Uruguay is a rare country where a retiree gets permanent residence at once, without a temporary stage, and a foreign pension is not taxed. An identity card is issued while the case is pending, and a couple can obtain citizenship after 3 years in the country.

Who can get residence as a retiree
The migration law sets no fixed income threshold: a retiree proves regular means of living. In practice, income from $1,500 a month per person is used as a benchmark, backed by source documents - a pension certificate, leases or statements. Age and nationality do not matter.
You can apply while in Uruguay after a normal entry: Russian citizens need no visa for trips of up to 90 days. While the case is pending, the identity card lets you open an account, rent a home and join a health mutual.
- recipients of old-age, disability or long-service pensions with proven payments;
- owners of rented-out property and recipients of other regular income;
- spouses and children together with the applicant;
- those ready to live in the country: for citizenship, absences must not exceed 6 months in a row.
Documents and how to prove a Russian pension
- passport with a lawful entry into Uruguay;
- criminal record certificates from the country of origin and every country lived in for 6 months or more in the last 5 years, with apostilles and Spanish translations;
- a medical certificate and vaccination certificate from an authorised clinic in Uruguay;
- a pension award certificate from the Social Fund of Russia and statements of payments;
- marriage and children's birth certificates with apostilles and translations;
- photos for the identity card.
Spanish translations are made by a sworn translator in Uruguay, and the criminal record certificate is ordered last so it does not expire before filing. The electronic certificate from the Russian public services portal cannot be apostilled.
Russian cards do not work in Uruguay, so the pension is withdrawn in Russia or transferred by available methods to an account abroad. For a lease, landlords require a guarantee: a guarantor, a deposit with the state bank or rental insurance.
Health insurance
There is effectively no free public healthcare for new foreign retirees: residents use private health mutuals paid by monthly contributions. The contribution is $90-200 a month per person, more at an older age, and some mutuals limit new clients by age, so choose one before moving.
The system is predictable: with a mutual a retiree has their own doctor, tests and hospital care without large co-payments.
Tax on your pension and the treaty with Russia
Uruguay taxes residents on a territorial basis: a foreign pension is not taxed. Since 2026 foreign capital income - rent, interest, dividends and gains on foreign shares - is taxed at 12%, but a new resident can avoid tax on foreign passive income for up to 11 years.
Uruguay has no double tax treaty with Russia. For a pension it does not matter: a Russian state pension is taxed neither in Russia nor in Uruguay.
You become an Uruguayan tax resident after 183 days in the country in a calendar year or if your centre of economic interests is here. For a retiree living on a pension alone residence changes little, but owners of foreign deposits and shares should calculate the holiday period in advance.

Permanent residence without extra rounds
In Uruguay retirees lose months on certificates: a criminal record is needed from every country lived in for six months or more, the medical certificate is only accepted from an authorised clinic, and income is proven with source documents. Where retirees settle
Most retirees live in Montevideo: a waterfront promenade stretching for tens of kilometres, hospitals, the airport and a calm pace. Pocitos, Punta Carretas and Malvín are popular with foreigners.
Punta del Este is a resort for all of South America in summer and a quiet town in winter, when rents are affordable. Colonia del Sacramento, an hour by ferry from Buenos Aires, and coastal towns such as Atlántida suit those wanting a very quiet life.
Uruguayan winters are cool and damp, around 10-15°C in the daytime, and many homes have no central heating. When renting, ask about heating and look at past electricity bills: power in Uruguay is expensive and a noticeable winter expense. Summers on the coast, by contrast, are fresh and comfortable, without the heat of neighbouring countries.

Russian citizens need no visa to visit Uruguay, so the first trip can be combined with the medical certificate and filing. The permanent residence application can be submitted in one trip, with further visits as the review progresses.
Common reasons for refusal
- no criminal record certificate from a country lived in for 6 months or more in the last 5 years;
- a medical certificate not from an authorised clinic;
- income not backed by source documents;
- translations not by a sworn translator or documents without apostilles;
- for citizenship, absences longer than 6 months in a row.
If the review drags on, the migration office may ask for fresh certificates, so keep track of their validity until the decision.
