Kyrgyzstan is one of the cheapest and fastest routes to a second passport for Russians with a Soviet past. For those who held USSR citizenship or were born in the Kirghiz SSR the law cuts the required residence from five years to one, there is no language exam on the simplified route, and Russian citizenship need not be given up.

Fees are counted in calculation indices, unchanged since 2006: the application fee is 20 indices, about $25, and about $40 with the paid service of the public service centre. Dollars are at the National Bank of Kyrgyzstan rate, rounded up.
You apply in person at a public service centre: staff fill in the form in the electronic system, and you sign on a graphics tablet.
Government charges are about $120, a lost year costs more
The state charges about $120 for a Kyrgyz passport, but the year of residence is easy to lose: residence not obtained in time, absences of more than three months, the wrong document proving USSR citizenship. Each adult files their own application and pays their own fees. The one-year period applies only to former USSR citizens and people born in the Kirghiz SSR: a spouse born after 1991 needs 3 years of marriage to a citizen or 5 years of residence. Minor children are admitted together with their parents.

From entry to decree it takes about 19 months at the law's maximum terms. For those who were born or lived in Kyrgyzstan before 21 December 1991, or who have a close citizen relative living there, the 1999 agreement provides a registration procedure, and the path is shorter.
Is money refunded if you are refused
There is no investment, and fees are not returned after a refusal. The President decides, and a refusal can be challenged only in court.
Cases are most often delayed by residence obtained late, absences of more than three months a year and USSR citizenship documents that do not prove the ground. These are checked before filing.

Kazakhstan charges about $50 for citizenship but requires 5 years, an exam and giving up the Russian passport. Armenia by descent grants a passport with no residence period, but only to people of Armenian descent. Serbia takes from 6 years and requires renunciation. Kyrgyzstan wins on time and keeping the Russian passport, and loses on a weak passport for travel.

USSR citizenship is proved with a certificate on the issue of a USSR passport: in Russia it is requested from the Interior Ministry migration division where the passport was issued. People born in the Kirghiz SSR need only a birth certificate.
What a Kyrgyz passport gives
A Kyrgyz passport opens 59 destinations visa-free, with a visa on arrival or an electronic authorisation, which is fewer than a Russian one. Its value lies elsewhere: income tax in Kyrgyzstan is 10%, and a citizen's foreign income has not been taxed since 2026.
A Russian citizen must notify the Interior Ministry of a second citizenship within 60 days, or face criminal liability.
Who Kyrgyz citizenship suits
Russians who held a USSR passport or were born in the Kirghiz SSR, who are ready to live in the country for a year and want a second passport without giving up the Russian one.
It does not suit those who cannot live in Kyrgyzstan for a year: there is no remote route, the application is filed in person, and absences of more than three months a year break the period.
