Retiring in Turkey in 2026: how to live by the sea legally
There is no separate retirement visa, but a short-term permit based on property works, and foreign pensions are tax-free for 20 years.

Turkey remains one of the clearest options for retirees from Russia: a warm sea, direct flights, a Russian-speaking community on the coast and visa-free entry. But Turkish law has no separate residence permit for retirees. A retiree obtains a short-term residence permit, and in 2026 the ground must be chosen more carefully than before.
The migration service closes districts with a high share of foreigners to new permits, renews tourist permits reluctantly, and a home used for residence through ownership must be worth at least $200,000. On the other hand, since 2026 Turkey has a strong tax incentive: new residents' foreign income, including pensions, is exempt from Turkish tax for 20 years.

Who can get residence as a retiree
Russian citizens do not need a visa for a trip: you can stay in Turkey up to 60 days per entry and no more than 90 days in any 180. Living longer requires a residence permit, and you should apply before the visa-free period ends. These grounds work for a retiree:
If you buy a home for residence, a licensed valuer assesses it, and the permit depends on that figure, not the asking price. Registering title costs a 4% fee on the declared value, usually split between seller and buyer. Foreigners cannot buy in military and protected zones, and the total area foreigners may own in one district is capped by law.
- owning a home bought on or after 16 October 2023 and worth at least $200,000 at the Central Bank of Turkey rate on the valuation date;
- a lease for tourism: the ground formally exists, but in 2026 it is renewed less and less often if tourism is the only purpose;
- a family permit for the spouse and children of a Turkish citizen or of a foreigner with a permit;
- after 8 years of continuous residence with permits, a long-term permit without renewals.
Documents and how to prove a Russian pension
- an application completed on the migration service portal and an appointment;
- passport and its notarised Turkish translation;
- photos meeting the migration service requirements;
- a title deed or a notarised lease, plus address registration;
- for a home worth $200,000 or more, a valuation report showing the amount on the valuation date;
- proof of means: a pension certificate from the Social Fund of Russia with a translation, and bank statements;
- health insurance from a Turkish company for the whole term if you are under 65;
- a tax number and receipts for the card and permit fees.
A Russian pension is proven with a pension award certificate showing the amount and statements of payments, translated into Turkish with a notarised translation. There is no strict pension threshold: the officer checks whether your regular income is enough to live on, so statements showing an account balance help a lot.
Russian bank cards do not work in Turkey, so the pension is withdrawn in Russia or transferred by available methods to a Turkish account. A Turkish bank account is opened with a tax number, and it is much easier once you hold a residence card.
Health insurance
Health insurance must cover the whole permit term and treatment in Turkey: a short policy means a short permit. For a short-term permit, applicants over 65 are not required to have insurance under migration service rules, but then treatment in private clinics is paid entirely out of pocket, and prices there are high.
Policies for older people cost more, and many insurers have age limits or exclude chronic conditions. After a year of living with a permit you can voluntarily join the public health insurance scheme, paying a monthly contribution that gives access to state hospitals.
Tax on your pension and the treaty with Russia
You become a Turkish tax resident after 6 months in the country within a calendar year or when your permanent home is in Turkey. Residents normally pay tax on worldwide income at 15 to 40%. But a law published on 4 June 2026 exempted new residents' foreign income from Turkish tax for 20 years. The condition is that you were not a Turkish tax resident for three years before moving and did not work in Turkey during that time.
A Russian state pension is not taxed in Russia, and in Turkey it falls under the exemption for new residents. The double tax treaty between Russia and Turkey has applied since 2000 and has not been suspended. While the exemption applies, inheritance tax is charged at a flat 1% instead of a scale of up to 10%.

Where retirees settle
Alanya is the main retiree town for people from Russia and Europe: warm winters, the sea within walking distance, a large Russian-speaking community and rents below Antalya's. Mahmutlar and Oba are districts with new complexes, pools and security, where many people live year-round.
Antalya is a large city with an airport, good private clinics and every service, but seaside rents are higher. Izmir appeals to those who want a more European feel and the mild Aegean climate. Mersin is cheaper than the Mediterranean resorts, while Fethiye and Bodrum are quieter but pricier. Before choosing a district, check whether it is open to new permits.

The residence card costs 964 lira in 2026, about $20, and the permit fee depends on citizenship and term. While the application is under review, you can stay in the country with the submission receipt.
Common reasons for refusal
- an address in a district closed to new permits for foreigners;
- tourism as the only purpose on renewal without proof of travel and means;
- a home valued below $200,000 or bought before 16 October 2023;
- insurance shorter than the requested term or not covering Turkey;
- details in the application, contract and address registration do not match;
- applying after the visa-free period has ended.
A refusal can be appealed in the administrative court, but it is usually faster to remove the cause: move to an open district, take insurance for the whole term, add statements of funds or choose another ground and apply again. If the visa-free period is ending and there is no decision yet, the submission receipt lets you stay until the answer.
