uruguay

According to the procedure description on the state portal, permanent residence is open to any foreigner who intends to live in the country permanently. There are no quotas, lists of eligible countries or minimum investments. You need three things: a clean record, good health and means of living.

  • Employees: an employer's letter or contribution history with the Social Security Bank, the state fund to which workers and companies contribute.
  • Sole traders and business owners: income documents certified by a notary.
  • Retirees: documents on the pension awarded and its receipt. In practice, an income from $1,500 a month per person is the benchmark.
  • Those living on capital or rental income: a notary's certificate of monthly income.

Translation into Spanish is done by a sworn translator in Uruguay: a translation made in Russia will have to be redone. The criminal record certificate is ordered last, since it has a limited shelf life and must not expire before filing. The Russian certificate can be obtained electronically and apostilled.

How to get permanent residence in Uruguay: step by step

  1. Entry: Russian citizens need no visa and can stay in Uruguay up to 90 days without one.
  2. Health certificate and vaccinations at an authorised clinic.
  3. Translation of documents by a sworn translator.
  4. Application online through an account on the state portal, or an appointment.

  6. Migration certificate and a Uruguayan identity card for the duration of the review.
  7. Decision on permanent residence.

You apply from inside the country after an ordinary entry, without a residence visa. While you wait, the identity card lets you open a bank account, rent housing under a contract and join a health insurance provider.

Temporary residence in Uruguay: work and study

Temporary residence is granted for 6 months to 2 years and renewed for the same period. The fee is the same, about $95. Grounds:

  • Work: an employer's letter on the position, term and a salary no lower than the minimum wage, certified by a notary.
  • Study: a certificate from the institution and proof of living funds. Students get status for a year, renewable for the duration of studies.
  • Religious activity: a certificate from the organisation on duties, term and support.

Temporary status suits those who already have a Uruguayan employer or a university place. But if you plan to stay, it is simpler and cheaper to apply for permanent residence straight away: the documents are almost the same, and there is nothing to renew.

How to get Uruguay residence for a family

  • Each family member files their own application and pays their own fee.
  • A spouse needs a marriage certificate issued no more than a year ago, apostilled and translated.
  • Children need birth certificates, apostilled and translated, and minors also parental consent.
  • Everyone needs a health certificate and vaccinations from an authorised clinic.

How long the decision takes and what you can do meanwhile

A decision on permanent residence takes from 4 months to a year, depending on how complete the documents are and on the service's workload. You can wait in Uruguay, and the time is not lost.

  • The identity card is issued to you as a resident in process.
  • With it you open an account, rent housing, connect a phone and health insurance.
  • You may travel, but with a re-entry permit.
  • The card cannot be renewed without a complete set of documents for permanent residence.

The worst thing that can happen while waiting is a request for a missing document. Usually it is an expired criminal record certificate or a translation by the wrong translator, and then the clock starts again from zero.

When you can apply for Uruguayan citizenship

The terms are set in Article 75 of the Constitution: 3 years of living in the country if you have family in Uruguay, and 5 years without family. The Electoral Court decides, and for the application the migration service must confirm a right specifically to permanent residence.

The Electoral Court defines family narrowly: a spouse or a partner whose union is recognised by a court, children, and parents, brothers and sisters who are your dependants. You must prove the relationship, that the family lives in Uruguay and that you support it. Uruguay residence and taxes

A residence permit alone does not make you a tax resident. You become one after 183 days in the country in a calendar year, or if your centre of vital or economic interests is in Uruguay: for example, your spouse and minor children live here permanently.

  • A resident's salary is taxed on a scale up to 36%.
  • From 2026, income from foreign capital, including rent and capital gains, is taxed at 12%.
  • A new resident can pay no tax on foreign passive income for 11 years.
  • Foreign pensions are not taxed.
  • Uruguay has no double tax treaty with Russia.

The remote worker document is issued on a single declaration, without income certificates, for about $20. It is valid for 6 months and can be extended once. It is a convenient way to take a calm look around, but for citizenship what matters is permanent status.
