Armenia is one of the easiest countries for a retiree from Russia. You can enter even on an internal passport, live visa-free for up to 180 days a year, and pensions from any country, including Russia, are not subject to Armenian tax. Many people in Yerevan understand Russian, and private clinics are inexpensive.

There is one difficulty: Armenian law has no separate ground for retirees. Those who want to live in the country all year obtain residence through relatives, Armenian descent or their own business. Below is who qualifies, documents, insurance, taxes, a couple's budget and the steps.

Who can get residence as a retiree

Armenia has no retirement residence and no pension threshold. Citizens of Russia, Belarus, Kazakhstan and Kyrgyzstan live in the country visa-free for up to 180 days a year, and that is enough for many retirees: half a year in Yerevan, half a year at home.

Living here all year requires a temporary residence permit for a year with renewal. From 1 November 2026 it is granted for work, your own business, study, family ties to an Armenian citizen or to a foreigner with residence, while people of Armenian descent get permanent residence at once. Buying a flat is not a ground.

  • parents and other close relatives of Armenian citizens or of foreigners with residence;
  • people of Armenian descent, who get permanent residence at once;
  • owners of their own business in Armenia: from 1 November 2026, 1 million drams in accounts, about $2,800, or the same turnover over 60 days.

Documents and how to prove a Russian pension

  • application and form, from 1 November 2026 only through the migration service's online platform;
  • passport with a notarised Armenian translation;
  • three colour photos 35 by 45 mm;
  • a medical certificate;
  • proof of lawful entry into Armenia;
  • documents for the ground: kinship certificates, proof of descent or company documents, apostilled and translated;
  • receipt for the fee.

Armenian residence does not require a pension certificate, as there is no retiree ground. But it is useful at the bank: Armenian banks ask to confirm the source of funds. The pension statement is ordered on the Gosuslugi portal or from the Social Fund and translated into Armenian by a notary.

Russian cards do not work in Armenia, so for daily life you open an account with an Armenian bank. Documents issued in Russia need an apostille and a notarised translation.

Health insurance

Armenian residence does not require health insurance, a medical certificate is enough. But free state care for foreigners is limited, so retirees take out a private policy or pay clinics directly.

Private clinics in Yerevan are modern and inexpensive, and many doctors speak Russian. For complex treatment people go to the large hospitals of the capital rather than regional ones. A policy for older people is chosen before moving so that it covers chronic conditions.

Tax on your pension and the treaty with Russia

Armenia does not tax pensions of any kind, including those granted under the laws of other countries, such as a Russian pension. This is written directly in the Tax Code, so the pension is not taxed even if you become an Armenian tax resident after 183 days a year.

A resident's other income is taxed: salaries and most income at 20%, deposit interest at 10%, dividends at 5%. The double tax agreement with Russia is in force, and in Russia itself the state pension is not taxed. More in taxes in Armenia.

Where retirees settle

Almost everyone chooses Yerevan: it has the best clinics, theatres, the airport and a Russian-speaking environment. Retirees like green Arabkir near the centre and Kentron itself, where everything is walkable; Nor Nork and Davtashen are cheaper.

Gyumri attracts with low prices and the atmosphere of an old town, Dilijan with mountains and forest, and the shore of Lake Sevan with country life in summer. A good hospital is further away there, so many live in Yerevan and go to the mountains in summer.

The climate is sharply continental: Yerevan has hot dry summers and cold winters. Many retirees spend spring, summer and autumn in Armenia and winter at home.

The temporary residence fee is about $290, about $440 from 1 November 2026, and about $710 for 5-year permanent residence under the new rules. The fee pays for the review and is not returned after a refusal. From 1 November 2026 a residence holder who has spent more than 183 days abroad notifies the migration service within 10 days.

Common reasons for refusal

  • no suitable ground: no family ties, descent or own business;
  • an inaccurate notarised passport translation;
  • an incomplete file: no kinship certificates or company documents;
  • for your own business, no 1 million drams in accounts or the same turnover;
  • the annual quota for the category is used up;
  • past violations of the permitted stay.

The most common retiree mistake is to stay the full 180 visa-free days and plan to apply for residence at the last moment. The ground is chosen in advance, and the application is filed in the second or third month in the country.
