The alien landholding licence

A foreigner buying property outside the programme needs an alien landholding licence. You can first obtain a certificate of eligibility and then a licence for a specific property. The licence is obtained before title registration, or the deal will not be recorded.

What the paperwork and taxes cost

  • Buyer stamp duty - 2% of the price, the same for locals and foreigners.
  • Seller stamp duty depends on residency: a non-resident pays 10% of the price. If you ever sell as a non-resident, build these 10% into your return calculation from the start.
  • Property tax - 0.25% a year: about $750 on a $300,000 villa.
  • Attorney and title registration - usually a few percent of the price together.

Only property in an approved project from $300,000, held for 5 years, qualifies for citizenship. The alternative is a non-refundable contribution to the National Economic Fund from $240,000, and for many families it is simpler: no project to choose and no resale to wait for. Since 15 February 2023 the programme has not accepted applications from Russian and Belarusian citizens.
