Bulgaria is the most affordable option for a retiree who wants to live in the European Union. The pension threshold is tied to the national minimum wage and in 2026 is $700 (€620) a month. Since 1 January 2025 Bulgaria has been a full Schengen member, and since 1 January 2026 it has used the euro. Many older people understand Russian, the alphabet is Cyrillic, and housing and services cost less than in most EU countries.

Bulgaria has no separate retirement visa. A retiree receives an ordinary long-term residence permit under the ground for pension recipients in the Foreigners Act. Below: who qualifies, which papers prove a Russian pension, what a couple spends and why applications are refused.

Who can get residence as a retiree

The ground covers people receiving a pension from their own country or another state at least equal to the Bulgarian minimum wage. Age is not checked separately: what matters is an awarded pension and its amount, proven by documents. With the permit you can live in Bulgaria, enter and leave without visas and stay in other Schengen countries for up to 90 days in any 180. This ground does not allow employment.

  • recipients of an old-age, disability or survivor's insurance pension awarded in Russia or another country;
  • recipients of a long-service pension, if it is awarded and paid monthly;
  • the retiree's spouse and children as family members, if the money is shown to be enough for everyone;
  • if the pension is below $700 (€620), other grounds are used: work, your own company or family reunification.

Documents and how to prove a Russian pension

  • passport valid longer than the requested permit;
  • a pension award certificate from the Social Fund of Russia showing the amount, on paper with a stamp and an apostille;
  • bank statements showing pension payments for the last 3-6 months;
  • a lease with notarised signatures or a title deed for a home in Bulgaria;
  • health insurance valid in Bulgaria for the whole term;
  • a criminal record certificate with an apostille;
  • visa D application form, photos and fee receipts;
  • for a spouse, a marriage certificate with an apostille.

An electronic certificate from the Russian public services portal is usually not accepted by the Bulgarian consulate: you need a document that can carry an apostille. All Russian documents are translated into Bulgarian by a translator accredited with the Bulgarian Ministry of Foreign Affairs, otherwise they are returned.

You can keep receiving the pension on a Russian card. If you officially leave for permanent residence abroad, the Social Fund asks once a year for proof that the recipient is alive, via a consulate or a notary. Transfers from Russian banks to the EU are currently restricted, so for renewals it helps to keep part of your money in a Bulgarian account and show statements from it.

Health insurance

The visa D and the permit require health insurance valid in Bulgaria for the whole stay, usually with cover of at least $34,000 (€30,000). A policy from a Bulgarian insurer is accepted. For people over 65 such policies cost noticeably more, and some insurers have age limits, so choose the policy before applying.

While you hold a long-term residence permit, you are not part of the public health insurance system and pay for treatment yourself or through the policy. Compulsory health insurance starts with permanent residence. A private doctor's visit in Burgas costs $30-55 (€25-45), more in Sofia.

Tax on your pension and the treaty with Russia

You become a Bulgarian tax resident after 183 days in the country within 12 months or when your centre of vital interests is here. Residents pay 10% on most income, but pensions from compulsory insurance, Bulgarian and foreign, are exempt under the income tax law, and the Bulgarian tax authority confirms they do not need to be declared. A Russian state insurance pension is exactly such a pension.

Russia itself does not tax state pensions, so there is no double tax on them. A double tax treaty between Russia and Bulgaria exists, but in August 2023 Russia suspended its main provisions. This does not affect the pension, but interest on deposits, renting out a flat in Russia and dividends should be calculated separately: as a Bulgarian resident you declare them and pay 10%.

Where retirees settle

Most retirees from Russia and neighbouring countries live on the coast. Burgas is a calm port city with the sea, salt lakes and prices well below the capital's. Around it are small resort towns such as Pomorie, Nessebar and Sozopol, where housing is cheaper in winter but many cafés and shops close after the season. Varna is the second large city on the sea, with universities, hospitals and year-round life.

Sofia suits those who value the best clinics, theatres and an airport with direct flights, but rents are higher and winter smog occurs. Plovdiv and Veliko Tarnovo appeal to those who want a quiet historic town without summer crowds.

The application fee is about $10 (€5) and a one-year permit about $290 (€256). For permanent residence, absences from Bulgaria over 5 years must not exceed 10 months in total or 6 months in a row, and ordinary naturalisation is available 5 years after permanent residence.

Common reasons for refusal

  • a pension below $700 (€620) a month, or proof only by an electronic certificate without an apostille;
  • translations not made by an accredited translator or not into Bulgarian;
  • trying to apply for the permit as a tourist, without visa D;
  • insurance that does not cover Bulgaria or ends before the permit;
  • a lease without notarisation or at an address where registration is impossible;
  • on renewal, an expired policy or lease or an old pension certificate.
