Dominica is the most affordable Caribbean citizenship by investment programme: the contribution starts at $200,000. It does not accept applications from Russian and Belarusian citizens. Their open options are Vanuatu citizenship and Turkish citizenship.

For everyone else the price of the passport is the contribution plus fees for processing, the interview and the certificate, due diligence for everyone from 16 and documents. Below are all the cost items, family amounts, timelines and what happens on refusal.

Fees and due diligence are paid on filing, and the contribution only after approval. Buying property adds transaction taxes and charges.

Applications go only through a licensed agent: the citizenship by investment unit does not accept them directly.

The biggest losses in Dominica's programme come not from the contribution but from fees and due diligence on refusal: about $10,000 for the applicant and $5,500 for each family member from 16 are not refunded. How much Dominica citizenship costs per family member

The Economic Diversification Fund contribution is $200,000 for one applicant and $250,000 for a family of up to four. From the fourth family member on, the surcharge is $25,000 under 18 and $40,000 at 18 or over. Government fees cover processing, an interview from age 16 and the naturalisation certificate.

The $250,000 contribution covers the applicant and three family members. Fees grow with each person: everyone from 16 pays for the interview and due diligence, and everyone pays for the naturalisation certificate.

  • apostilles, translations and police certificates;
  • taxes and charges on a property purchase, if you take that route;
  • enhanced due diligence, if ordered;

What changed for the Dominica passport in 2026

Since 1 January 2026 the US has suspended tourist, business, student and immigrant visas for Dominica's citizens. Visas already issued remain valid, and people holding another passport are not affected. The UK has required visas from Dominica's citizens since 19 July 2023.

On 30 December 2025 new EU rules on the visa suspension mechanism took effect: running a citizenship by investment programme became one of the grounds for a review. So weigh the low entry price against where the passport takes you today.

What Russian and Belarusian citizens can do

Russian and Belarusian citizens are on the list of nationalities Dominica does not accept, even with a second passport. A second passport for investment is open to them in Vanuatu, with no trip and in a few months, and in Turkey through a property purchase.

Documents and where to get them

  • passports, birth and marriage certificates with apostilles;
  • police certificates from your country of citizenship and every country where you lived more than 6 months;
  • a medical certificate and tests;
  • proof of source of funds: statements, asset sale contracts, tax returns;
  • a bank reference;
  • photos and forms for each family member.

Documents in other languages are translated into English. Certificates older than three to six months are usually asked to be replaced.
