Egypt has sold citizenship since 2019, and it is one of the cheapest programmes in the world, starting at $250,000. But only the threshold is cheap. The passport opens 49 visa-free destinations, fewer than the Russian one, and the contribution and fee are not returned under any outcome.

All four options are legally equivalent: the passport is the same, and the only difference is whether the money comes back and in which currency. The deposit is returned without interest and in Egyptian pounds at the current rate, so the currency risk is yours.

The main risk of the Egyptian programme is not the amount but irreversibility: the non-refundable contribution and fee are not returned on refusal, and property often lacks registered title. Children under 21 get citizenship with the investor. The wife of a foreigner who became Egyptian gets citizenship only by application after 2 years of marriage, and the law offers no route for the husband of a female investor. The applicant's parents cannot be included.

Is money refunded if you are refused

The $250,000 contribution is not returned under any outcome, and the fee of about $10,000 is not refunded on refusal either. So nationality, source of funds and family composition are checked before filing.

Property stays yours and can be sold after 5 years. A business share also stays with you, but the $100,000 to the treasury is not returned. The deposit is returned after 3 years without interest in Egyptian pounds.

Jordan costs more, but the investment remains your asset, while Turkey requires $400,000 in property and gives a stronger passport. Vanuatu is cheaper per family, but its contribution is also non-refundable.

Who the Egyptian passport suits

The Egyptian passport suits those doing business in the region or wanting a second citizenship without residence requirements or exams. For travel it is weaker than the Russian one: of its 49 visa-free destinations, only eight countries, mostly in Africa, would be new for a Russian passport holder. If the main goal is visa-free Europe, look at other programmes.
