Uruguayan citizenship cannot be bought: it is obtained only through naturalisation after living in the country. Citizenship itself is free, the Electoral Court charges no fee, and government charges for the whole route from permanent residence to passport come to about $250 per adult.

Fees are tied to the indexed unit, which is recalculated daily for inflation, so in pesos they creep up. Amounts are converted at the Central Bank of Uruguay rate of 2 October 2026, 40.3 pesos to the dollar, and rounded up.

Citizens of Brazil and Paraguay pay no residence fee; Russian citizens pay it on general terms. The passport is valid for 10 years.

A family in Uruguay is not cheaper but faster: a spouse or children living in the country cut the period from 5 to 3 years. But the parents' legal citizenship does not pass to children born abroad: minors remain residents and apply themselves after 18. A child born in Uruguay is a citizen from birth.

A realistic timeline for a family that applies for residence in 2026 is a passport in 2030; for a single applicant, two years later. A trip abroad of more than 6 months in a row resets the years accumulated, and the count starts again.

Is money refunded if you are refused

The residence fee and document charges are not refunded on refusal or withdrawal. The Electoral Court review itself is free, so a refusal costs years rather than money.

Applications are most often not accepted because of gaps in proof of residence, unsuitable witnesses or weak Spanish. You can apply again once the gap is fixed, but if a long trip reset the period, it has to be built up again.

Paraguay grants permanent residence for an investment and counts 3 years from that residence, Argentina requires 2 years in the country but a court decides, and Mexico asks for 5 years with a residence permit. Uruguay wins on predictability: the periods are written into the constitution and do not change for years.

Why living in the country is the main cost

To get the passport you have to actually live in Uruguay: the court checks every year with dated documents - social security, rent, bank, medical and school records. Anyone who spends more than 183 days a year in the country becomes a tax resident.

From 1 January 2026 Law 20,446 widened the tax for residents: other foreign capital income was added to foreign dividends and interest taxed at 12%. For Russian citizens

No visa is needed: up to 90 days in every 180 is enough to fly in, apply for residence and get an ID card. The police certificate from the Russian Interior Ministry and birth and marriage certificates are prepared in advance, with an apostille. The court accepts translations by a Uruguayan sworn translator, so a translation made in Russia may be rejected.

Uruguay does not require you to give up Russian citizenship. You must notify the Russian Interior Ministry of the residence and of Uruguayan citizenship within 60 days, from abroad through a consulate. What may change the timeline and costs

  • The queue: the Electoral Court receives about 2,000 applications a year against 500-600 in 2015-2020, hence a wait of up to a year for an appointment.
  • Witnesses: in 2026 the Chamber of Representatives approved a bill making them optional; it awaits the Senate. Until it is law, two witnesses with voting rights are mandatory.
  • The passport: its format was changed twice in 2025; it is now issued in the previous form, showing nationality by origin.
