Saint Kitts and Nevis runs the world's oldest citizenship by investment programme and one of the most expensive in the Caribbean. Applications from Russian and Belarusian nationals are not accepted. Options open to them are Vanuatu citizenship and Turkish citizenship.

The biggest losses in the St Kitts programme come not from the contribution but from due diligence fees on refusal: $10,000 for the applicant and $7,500 for each adult are not refunded. The $250,000 contribution covers the main applicant, spouse, children and parents aged 55+, up to four people in total. Due diligence is paid for each family member aged 16 or over, not for younger children.

- apostilles, translations and police certificates;
- taxes and fees on a property purchase if you take that route;
- the surcharge for the fifth and further family members;
- flights if you choose to attend the interview in person.

The whole path usually takes 3-6 months. Since 2024 all Caribbean programmes hold interviews, so preparation starts early.
Is money refunded if you are refused
The contribution is paid only after approval in principle, so you do not lose it if refused at the checks. Due diligence fees are not refunded.
Property stays yours on refusal, but for the programme it must be held for 7 years. Selling earlier forfeits eligibility, and due diligence is paid again if you reapply.

Dominica and Antigua are cheaper, and timelines are similar across Caribbean programmes. For Russian and Belarusian nationals the Caribbean programmes are closed; the open alternative with a similar timeline is Vanuatu.
Options for Russian and Belarusian nationals
Caribbean programmes, St Kitts included, do not accept applications from Russian and Belarusian nationals. A second passport through investment is open to them in Vanuatu, with no visit and within a few months, and in Turkey through buying property.
If you already hold another citizenship and live outside Russia, eligibility is checked against all your passports and your country of residence before filing.
Documents and where to get them
- passports, birth and marriage certificates with an apostille;
- police certificates from your country of citizenship and every country where you lived over 6 months;
- medical certificate and tests;
- proof of source of funds: statements, asset sale contracts, tax returns;
- a bank reference;
- photos and forms.
Source-of-funds documents are the most labour-intensive part of the file: they go back several years.
