Retiring in Montenegro in 2026: what has changed
There is no retirement visa: retirees live on a property owner's permit, and since 2026 the home must be worth $170,000 (€150,000) by the tax office's valuation.

For a long time Montenegro was the easiest way for a retiree from Russia to live by the sea in Europe: a flat at any price gave residence, entry was visa-free and prices were below neighbouring Croatia. In 2026 the rules changed noticeably, and a move now needs planning in advance.
Amendments to the Foreigners Act passed by parliament on 31 December 2025 set a minimum property value for residence, and from 1 November 2026 citizens of Russia and Belarus need a visa or a residence card to enter. On the other hand, pensions are not taxed here and everything is paid in euros.

Who can get residence as a retiree
Montenegrin law has no separate ground for retirees. Retirees obtain temporary residence under one of the general grounds, and for most that is owning a home. The condition is a share of at least half of the property and a tax value from $170,000 (€150,000). This ground allows living, not working.
The general requirements are the same for all grounds: means of living, housing, health insurance, a passport valid at least three months beyond the permit and no conviction to a prison term over six months.
The owner's spouse obtains a permit through family reunification: you need a marriage certificate with an apostille and translation and proof that the money is enough for two. Retirees with Ukrainian passports remain on the visa-free list for up to 90 days, and the November changes do not affect them.

Documents and how to prove a Russian pension
- passport valid at least three months beyond the permit;
- a land registry extract confirming ownership;
- the tax office decision on property transfer tax with a tax base of $170,000 (€150,000) or more;
- proof of means: a pension certificate from the Social Fund of Russia and bank statements;
- health insurance for the whole permit term;
- a criminal record certificate with an apostille and a Montenegrin translation;
- photos and fee receipts.
The application can be filed online through the Interior Ministry information system, and you then come for a photo and fingerprints within 10 days of entry. The ministry must decide on a complete file within 40 days, and a refusal can be appealed within eight days.
A Russian pension is proven with a pension award certificate and statements of payments. Russian cards do not work in Montenegro, so it is easier to keep money for living and renewals in a Montenegrin bank account.
Health insurance
Health insurance is required for the whole permit term, and the law accepts an ordinary travel policy from an authorised insurer. For older people such policies cost more and often cover only emergencies, so set aside a separate budget for routine doctor visits.
Private clinics and dentists in Podgorica and Budva cost less than in the EU, and for complex cases many people go to Belgrade or Croatia. Public healthcare is paid for a foreigner who does not work in Montenegro.
Tax on your pension and the treaty with Russia
You become a Montenegrin tax resident after 183 days in the country in a year or when your centre of vital interests is here. The income tax law states that pensions, like inheritances, gifts and insurance payouts, are not income, so a Russian pension is not taxed in Montenegro. Russia does not tax state pensions either.
The double tax treaty with Russia currently works only partly: in 2023 Russia suspended its main provisions. This does not affect the pension. Annual property tax is 0.25 to 1% of market value, up to 1.5% for a second home, and a property transfer tax is paid on purchase.

Since 2026 what counts is not the contract price but the tax base in the tax office decision, and a seaside flat for €140,000 may not lead to residence. Where retirees settle
Retirees from Russia most often live on the coast. Budva is the liveliest resort with good infrastructure, but noisy and expensive in summer. Bar and Ulcinj in the south are cheaper, with long beaches and warm winters. Herceg Novi at the entrance to the Bay of Kotor is a green town with a mild climate and a large Russian-speaking community. Tivat has the airport and a marina nearby.
Podgorica is the inland capital: hot in summer, but home to the main hospitals, government offices and year-round life, with flats cheaper than on the coast. Many retirees combine the two: they live on the coast and go to the capital for paperwork and doctors.
Foreigners buy flats and houses in Montenegro freely, except agricultural land, forests and protected areas. A notary certifies the deal, title is registered in the land registry, and the tax office issues a property transfer tax decision: its tax base decides whether the value is enough for residence. Winters on the coast are mild but damp, many flats are heated with air conditioners, and Podgorica can top 40°C in summer.

The law expressly provides the D visa for property owners: with it you can stay up to six months and file the application calmly on site. Holders of a valid residence card enter with it without a visa.
Common reasons for refusal
- a tax value below $170,000 (€150,000), even if the contract price is higher;
- a share in the home of less than half;
- leaving the country for more than 30 days: the permit ends, and a new one follows the new rules;
- a missed renewal deadline;
- insurance shorter than the permit term;
- a criminal record certificate without an apostille or translation.
An appeal against a refusal is filed within eight days. It is often faster to fix the cause and apply again, but if you leave the country meanwhile, mind the visa rules: from 1 November 2026 a Russian citizen without a valid card needs a visa to return.
