Saint Lucia offers a rare choice: instead of a non-refundable contribution, buy government bonds and get the money back after 5 years. It does not accept applications from Russian and Belarusian citizens. Their open options are Vanuatu citizenship and Turkish citizenship.

The Citizenship by Investment Unit quotes about 90 days from acceptance of the application to the decision; in practice it takes longer. Since 4 September 2023 the main applicant has an interview and identity check. After citizenship the Caribbean states agreed a common presence standard of at least 30 days on the island in the first 5 years.
Is money refunded if you are refused
The fund contribution is paid only after approval, so it is not lost if due diligence fails. Processing and due diligence fees are not refunded.
Bonds and property can be turned back into money after 5 years while keeping citizenship. Administrative fees are not refunded.

Bonds or a contribution: which works out cheaper
The $240,000 contribution goes to the state for good. Bonds cost $300,000 plus a $50,000 fee, but the $300,000 comes back after 5 years. Example calculation: the real price of the bonds is the $50,000 fee plus what that $300,000 would have earned elsewhere over 5 years.
If you have spare money and do not mind freezing it for 5 years without interest, bonds usually cost less than the contribution. If not, the contribution is simpler.
What Russian and Belarusian citizens can do
Since 15 February 2023 Saint Lucia has not accepted applications from Russian and Belarusian citizens. A second passport for investment is open to them in Vanuatu, with no trip and in a few months, and in Turkey through a property purchase.
Documents and where to get them
- passports, birth and marriage certificates with apostilles;
- police certificates from your country of citizenship and every country where you lived more than 6 months;
- a medical certificate and tests;
- proof of source of funds: statements, asset sale contracts, tax returns;
- a bank reference;
- photos and forms for each family member.
Documents in other languages are translated into English. Certificates older than three to six months are usually asked to be replaced.
