Personal accounts: Saint Lucia

Saint Lucia is a Caribbean island state using the Eastern Caribbean dollar, pegged to the US dollar at EC$2.70 to US$1 since 7 July 1976. Banking supervision is split: local commercial banks are supervised by the Eastern Caribbean Central Bank, while international banks and the rest of the financial sector are supervised by the Financial Services Regulatory Authority of Saint Lucia. An account in Saint Lucia is most often needed by people who have become citizens, bought property there or are moving to the island.

Banks in Saint Lucia

  • Local commercial banks serve island residents and companies and take deposits in Eastern Caribbean and US dollars. They are supervised by the Eastern Caribbean Central Bank.
  • Class A international banks may do business with clients from other countries but not with citizens and residents of Saint Lucia.
  • Class B international banks serve only a pre-approved list of up to 10 related parties, also excluding residents of Saint Lucia.

The choice of bank therefore depends on the client's status: island resident, citizen living abroad or foreign investor.

Who can open an account

What the bank checks

  • the client's identity, address and citizenship;
  • the link to the country: passport, residence, property or business;
  • the source of funds and expected turnover;
  • the purpose of the account and the countries payments will involve.

Banks in small Caribbean countries depend on correspondent banks in the US and Canada, so they check clients strictly and refuse at the slightest doubt about the origin of money.

Documents

  • passport and a second identity document;
  • proof of residential address;
  • a reference letter from a bank where you already hold an account;
  • proof of income and source of funds;
  • for citizens by investment, the certificate of citizenship.

How the account opening works

  1. Status. We work out which bank you qualify for: a local commercial bank or an international one.
  2. Documents. We gather your passport, proof of address, a reference letter and income details.
  3. Source of funds. We prepare a clear explanation of where the money comes from, with supporting documents.
  4. Application. We file the application and answer the bank's questions.
  5. Opening. After its checks the bank opens the account, and we help set up online banking and transfers.

Why applications are refused

  • no link to Saint Lucia, with the account wanted only as a foreign account;
  • an unverified source of funds;
  • links to sanctioned countries;
  • activities the bank considers risky for its correspondent banks.

An account after citizenship by investment

Many clients come to a Saint Lucian bank already holding the country's passport. The citizenship by investment programme requires a $240,000 contribution to the National Economic Fund, which covers the applicant and three family members. On top of that, there is a $2,000 application processing fee and an $8,000 due diligence fee for the main applicant, and processing takes 3 to 6 months. The programme does not accept applications from Russian and Belarusian citizens.

Citizenship opens access to local commercial banks but does not replace checks: the bank will still ask where the money comes from and compare the answer with the documents you submitted to the programme.
