Turkish citizenship by investment is one of the most popular programmes among Russian citizens: there is no special ban, no need to live in the country or sit an exam, and the passport is issued to the whole family. But advertising only quotes the investment threshold. In practice it comes with a title deed fee, valuation, a certificate of conformity, a lawyer, translations, a residence permit and passports for each person.

The threshold is measured not by the contract price but by a licensed appraiser's report: if the valuation is below $400,000 the property does not qualify, even if you paid more. The title deed fee is 4% of the price, split between seller and buyer by law, but in practice the buyer often pays it all, up to $16,000 for a $400,000 property.
The money is transferred from abroad through a Turkish bank and the currency is sold with a certificate: without it the deal does not count for the programme.

One investment covers the spouse and children under 18, so for a family the costs grow mainly through passports, translations and residence permits. Adult children and parents need their own investment, but once you have the passport they can join you on a family reunification residence permit.
What the cost does not include
- flights and accommodation during the deal and the application;
- property upkeep: utilities, complex service charges and an annual property tax of 0.1-0.6% of the cadastral value;
- tax on the gain if you sell within 5 years of ownership;
- apostilles, notarised translations and duplicate civil certificates;
- furniture and renovation if you buy to live in or let.

The overall time from purchase to passport is usually 4-8 months. There is no fixed deadline for the check.
Is money refunded if you are refused
The property investment is not spent: the property stays yours, and after 3 years the restriction is lifted and you can sell it without affecting citizenship. Selling within 3 years is grounds for revoking citizenship.
If citizenship is refused, for example because of a valuation below the threshold or the security check, you keep the property, but the fees, valuation, lawyer and translations are not refunded. That is why the valuation and the source of funds are checked before the deposit.

Egyptian citizenship is formally cheaper but the passport is weaker, and Vanuatu needs no property purchase but the contribution is non-refundable. In Turkey the investment remains your asset.
Taxes after you get the passport
The passport alone does not make you a Turkish tax resident: residence comes from living in the country for more than 6 months a year or moving your home there. Under the law of 4 June 2026, new residents who had no Turkish tax obligations in the previous 3 years pay no tax on foreign income for 20 years. A double tax treaty with Russia is in force.
