Armenian citizenship for people of Armenian origin is one of the most accessible second passports: the state charges about $140, requires no language or Constitution exam and does not ask you to move. It is enough to prove that you, a parent or a grandparent is Armenian.
Since 1 January 2026 applications are filed only online, and original documents are brought in person to the chosen office or consulate. Below is every cost item, family amounts, timelines and what happens if you are refused.

The fee is $140, proof of roots decides
The main risk in the Armenian programme is not the fee but the proof of origin: the ancestor's ethnicity is stated indirectly or not at all, names differ between Soviet and Armenian records, translations contain errors. Each adult with Armenian roots files their own application and pays their own fee. A spouse without roots can use the marriage route to an Armenian citizen. Children need birth certificates with an apostille and translation.

Is money refunded if you are refused
There is no investment in this programme and the fee is small, so a refusal mainly costs time. The review fee is not refunded on refusal.
Most refusals come from indirect proof of origin: the ancestor's ethnicity is not stated anywhere directly. So the strength of documents is assessed before filing.

Moldova and Greece also grant passports by descent, but require an exam or a long review, and a Greek passport is an EU one. Israel grants citizenship immediately on repatriation, but only through Jewish descent. Armenia is the cheapest and simplest option if your roots are Armenian.
Military service and notifying Russia
Men of conscription age, up to 27, may be called up for military service after getting citizenship. An exemption is possible if you have already served in another country's army.
Russian citizens must notify the Interior Ministry of a second citizenship within 60 days. An Armenian passport gives visa-free entry to former Soviet countries and a number of Asian countries, but not to Schengen.

The closer the ancestor and the more directly the document names the ethnicity, the easier the check. If documents are lost, they are searched for in archives in Armenia and other former Soviet countries.
Who Armenian citizenship suits
People of Armenian origin who need a second passport without an exam, relocation or large costs. The passport is convenient for living and doing business in Armenia and travelling across former Soviet countries.
It does not suit those who need visa-free Schengen, or men under 27 who are not ready for conscription. Without Armenian roots the path is longer: 3 years in the country, the language and an exam.
