The investor certificate is issued only to the investor: a spouse and children without their own investment go through the temporary stage and then move to permanent residence, so their three-year count starts later. Each family member pays the fee. Citizenship applications are filed from age 18, and each adult has their own court case.

Is money refunded if you are refused

The investment is not lost after a refusal: the company and its assets remain yours. Migration and court fees are not returned.

Court cases are most often delayed by different spellings of the name, weak proof of residence and no tax activity in Paraguay. These are fixed before filing, not after the judge's questions.

Which investment gives permanent residence

Under resolution No. 283/2026 of Paraguay's Ministry of Industry and Trade, permanent residence without a temporary stage is granted for investing:

  • from $70,000 in a business with 5 jobs;
  • from $150,000 in tourism;
  • from $200,000 in securities or income-producing property.

Dual citizenship and Article 150

Paraguay does not take away passports obtained before naturalisation and does not require a renunciation certificate. But under Article 150 of the Constitution a naturalised citizen loses Paraguayan citizenship after an unjustified absence from the country of more than three years established by a court, and on voluntarily acquiring another citizenship after the oath.

So the order of passports matters: if another naturalisation lies ahead, plan it before the Paraguayan one. Russian citizens must notify the Interior Ministry of a second citizenship within 60 days of receiving the passport.
