Retiring in Spain in 2026: requirements and costs
Retirees move on the non-lucrative residence permit: $2,700 (€2,400) a month of income or savings, private insurance and more than six months a year in the country.

Spain is one of Europe's most popular retirement destinations: a mild climate, strong healthcare, well-developed coastal cities and a large foreign community on the coast. There is no separate retirement visa. Retirees from outside the EU move on the non-lucrative residence permit, designed for people living on a pension, savings or investment income.
A new foreigners regulation has applied since May 2025. The first permit is still issued for a year, but the renewal is now for 4 years at once and requires actually living in Spain for more than 183 days a year. Spain closed its property golden visa on 3 April 2025, so for a retiree this route is the main one.

Who can get residence as a retiree
The ground suits those who can show means of living without working in Spain: $2,700 (€2,400) a month, or $33,000 (€28,800) a year, for the applicant and another $680 (€600) a month, or $8,100 (€7,200) a year, for each family member. The amounts equal 400% and 100% of the state reference index, which in 2026 is $680 (€600) a month. For a couple that is $3,400 (€3,000) a month.
A pension, savings in an account and income from rent or deposits all count. You may not work on this permit, including remotely for a foreign employer: remote work has its own digital nomad visa.

- those ready to live in Spain more than half the year: otherwise the permit will not be renewed.
Documents and how to prove a Russian pension
- passport and copies of all pages;
- national visa application and permit form, photos;
- proof of means: a pension certificate from the Social Fund of Russia and bank statements showing the balance and recent payments;
- private health insurance from a Spanish insurer with full cover, no co-payments and no waiting periods;
- a medical certificate stating you have no diseases with serious public health implications under World Health Organization rules;
- a criminal record certificate for the last 5 years with an apostille;
- for a spouse, a marriage certificate with an apostille; for children, birth certificates;
- the processing fee receipt.
All Russian documents are translated into Spanish. The safest choice is a sworn translator recognised by the Spanish Ministry of Foreign Affairs, whose translations are accepted without questions. The criminal record and medical certificates are valid for a limited time, usually 3 months, so obtain them close to the application.
Russian cards do not work in Spain, and transfers from Russian banks to the EU are restricted. So it is easier to keep the funds for the application and renewal in an EU bank account in advance. The EU limit on deposits over $120,000 (€100,000) by Russian citizens does not apply to those holding a residence permit in an EU country.
Health insurance
The non-lucrative permit requires private insurance from a Spanish insurer covering everything the public system covers, with no co-payments for visits and no waiting periods. Policies with an excess or waiting periods for some services are not accepted by the consulate. For people over 65 such policies cost much more, and some insurers do not take new older clients.
After a year of local registration you can join the public health system through a special agreement: about $70 (€60) a month under 65 and about $180 (€157) a month from 65. Private insurance is still needed to renew the permit.
Tax on your pension and the treaty with Russia
You become a Spanish tax resident after 183 days in the country in a calendar year or when your main centre of interests is here. Residents pay tax on worldwide income, and a pension falls into the general base with rates from 19 to 47% depending on the region. The personal allowance for people over 65 is higher than usual, so tax on a modest pension is small, but the rate rises quickly with income.
The double tax treaty between Russia and Spain has applied since 2000, but in August 2023 Russia suspended its main provisions. Russia does not tax state pensions, so only Spain taxes it. Residents with foreign assets above $56,000 (€50,000) in each category, such as accounts or property in Russia, file a separate foreign assets return.

The residence threshold is higher than actual spending: a couple must show $3,400 (€3,000) a month. In Malaga and Marbella rents are considerably higher: a couple in Malaga needs about $3,200 (€2,800) a month for a comfortable life. Where retirees settle
Most foreign retirees live on the coasts of the Valencian Community and Andalusia. Alicante is the most affordable large city by the sea, with the airport close by and a large Russian-speaking community in Torrevieja and Benidorm. Valencia is a big city with strong hospitals and beaches within the city limits, but rents have almost doubled in five years.
Malaga and Marbella on the Costa del Sol have the warmest winters on the mainland and many English-language services, but also the highest prices. The Canary Islands are chosen for an even climate all year round, and inland cities such as Murcia and Granada for lower rents.

You cannot apply for this permit from inside Spain as a tourist: the application is accepted by the consulate in the country where you legally live. On renewal, besides funds and insurance, they check that you lived in Spain for more than 183 days a year.
